Established in 1959, the Inter-American Development Bank (IDB) is now the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries. The Knowledge and Learning Department, through the Felipe Herrera Library, supports the dissemination of IDB's knowledge products by disseminating publications through a set of strategies that include OAI, metadata crosswalks, among others.
The Felipe Herrera Library seeks an energetic, hands-on, technically proficient and creative web semantic technician to support an aggressive web dissemination strategy for its repository documents. The position will leverage existing technology to deploy tools and strategies that will disseminate IDB's publications by applying semantic web solutions. The successful candidate will be technically savvy, results-driven, self-sufficient, resourceful, and a problem-solver.
Key Responsibilities
  • Participates actively in implementing dissemination strategies for publications available via the IDB Open Access Repository.
  • Provides input and technical support for the development of taxonomies and ontologies.
  • Applies technical concepts to effectively curate and perform quality control of publications' metadata in the Repository.
  • Adopts best practices in semantic web strategies, including linked data components, web ontologies, and the like.
  • Applies metadata for web search retrieval optimization by continuously studying and building knowledge of user behavior (analyzing institutional search logs, as well as social media and major search engine trends).
  • Coordinates and supports the development and maintenance of effective folksonomies and institutional taxonomies for visualization of publications.

Qualifications
Education: Master degree or equivalent ('Licenciado') in areas related to computer and/or library and information sciences, or related disciplines .
Experience: A minimum of (3) years of professional experience developing and implementing semantic web strategies, managing repositories, performing metadata quality control, developing taxonomies/folksonomies, and the like. International experience working in Latin America and the Caribbean Region is an asset.

Background
The Office of Strategic Planning and Development Effectiveness (SPD) reports to the Office of the President and the Executive Vice-President and is charged with providing technical guidance to the Executive team in order to develop a culture of results within the Bank, and; to help the Bank innovate its core business, the effectiveness and efficiency of its products and methods over time. The SMO Division is charged with measuring and assessing corporate performance and increasing accountability for results. Among other projects and activities, the Division is responsible for the External Feedback System (EFS).
The EFS is an institutional effort to capture feedback from external partners regarding Bank's products and services in a systematic and consistent manner through online surveys applied on specific milestones of the project cycle.The EFS is a mandate established by the Board of Governors in the Ninth General Capital Increase (IDB-9). EFS survey results are reported in the Development Effectiveness Overview (DEO) and are used to improve IDB's products and services.
Consultancy Objective
To provide support to the External Feedback System (EFS) team in the implementation and monitoring of online surveys and the quantitative and qualitative analysis of survey information, writing of reports/Executive Briefs, and preparation of visual materials as well as assistance in related administrative tasks.
Activities
  • Conduct the statistical analysis of survey data using Excel and STATA to analyze customer experiences (analysis by country, sector, product, type of external partner, etc.).
  • Conduct qualitative analysis of survey data and analysis of other databases (PMR, DEM, etc.) to support the identification of major findings and preliminary hypothesis.
  • Support in the preparation and launch of online surveys using the Qualtrics online survey platform. Monitor response levels to achieve positive response rates.
  • Write reports in English and prepare high impact presentations.
  • Support the EFS communications plan by preparing targeted communications and visual materials.
  • Support the coordination and facilitation of varied consultation activities with internal and external stakeholders (interviews, meetings, focus groups, etc.).
  • Support the coordination of meetings, record minutes and follow-up on commitments.
  • Conduct other related tasks assigned by the EFS Project Team Leader or SMO Division Chief.

Background
The Vice Presidency for Countries (VPC) leads the dialogue and the relationship of the Bank with borrowing countries; formulates the Bank's country strategies; coordinates and supervises the development of the operational program for the public sector, including the provision of expert fiduciary advice for project design and execution; leads the Bank's engagement with civil society; and manages the Bank's concessional lending to the poorest countries of the Region through the coordination of all issues related to the Fund for Special Operations (FSO).
VPC is looking for a consultant to support several operational activities, including Civil Society matters.
Consultancy objective S upport a broad range of operational activities, including Civil Society matters as requested by the VPC Senior Operations Advisor and other VPC front office personnel.
Main activities
  • Review Bank project documents, policies and strategies submitted to management committees and the Board;
  • Prepare committee and Board presentations and training materials;
  • Provide analytical and research support for Civil Society, activities, including the p reparation of technical cooperation operations led by the Vice-presidency, the preparation of proposals for partnerships and financing, the development of impact indicators and general dialogue and dissemination activities. Payment and Conditions of Employment:

