Job Mission
Under the authority of the Head of the Council of Europe Office in Ukraine and the direct supervision of the project manager, and in consultation and co-operation with colleagues responsible for media, Internet governance and data protection work in the Information Society Department, Directorate General of Human Rights and Rule of Law (DG I), the incumbent will carry out multiple assignments to meet the overall and specific objectives of the Joint Programme with the European Union 'Strengthening Information Society in Ukraine', by supporting and monitoring the implementation of the measures and activities agreed upon in the project work plan in compliance with the Organisation's regulations and donor requirements.
The Project's implementation period is from January 2014 until December 2015. This position is limited to the duration of the project.
Key Activities
The Project Financial Assistant will perform the following tasks in accordance with the Organisation's procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
  • is responsible for daily cash payments and receipts and their recording;
  • carries out all administrative and financial arrangements/transactions of the project in accordance with Council of Europe financial regulations, rules and procedures and donor requirements;
  • prepares, records and processes financial transactions, including in particular, input of requisitions and purchase orders into the financial management information system (FIMS) and their finalisation;
  • assists in preparing contracts for external service providers and service contracts for consultants;
  • provides accurate financial information, and draws immediate attention to discrepancies and irregularities;
  • verifies and controls invoices before settlement;
  • ensures regular follow-up of the project budget execution and prepares monthly reports for information for the project management;
  • prepares regular accounting reports and transmit them to headquarters;
  • provides logistical support to the project's activities;
  • archives relevant supporting documents of all financial transactions;
  • carries out other tasks as may be required connected to the project implementation.
Eligibility Requirements
This local recruitment procedure is only open to candidates resident in Ukraine.
Nationality: the appointed candidate must be a national of a Council of Europe member State;
Qualification:
  • completed secondary education followed by an appropriate professional qualification;
Experience:
  • at least three years' relevant professional experience in management accounting, including advanced book-keeping skills;
  • knowledge of accounting and/or financial management and understanding of budget management;
Language requirements:
  • excellent knowledge of Ukrainian (mother tongue level);
  • ability to express oneself, present and draft clearly, concisely and convincingly in English.
Competencies
Professional and technical competencies:
  • Higher education in finance/accounting or similar would be an advantage;
  • Professional expertise:
  • Planning and work organisation; ability to work under pressure, deal with multiple tasks and respect deadlines.
  • Highly developed problem-solving skills;
  • Experience in carrying out corresponding duties in the framework of international or European co-operation projects would be an advantage.

Job: Precinct Election Commissioners Trainer

Background
On 15 December 2013, the Repeat Parliamentary Elections will be held in five single-mandate electoral districts (No 94, 132, 194, 197 and 223).
To assist the Central Election Commission of Ukraine (CEC) in arranging training for precinct election commissioners, the OSCE Project Co-ordinator in Ukraine (OSCE PCU) seeks 22 experienced trainers (PEC Trainers) who will deliver training to precinct election commissions in the five above-mentioned electoral districts on 06-08 December 2013 (Friday through Sunday).
Tasks and Responsibilities
The PEC Trainers will deliver training to the management of precinct election commissions (heads, deputy heads and secretaries) in electoral districts 94, 132, 194, 197 and 223 on 06-08 December 2013 (Friday through Sunday).
The duration of training will be three and a half hours. The trainers will work in teams of two. Each team of trainers will deliver from two to six trainings, depending on logistical arrangements. The number of trainees will not exceed 50 participants per one training event.
The training agenda will be developed and provided by the OSCE PCU. The trainees will be expected to have gained and/or improved knowledge about relevant electoral procedures through the on-line Election Commissioner Recruitment and Training System (ECRTS) before the training. The trainers will primarily focus on practical aspects and strive to develop skills through study groups, case studies, and other tasks. At the end, the PEC Trainers will test the knowledge of the target audience through the ECRTS.
The training will cover various municipalities of a relevant electoral district.
After completion of the task, the team of trainers will report to the OSCE PCU.
Necessary Qualifications
  • Minimum five years of professional experience in elections and training;
  • Experience in working with the ECRTS;
  • University degree in law or social/political sciences would be an asset;
  • Excellent knowledge of electoral processes in Ukraine;
  • Experience in the development of training materials;
  • Experience in serving as an election commissioner or observing elections;
  • Excellent communication skills, including public speaking and presentation skills; ability to manage an audience;
  • Excellent computer skills;
  • Ability to work in a team;
  • Ukrainian language proficiency;
  • Experience in working with international organizations, governmental agencies and NGOs would be an asset;
  • Must be ready and willing to travel.

