Mine Action Cluster
The UNOPS Mine Action Cluster (MAC), within the Global Partner Services Office (GPSO), is a principal service provider to the United Nations, governments of mine-affected countries and other partners. The Mine Action Cluster was established in 1997. Based in New York, it has helped partners to significantly improve the lives of people in more than 30 countries across the world. The Mine Action Cluster supports emergency, post-conflict and peacekeeping operations. It delivers fast procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is responsible for administration, as well as providing support and overseeing the day-to-day management of the project field offices, in line with the partners' requirements and UNOPS rules and regulations. It is headed by the Cluster Chief who has overall authority and accountability for the performance of the Mine Action Cluster on behalf of its partners. MACCA invites applications from newly graduated Afghan youth with/without previous working experience for its Kabul based Internship program. The aim of the internship program is to offer students or recent graduates meaningful work experience that would enhance their employability and skills. By doing so, MACCA also gains the possibility to bring in fresh talent and new perspective to a specific project or team.
This program provides these graduates with a good understanding of the Afghanistan mine action program, practical working experience in a UN project, as well as training, coaching, mentoring and guidance in various fields. The internees will be responsible for providing general administration / technical support to the respected department(s).

Functional Responsibilities
  • Assist HR section in day-to-day activities i.e., arranging interview schedules, scanning document etc.

Background / General description
IFC, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people's lives. The IFC Advisory Services in the Middle East and North Africa (IFC AS in MENA) is managed from its regional headquarters in Cairo, Egypt. IFC AS in MENA has offices located throughout the MENA region, covering 20 countries from Morocco to Pakistan. Its objective is to stimulate private sector development by a) improving business enabling environments, b) helping to develop financial markets, c) strengthening the small and medium enterprise (SME) sector, and d) forging public-private partnerships. The IFC's MENA A2F program is split into 1) Banking Advisory, 2) Microfinance and 3) Financial Infrastructure sub-programs. The Banking and Microfinance Advisory programs focus on three levels of Technical Assistance (TA) activities: (a) Build capacity of Financial Institutions (Banks and Microfinance institutions) in strategy, market segmentation, credit risk management, product development through new approaches and systems to scale up their financing for MSMEs (Micro, Small and Medium Enterprises) on a sustainable basis, b) Promote sub-sector focus: women-owned MSMEs, sustainable energy MSME projects, agri MSMEs, leasing, etc, and c) Raise awareness on best practices in the MSME Finance space. Through its activities, the MENA A2F program achieves the following strategic objectives: (a) helps to develop a sustainable MSME financing sector through institution building and strengthening; (b) addresses the significant MSME finance/banking gap in the Arab world; (3) disseminates best practice MSME banking, risk management and governance skills in developing markets through training and other events; and (4) helps create employment opportunities through the resultant growth of MSMEs. IFC AS in MENA is now looking to recruit an Operations Analyst to help oversee microfinance and banking projects in MENA region, with priority given to projects in the West MENA countries. This would include, but not be limited to, managing ongoing microfinance and banking projects and developing new projects, managing relationships with existing and new clients, managing the work of outside, liaising with other IFC/WB staff including investment officers, and ensuring that projects are implemented in line with the microfinance and banking advisory programs for the MENA region as well as IFC/WB policies/procedures. Specifically, the Operations Analyst will support the Microfinance and BAS teams in all areas including:
Duties and Accountabilities
1.Assisting in managing AS projects in line with the overall microfinance and BAS program and IFC/WB policy; this entails: creating project documentation such as concept notes, approval requests, helping secure and following up on budgets, ensuring the completion of projects within allocated timeframe and budget and alerting management to any risks in meeting the project objectives;
2.Assisting in scoping missions to assess/analyze the characteristics and the dynamics of the financial sector as well as the particularities of the MF and Banking industries in different MENA countries;
3.Assisting in the assessment potential/existing clients' strategy, operations (back and front office functions), portfolio quality, control environment, and providing recommendations as necessary to help identify their needs,
4.Working with the microfinance and BAS program teams to help ramp up project activities in the MENA region;
5.Financial modeling and analysis
6.As needed, assist in the selection and monitoring of consultants, preparation of terms of reference, negotiation of fees, processing of procurement and contracts
7.Handling other ad hoc activities as needed to support the success of the A2F Program.
Selection Criteria
  • Bachelor degree or equivalent in Finance, Business, Law or Economics or equivalent professional qualification;
  • 4 - 7 years professional, relevant experience in advisory services and/or minimum of 3 years of corporate finance/retail banking/MSME credit experience and/or 3 years of experience in one of the big 4 audit firms
  • Knowledge of the business environment, in particular Banking industry, Risk Management, MSME finance and/or Microfinance development;
  • Prior work in financial sector advisory industry would be an advantage;
  • Analytical mind able to analyze, collect and aggregate information from a variety of sources in order to distil and present data effectively to internal and external clients;
  • Multitasking under pressure is a must.
  • Strong client focus, excellent business judgement and ability to produce consistently positive results;