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Policy Division develops and implements the UN Women program of work on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women staff working at country and regional level. It identifies emerging issues and trends, and develops and proposes new strategies for achieving the agreed goals through innovative approaches and lessons learned about what works in practice. It also designs and oversees the training and capacity development programs of UN Women, working closely with the UN Women training facility in Santo Domingo.
The Policy Division staff is organized in Thematic Sections, bringing together technical experts who: undertake issues-based research; analyze data on country, regional or global trends; build a knowledge base on policy commitments and their implementation; propose evidence-based options for global policy, norms and standards and for UN Women global programme strategies; and contribute substantive inputs to policy advocacy and technical cooperation programmes.
The Sustainable Development thematic area of work focuses on the need to balance resource allocation and use with the needs of current and future populations. Gender equality and women’s economic empowerment cuts across all three elements of sustainable development- economic, social and environmental. Focusing on this holistic approach from a gender equality perspective will contribute to advancing women’s economic empowerment and rights, and generating policy recommendations on addressing inequalities and poverty elimination, social reproduction and unpaid work conceptualized as a sustainability issue, livelihoods security, adaptation to or mitigation of climate change and social protection. Gender analysis of and policy recommendations on sectoral issues and poverty elimination including asset ownership, water and energy, education, descent work, rural development and food security, health, land tenure and land rights and environmental sustainability, will also be included in this work stream.

Under the supervision of the Chief of Section, the Policy Advisor is responsible for developing and implementing the organization’s policies in the Sustainable Development area of expertise to achieve gender equality and advancement of women. He/she provides technical and policy advice at country and regional levels, through strategy development, thematic reviews, tools for capabilities building and channels for knowledge sharing and prepare documentation for UN normative intergovernmental processes; prepare studies, reports and content for policy advocacy.   • Work closely with UN WOMEN’s regional and national programme offices to support the development and implementation of programmes in the area of Sustainable Development;

  • Organize technical consultations, South-South and South-North exchanges and other opportunities to share experiences and promising practices on effective means of enhancing gender equality and women’s influence;
  • Develop catalytic global programmes with normative and universal content which can add value to UN Women’s leadership in innovation, knowledge, and technical areas;
  • Plan, organize and substantively service ad hoc expert group meetings, seminars, conferences, workshops and similar gatherings, including identification and determination of major issues for discussion and selection of participants, development of background documentation, preparation of reports and policy recommendations, and dissemination of results of such meetings;
  • Manage, supervise and carry out the work programme of the Unit under his/her responsibility to ensure substantive and technical quality according to standards and goals for each thematic area.

Substantive support to intergovernmental processes and policy development.
  • Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as Commission on the Status of Women, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate and prepare analytical summaries of debates, supporting negotiations and analyzing/compiling outcomes.
  • Prepare substantive input into and help coordinate the development of analytical reports to contribute to the Secretary-General’s mandated reporting to intergovernmental forums.
  • Support the implementation of resolutions, decision and other directives in relevant areas of focus, including through support to expert bodies created by intergovernmental forums.
  • Provide inputs in international fora to help shape development of global and regional policies, norms and standards and implementation strategies .

Representation and advocacy
  • Represents the UN Women at policy making inter-agency, inter-governmental and international technical and advocacy fora;