This assignment is within the framework of the project 'Enhancing the Ministry of Economic Development and Trade Capacity to Generate the Policy of Transition to Green Economy'
Background information:
In 2013 the OSCE Project Co-ordinator in Ukraine ('OSCE PCU') together with the Ministry of Economic Development and Trade of Ukraine implements the Project called 'Enhancing the Ministry of Economic Development and Trade Capacity to Generate the Policy of Transition to Green Economy'.
The Rio+20 international conferences on sustainable development that took place in June 2012 gave new impetus to on-going discussions on the need to promote green economies as a means of sustainable development. Development and implementation of green economy development programmes require a knowledge base of green economy research data, country-specific reports, analytical materials, etc.
The OSCE Project Co-ordinator in Ukraine (PCU) will assist the Ministry of Economic Development and Trade of Ukraine (MEDT) in developing the web-resource on sustainable development and 'green growth' to enable Ukrainian policy-makers develop sound sustainable development policies.
Tasks and Responsibilities
  • Develop a web-site concept;
  • Based on inputs from the MEDT's focal point, prepare detailed terms of reference;
  • Design the web-site;
  • Propose the web-site's content development strategy;
  • Test the web-site's functionality.
Necessary Qualifications
  • University degree, in the IT/Sciences sphere
  • No less than 3 year of experience in the IT sphere;
  • Knowledge of green economy basic concepts;
  • Practical experience in development of web-sites for local self-government and state institutions;
  • Good analytical skills;
  • Fluency in Ukrainian and Russian. English at the working level will be an advantage.

Providing support to the designated Operations Leader ('OL') in project monitoring: 
· Responsibilities will include regular client contact through which the incumbent will gather data, perform financial analysis of (debt and equity), prepare and review financial projections and financial models, monitor covenants, assess performance relative to peers, produce reports required during the project cycle and liaise with the Bank's internal Credit department, and other support units. 
Providing support to the designated OL in terms of new business generation: 
· Research and analysis of background information for different industry sectors; 
· Attending meetings with clients together with more senior bankers and preparing concise meeting reports; 
· Responsibility for building financial models, conducting sensitivity analysis and assessing risk; 
· Drafting of specific assigned portions of Bank documents and correspondence; 
· With supervision from senior team members, the incumbent will be capable of working throughout the whole life cycle of projects. Essential Skills, Experience and Qualifications 
  • Good relevant degree from a leading university in the country of education (e.g. business administration, banking, economics, finance);
  • Minimum 3+ years relevant commercial experience at Senior Analyst level or 5+ years for Associate level (e.g. banking, finance, accounting, audit or project finance) gained from a major commercial / investment bank, equity fund, advisory service or corporate finance firm;
  • Strong credit analysis skills including the ability to interpret company accounts and provide succinct, detailed and accurate credit / risk analysis;
  • Proven numerical and financial skills, with a focus on building and sensitising complex financial models;
  • High level of computer literacy: significant experience with Microsoft Office, including spreadsheet packages and financial analysis models;
Excellent written and oral communication skills in English, Ukrainian and Russian and the ability to work, where required, directly with clients of the Bank.

The EU Border Assistance Mission (EUBAM) to Moldova and Ukraine was established, based on a tripartite Memorandum of Understanding (MoU) signed on 7 October 2005 by the European Commission, the Republic of Moldova and Ukraine, with IOM as the EU's implementing partner. The mandate of EUBAM runs through 30 November 2015. The Mission is a technical assistance and advisory body that aims at enhancing the border and customs management capacities of the Republic of Moldova and Ukraine, approximate the standards of the border and law enforcement authorities to those of the EU and to enhance the implementation of the rule of law.
Duties and Responsibilities
General Functions:
Under the direct supervision of the Senior Driver and guidance of the Procurement Assistant, and the overall supervision of the EUBAM Resource Management/Human Resources Officer (RMO), the Driver will provide transport support to the work of EUBAM.
Specific Functions:
  • Drive EUBAM office vehicles.
  • Manage the day-to-day maintenance of the assigned vehicle to ensure roadworthiness of the vehicles. This includes daily checks of tyres, brakes, engine oil, fan belt, etc.
  • Arrange for minor repairs and ensure that the vehicles are kept clean.
  • Keep records of spare parts for the vehicles and conduct monthly inventory of the spare parts.
  • Ensure that the vehicles undertake regular service intervals.
  • Make sure that the vehicles always have a full tank of fuel prior to departure for trips to the field.
  • Find the most direct routes over the best available roads to the destination.

  • In close cooperation with the National Security Officer, take proper steps to reduce potential security threats to EUBAM officials or property within the immediate vicinity of the vehicle and along transport routes.
  • Collect and deliver mail/documents as assigned.
  • In close cooperation with the National Security Officer, ensure that the measures required by the local rules and regulations (pertaining to driving) are followed in case of involvement in accident.
  • Assist the Senior Driver in planning, organizing, and scheduling the work of temporary drivers.
  • Compare information on requisition or invoices for shipments received or issued to verify their accuracy; complete requisitions or other forms and ensure that the Organization's requirements/ procedures are followed.
  • Perform any other duties as assigned.
Competencies
  • Basic knowledge of office software (MS Word/Excel/Outlook/Internet Explorer) is an asset.

  • Secondary school diploma or equivalent;
  • Valid driver's license of at least category B;
