Background / General description:
The World Bank Office in Maputo, Mozambique, is seeking a highly organized and energized professional, capable of operating effectively and discreetly in a very demanding, fast-paced and culturally diverse environment, to work as a Team Assistant.
The successful candidate will work under the leadership of the Country Director and the day to day supervision of the Senior Executive Assistant who provides supervision and guidance to the ACS (Administrative Client Support) staff. The selected candidate will provide Administrative and client support to the Operational Staff. The job implies frequent interaction with other institutional units, staff in other locations (locally and internationally), Government officials, consultants and external organizations.
The AFCS2 Country Management Unit (CMU) covers Mozambique, Madagascar, Mauritius and Comoros. The Country Director is based in the World Bank Office in Maputo, and works with a core country team working out of Headquarters, Country Offices in Mozambique, Madagascar, Mauritius and Comoros. Currently there is a total of approximately 60 staff, based in Maputo working for both the Country Management Unit and the various Sector Management Units.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
Duties and Accountabilities:
The Team Assistant's duties and accountabilities include, but are not limited to, the following:
Operational and administrative support
  • Use desktop processing skills to produce complex texts, reports, presentations, charts, figures, graphs '¦etc, according to Bank format and distribution;
  • Collect and input data provided by Task Team Leaders into the central database, including processing new project status reports;
  • Keep abreast of the Organization's directives and ensure effective processing of all project documents;
  • Draft correspondence (standard letters, memos, faxes, etc.) conforming to the Organization's regional standards, using proper grammar, punctuation and style and proofread materials;
  • Draft minutes of meetings and provide assistance in editing large documents;
  • Maintain up-to-date divisional project files (both paper and electronic) and retrieve data from various sources and compile these for use by the Country Director and/or the Country Management Unit (CMU).
Information Management and Client interaction
  • Answer internal and external queries on the assigned portfolio or, as necessary, take accurate and comprehensive telephone messages, and route them to appropriate persons to handle;
  • Maintain current distribution lists, phone/address lists of project/product contacts, and distribute documents for the team;
  • Co-ordinate with service units, and liaise frequently with team members both in Washington and in the Country Office;
  • Track and report on appropriate aspects of the Team's operational activities.
Time management & Logistic planning
  • Co-ordinate time management and schedules, taking current and future priorities into account, anticipate and monitor changes, and communicate the information;
  • Track assigned tasks/project steps/ timetables using modern office management technologies, coordinate with relevant staff, provide assistance and/or information on project-related matters;
  • Solve non-routine problems creatively and resourcefully and assist in preparation and logistical planning for various events, e.g. conferences, workshops, negotiations, board presentation and signing, etc.
Other duties
  • Serve as a back-up to other staff and Task Team Assistants on project and administrative tasks.
  • Occasionally perform Analytical tasks as may be requested by the Team Leader.
Selection Criteria:
Among other criteria, the successful candidate should be holding / having:
  • College or University degree preferably in Secretarial Studies or Office Management or Business Administration
  • Three (3) years relevant work experience in a large International or Service or Private Sector Organization;
  • Proficiency in using advanced functions on Bank standard computer applications (Windows applications: Word, Excel, and PowerPoint);
  • Knowledge of and ability to execute diverse work procedures related to the timely processing and production of assigned outputs and supporting administrative activities;
  • Applied knowledge of Bank's organization, procedures and practices, including Bank records management and filing procedures;
  • Thorough knowledge of work procedures in assigned work unit;
  • Demonstrated use of initiative and ability to make appropriate linkages in work requirements and anticipate next steps; and to follow through on team priorities in the absence of the team leader and respond to requests for information;
  • Ability to pass relevant Bank tests (e.g. English language, computer applications, etc.) as required;
  • Committed, dedicated and team player with ability to deal tactfully and effectively with staff and clients in a multi-cultural environment;
  • Proficient English / Portuguese skills (verbal and written), including ability to draft routine correspondence and edit materials using proper grammar, punctuation and style;

In addition to the above selection criteria, the following competencies are expected of the successful candidate:

Functional Responsibilities
Description of duties:
Under the supervision of the ANDI's Executive Director, provide overall administrative and financial support for the ANDI programme.
Specific responsibilities include:
Finance Function
  • Collaborate with the relevant administrative staff at UNOPS in the development and implementation of ANDI's administrative and financial processes including but not limited to HR, book keeping, financial tracking and reporting;
  • Support the implementation of the Organization's technical projects and activities by planning and controlling all financial and administrative services/support required;
  • Formulate general and specific budgetary estimates for regular and extra budgetary funded projects and implement/monitor the accounting of approved budgetary allocations by programs;