3 – Antecedentes:
O Projeto BRA/12/008, tem, como objetivo, apoiar a implementação do Plano de Reabilitação Participativo do Centro Antigo de Salvador (CAS), nos seguintes setores: (1) redução das vulnerabilidades sociais;(2) dinamização da economia local;(3) qualificação da cultura, patrimônio e turismo;(4) planejamento da infraestrutura, mobilidade urbana, acessibilidade e qualidade ambiental; e, (5) no fortalecimento da gestão integrada do CAS, através da construção de subsídios técnicos,para
  • desenvolvimento, pela DIRCAS/CONDER, de uma gestão inclusiva e sustentável.
O Centro Antigo de Salvador (CAS), que se originou com
  • surgimento da cidade, abrange
  • Centro Histórico de Salvador (CHS) - reconhecido pela UNESCO como Patrimônio da Humanidade – e mais 10 (dez) bairros, que se encontram em seu entorno, sendo eles: Centro, Barris, Tororó, Nazaré, Saúde, Barbalho, Macaúbas, parte do espigão da Liberdade, Comércio, e Santo Antônio. Mas, ao longo do tempo perdeu sua funcionalidade e interesse econômico,
A revitalização restrita ao Pelourinho, ocorrida na década de 90, fez da região um dos maiores destinos turísticos do país, graças à riqueza do seu patrimônio artístico e cultural. Tal intervenção,
no entanto, não contemplou a sustentabilidade desse importante sítio.
Visando reverter
  • processo de esvaziamento habitacional e degradação das áreas urbanas centrais e, por outro lado, alterar
  • modelo de urbanização baseado na expansão contínua das fronteiras urbanas,
  • Governo do Estado da Bahia elaborou
  • Plano de Reabilitação Participativo do Centro Antigo de Salvador, que vem ao encontro da demanda da sociedade civil, ao adotar um modelo de planejamento que envolvesse aspectos econômicos, sociais, urbanísticos, culturais, turísticos e ambientais com vistas à sustentabilidade deste território.
O referido Plano de Reabilitação segue as diretrizes do Programa Nacional de Reabilitação de Áreas Urbanas Centrais, do Ministério das Cidades e, as orientações do Ministério da Cultura, no que diz respeito à preservação do patrimônio cultural,
As intervenções a serem realizadas no Centro Antigo de Salvador, a partir da publicação de Decretos de Utilidade Pública, para fins de desapropriação, nº 14.865, 14.866, 14.867 e 14.868 de 11 de dezembro de 2013, visando a preservação, conservação e/ou requalificação da região, atendem 03 proposições do Plano de Reabilitação Participativo de Salvador, com números 03, 04 e 14, contemplando a preservação da área da encosta do Frontispício,
  • incentivo ao uso de edificações fechadas, em ruínas e lotes baldios e, a confirmação da vontade política para implantar e gerenciar
  • Plano de Reabilitação.
Os imóveis a serem desapropriados foram selecionados, considerando os estados de conservação e de ocupação, ou seja, aqueles que se encontram em ruínas, desocupados e subutilizados, visando
  • cumprimento da função social da propriedade, conforme definido na Constituição Federal, Estatuto da Cidade e Plano Diretor de Desenvolvimento Urbano do Município de Salvador.
A proposta é, portanto, criar um Fundo de Investimento, enquanto modelo de gestão jurídicoinstitucional para recuperação do patrimônio imobiliário, com maior flexibilidade, característica dos negócios privados do mercado de capitais, como forma de alavancar recursos e extrair lucros para melhor desempenhar esta atividade.
Desta forma, estruturar uma operação de desenvolvimento imobiliário na região do Centro Antigo de Salvador, significa devolver à cidade a sua história, a partir da valorização de seu patrimônio,e, implantação de novos equipamentos culturais, como forma estratégica e sustentável.
4 – Número do Resultado no Prodoc:

4. Centro Antigo de Salvador revitalizado e ordenado, com infraestrutura e parque imobiliário requalificado para uso residencial, comercial e institucional, usufruindo de boas condições ambientais, sanitárias, de acessibilidade e mobilidade.
5 – Objetivo da consultoria:
Contratação de consultor para estruturar operação de desenvolvimento imobiliário no Centro Antigo de Salvador, a partir da criação de um Fundo de Investimento, considerando a necessidade de reabilitação histórica, cultural e econômica deste território.
6 – Descrição das Atividades:
a. Coordenar a obtenção das diretrizes e formalizações necessárias à estruturação da operação de desenvolvimento imobiliário;
b. Análise sistemática de informações e estudos existentes, relativos à concepção de operação imobiliária e sua estrutura jurídica;
c. Realizar estudo de viabilidade econômica e financeira com Identificação e avaliação de oportunidades;
d. Propor minuta de regulamento com ênfase na política de investimento, governança e aplicação de recursos;
7 – Produtos Esperados: Descrição
1. Minuta de Regulamentação do Fundo de Investimento, contemplando política de investimento, governança e aplicação de recursos, além dos requisitos obrigatórios e necessários;
2. Estudo de viabilidade econômica e financeira e de seus eventuais riscos, contendo estudos sobre a expectativa de valor de venda e locação de imóveis para exploração comercial e residencial e curva de potencial crescimento, estudo sobre número de vagas de garagens necessárias, por m² (metro quadrado), de imóveis residenciais e comerciais e viabilidade de custos de construção de subsolos no Centro Antigo de Salvador, e, custos de requalificação, manutenção ou revitalização das fachadas e edifícios tombados; em até 60 dias 35% Prazo de entrega em até 30 dias Valor da Parcela 25%
3. Cronograma de integralização de cotas do Fundo de Investimento, por meio dos bens imóveis, de propriedade dos órgãos públicos da administração direta ou indireta, Municipal, Estadual ou Federal; em até 90 dias 40%
Os pagamentos serão efetuados mediante a entrega e aprovação dos produtos mencionados acima, observando-se os prazos previstos para cada entrega. Os produtos deverão ser entregues em mídia digital e impressa, todos em três vias, em formatos abertos de maneira que possam ser facilmente reproduzidos e modificados pelo contratante.

Deste modo, faz-se necessária, a aplicação de um instrumento de cadastro para identificação dos tipos de ocupações dos 383 imóveis declarados de Utilidade Pública, para fins de desapropriação, através dos decretos mencionados acima, bem como, de seus respectivos ocupantes.
4 – Número do Resultado no Prodoc:

Apresentar metodologia de trabalho; Definir os dados constantes do instrumento de cadastro, bem como,
  • modo de sua aplicação; Constituir e coordenar uma equipe de cadastradores para aplicação do instrumento de cadastro; Fotografar todos os imóveis, com equipamento próprio adequado, arquivando-as em meio digital; Tabular os dados coletados; Apresentar
  • relatório final, contendo todas as informações tabuladas, coletadas a partir da aplicação do instrumento de cadastro;
7 – Produto Esperado:
1. Instrumento de cadastro, contendo metodologia de aplicação - (30%). 2. Under the guidance and supervision of the Assistant Resident Representative–Operations, the Operations Analyst is responsible for the overview of the financial management, efficient logistical services, provision of ICT and other administrative services. The Operations Analyst ensures consistent services delivery to UNDP programmes. The incumbent implements policies and methods to maximize the Office performance in operations demonstrating capacity for innovation and creativity and providing advice to Management on readjustment of the operations to take into account changes in the operating environment as and when needed .
The Operations Analyst works in close collaboration with programme teams, service center staff, human resources staff, operations staff in other UN Agencies, and Government officials to successfully deliver operations services.
Duties and Responsibilities
  • Inputs to elaboration and implementation of operational strategies

  • Establishment of partnerships with other UN Agencies at the field level

1. Provides analytical inputs to elaboration and implementation of operational strategies.
  • Ensures full compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies, establishment of targets and monitoring achievement of results.
  • Successfully manages office operational support by provision of advice on strategies, policies and plans affecting office operations based on business principles.
  • Under the guidance of the ARR (O) is responsible for office business processes mapping and establishment of internal Standard Operating Procedures (SOPs) in relevant Finance, Logistical and ICT services and Results Management.
  • Sets and monitors targets for operational efficiency and ensures the constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment.
  • Knowledge building and sharing with regards to management and operations in the office, organization of the operations staff trainings, synthesis of lessons learnt/best practices, and sound contributions to UNDP knowledge networks and communities of practice.
2. Ensures effective and accurate F inancial Resources Management and efficient Logistical services managementfocusing on achievement of the following results:
Financial Management
  • Proper planning, expenditures tracking, reporting and audit of financial resources in accordance with UNDP rules and regulations,
  • Performance of Manager Level 1 or 2 (as delegated) in ATLAS for financial transactions approvals (vouchers, Purchase Orders), bank reconciliation. Approval of pending disbursements as the third authority (cheques, bank transfers, EFT)
  • Ensures cost-recovery system for the services provided by the office to projects or other agencies.
Logistical Services
  • Management of the office contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications. Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations, operations analyst acting as Manager Level 1 or 2 (as delegated) in Atlas for Purchase orders approval and requisitions.
  • Manage the provision of support services, including travel and logistics, visas and office premises for the Office.
  • Supervision of vehicle fleet management.
  • Management of UNDP assets ensuring full compliance with IPSAS in the accounting for procurement, utilization and disposal of the Office's assets.
  • Cooperates with the information and communication management and coordinates his/her work with the ICT Team.
3. Supports establishment of partnerships with other UN Agencies at the field level focusing on achievement of the following results:
  • Provides leadership in overseeing effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management as well as the consistent application of UNDP rules and regulations, within framework of El Salvador being part of Delivering as One (DaO) system.
4. Ensures safe working conditions through adherence to UNDP security management in the field and focusing on the following results:
  • Works closely with UNDSS to ensure security of Office staff and premises, in particular, supports the implementation of UNDP MOSS/MORSS compliance.
  • Administers the staff security arrangements and provisions.

Required Skills and Experience
Education:
  • Master's Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
Experience:
  • 2 years of relevant experience at the national or international level in providing management advisory services and/or managing staff and operational systems and establishing inter-relationships among international organization and national governments.
  • Experience in the usage of computers and office Software packages, experience in handling of web based management systems and ERP systems, preferably Peoplesoft .
  • Experience of accrual accounting, IPSAS or IFRS is highly desirable.
Language requirements:
  • Fluency in Spanish and English