Background information - DR Congo
Democratic Republic of Congo
The UNOPS office in the Democratic Republic of Congo (DRC) delivers services from its head office in Kinshasa and project offices in Goma, Kisangani and Lubumbashi. UNOPS in DRC serves the needs of the Government with funding from bilateral donors, the EU, International Financial Institutions and UN agencies. UNOPS in DRC provides a wide range of project management and related services including procurement, contracts management, logistics, HR and financial management. UNOPS helps partners to achieve their project goals in sectors which include physical and social infrastructure, elections and the environment.
Functional Responsibilities
Under the direct supervision of the Project Manager and overall guidance of the Head of Programme the Project Support Officer will be responsible for the following:
  • Conduct needs assessment on all operational matters for the project: (Finance, Procurement, Logistics, ICT, Human Resources).
  • In collaboration with the project team prepare all the necessary documents for the annual project audit as per funding source requirement, and support the audit processes as deemed necessary.
Finance
  • Ensure expenditure forecasts are in line with procurement plan and ongoing contracts.
  • Undertake internal periodical checks to ensure that the project funds are spent in line with the project budget and in accordance with the UNOPS financial rules and regulations and IPSAS requirements.
  • Budget management: Advise the Project Manager on status of project budget activities. Ensure funds are allocated when needed and budget lines remain within tolerance limits.
  • Cash management: Organize and supervise the process of cash management of the project (petty cash, operational advances, payment orders…) including liquidity management and recommend on risk assessment.
Procurement
  • Procurement and supply chain: Monitor procurement processes and supply chain services.
  • Contract management: In collaboration with the Head of Support Services develop a strategy for project contracts for services and works as per IPSAS requirements, including bidding process, evaluation, managing the contracts and contractors.
Logistics
  • Vendor management: develop sourcing strategies, vendor selection, evaluation, quality management, managing customer relationships as well as establish a supplier database.
  • Fleet management: design and implement a fleet management strategy for the different project sites and provide transportation services as required by the project to meet the logistical needs.
  • Maintenance: establish a system for maintenance of all project equipment including computer equipment, communications equipment with support of ICT unit vehicles and generators.
  • Asset management: oversee the management of project assets in collaboration with a Head of Support Services.
Management Support
  • Assess the current maturity status of the project; introduce oversight tools needed to increase organizational competency and control of project progress according to Prince2 methodology.

Education

Functional Responsibilities

  • Gérer les dossiers suivants : i) la documentation du projet (Blue file physique et électronique) ; ii) les dossiers se rapportant aux achats, aux ressources humaines et aux finances, conformément aux exigences des groupes respectifs et de la Directive Organisationnelle 12 ;
  • S'assurer que toutes les dépenses sont conformes au Règlement financier et aux règles de gestion financière de l'UNOPS ;
  • En collaboration avec l'Unité de Gestion de Projet (PMU), gérer les budgets, la trésorerie et les obligations afin d'assurer que les livrables sont respectés et que les paiements aux contractants et au personnel sont effectués à temps ;

Context:
Under the overall supervision of the Chief of Mission and direct supervision of the Programme Manager (Data Management Unit) in IOM Tanzania and in close coordination with the ITC Software Development Unit in IOM Geneva, the successful candidate will be responsible for gathering requirements, solution design, development, testing, implementation, end-user training and maintenance of the software required by the project to develop the 'Registration Database for irregular migrants in Tanzania' and other such databases required for the projects managed by the unit.
Core Functions/ Responsibilities:
  1. Develop and maintain the 'Registration Database for irregular migrants in Tanzania', and its integration in Tanzania's immigration processes, including their Border Management Information System (MIDAS). The purpose of the database is to gather and process information on irregular migrants registering for assisted voluntary return or resident permits.
  2. Design, develop, test and deploy databases, software and other technology solutions (including. mobile applications) and compilation of business requirements, technical specifications, user and technical documentation in line with ITC policies and standards. This should include definition of user roles and controlled access to respect data protection and confidentiality.
  3. Develop and implement proper backup/restoration, data validation and security procedures to ensure data integrity and availability of data.
  4. Provide technical support and capacity building on Database development and maintenance to the local authorities/counterparts.
  5. Recruit and manage training of staff, as needed, staff directly involved with data entry and processing (Database Assistants, Data Entry Clerks and Data Verification Assistants) to ensure the quality of data entered to IOM databases.
  6. Secure consistently available computer services, support training and maintenance of all computer systems used for information database systems.
  7. Work closely with field offices to provide technical support for the usage of the information and database systems and design other data databases and auxiliary information sub-systems for existing or new programs and projects.
  8. Support in reporting and analyzing data for donors and stakeholders, assuring data consistency, giving statistic information and mapping of collected data.
  9. Design other databases and auxiliary systems for existing or new programmes and projects in IOM, as required.
  10. Implement training to Database developers and administrators and define minimum requirement for national database administrator, inclusive of identification of relevant training for international recognized certification.

Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.
Prepares speeches and other inputs for presentations by senior staff.
INTERGOVERNMENTAL SUPPORT:
Prepares inputs for reports to intergovernmental bodies.
Follows intergovernmental meetings and prepares summary reports.
Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes.
TECHNICAL COOPERATION:
Participates in missions on development issues, usually as a member of a team.
Organizes training seminars for national experts.
Prepares documentation for technical cooperation programmes and projects.
Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.
GENERAL:
Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services.
Undertakes on-the-job and other training activities, both internally and externally.

Education
Advanced university degree (Master's degree or equivalent) in economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