Under the supervision of the Operations Manager/OIC, the Administrative Assistant for Assets Management supports the overall management and control of expendable and non-expendable UNWOMEN assets, assets disposal and renewal of inventory data, executes processes and transactions ensuring high quality and accuracy of work. The Administrative Assistant promotes a client, quality and results-oriented approach.
The Administrative Assistant works in close collaboration with the Management Support & Business Development, Programme and Operations Teams in the Country Office (CO), project personnel and other UN agencies staff to exchange information and ensure consistent service delivery. Duties and Responsibilities
Summary of Key Functions:

1. Ensures implementation of operational strategies, focusing on achievement of the following results:

  • Utilization of the ATLAS Asset Management Module, in line with the CAP and NONCAP profiles, to capitalize management assets in the UNWOMEN balance sheet to trigger depreciation; and to 'expense' item, in accordance with UNWOMEN's policies and procedures to comply with IPSAS.
  • Support to the management on physical assets disposal. Documentation preparation for submission to CAP; follow up request and liaise with requesting unit and maintenance for disposal action and entry in Atlas of all the requisite details for recording disposals.
3. Provides support for effective administrative and financial control in the office, focusing on achievement of the following results:

Education:

Minimum 5 years of relevant experience in administration or programme support service. Experience in usage of computer and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems, experience with ERP systems, preferably PeopleSoft, desirable.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women started its operations in Afghanistan in 2002 but from 2009 rent office space from UNOPS in the UNOCA compound in order to have all the programmes and administration staff in the same site. During 2009, there was sudden expansion of the programme accompanied by a corresponding increase in the number of international and national staff. This trend remains high as the restructuring of the office is in process that yields high costs of rent and common services, UN Women was faced with the need to have its own MORS compliant office premises. A plot of land had been acquired inside the UNOCA Compound for this purpose. The Engineering Coordinator under the overall guidance and supervision of the Deputy Country Representative will perform technical structural work in the review of the design and development of plans of the building. Control the bidding process and perform the role of project Manager during the implementation of the building project. Duties and Responsibilities
Under direct supervision of the Operations Manager the Engineering Coordinator will be responsible for the following tasks:
  • Act as the project focal point for the ACO office building related matters, provide guidance and technical advices to UN Women on both design and supervision aspects of the project;
  • Conduct preliminary site investigations to obtain field data such as site orientation, climatic conditions, soil characteristics, drainage and other data required.
  • Oversee technical assessments, designs, Bill of Quantity, Cost estimation, drawings and preparation of technical specifications for the tendering of the ACO office building project in compliance with UN Women procurement rules and regulations.
  • Assist in preparation of the bidding documents, evaluation of the quotations and elaboration of the contract document.
  • Ensure that the design/layout for infrastructure work are gender sensitive and provide ease of access for the disabled.
  • Carries out Infrastructure component assessments, design, planning, management, monitoring and oversight
  • Manage the overall infrastructure works component and provide leadership and direction for the project contractor.
  • Ensure proper planning and timely application of UN Women general conditions of contracts for civil work to enable compliance of the contractor.
  • Collect and document site information in relation to contractor's work including information on the contractor's work force, weather, progress of work and any other related information.
  • Check contractor's claims and submittal against its accuracy and reality, and make recommendation to the supervisor
  • Be responsible for the preparation and revision of project management documents such as bimonthly and monthly work plans as well as bimonthly project board reports.
  • Supervise the planning and preparation of site monitoring schedules, site visit report ensuring that projects are completed within time and budgetary constraints.
  • Review and Monitor Contractor performance and ensure that the project is delivered according to time and costs targets, at high quality standards. Take necessary steps to ensure timely completion of contractors' work and control of project budget.
  • Ensure that construction safety is observed by the contractor and alerts the contactor about violations and advises to the Senior Irrigation Engineer accordingly.
  • Environmental controls are implemented to prevent pollution of the soil, air, and ground water, and least disturbance is caused to soil and vegetation as per approved project EMP guidelines.
  • Ensure Project Health and Safety Plans and Traffic Control plans are strictly implemented.
  • Report all errors, omissions, discrepancies and deficiencies to supervisor and record them on the construction site registers.
  • Ensure accurate management of planned capital expenditures. Negotiate and manage project costs and changes.
  • Monitor and document progress on the construction site through site visits, reports, job meetings with the general contractor/design team.
  • Maintain accurate and consistent electronic files and documentation.
  • Perform other construction management related duties as may be assigned.

Purpose of the Position
On behalf of the IASC Humanitarian Coordinator in Afghanistan and UNICEF as the lead agency for the IASC Nutrition Cluster and in collaboration with the Ministry of Health, the Nutrition Cluster Coordinator will facilitate a timely and effective nutrition response in Afghanistan and ensure that the capacity of national institutions is strengthened to respond to and coordinate emergency nutrition interventions that demonstrate results and impact achieved.
Key Expected Results
General activities:
1. Identification of key partners: -Continuously identify key humanitarian partners for the Nutrition Cluster response, respecting their respective mandates and program priorities -Continuously identify other key partners including national and Sub-National authorities, private sector, etc. -Carryout and update capacity mapping of all current and potential actors - government, national and international humanitarian organizations as well as national institutions, the private sector and advocate to donors, NGOs, government and other stakeholder on the nutrition programme needs and services. -Monitor Community management of acute malnutrition (CMAM) activities to ensure that cluster members are adhering to national and international best practice documents. -Monitor and document Infant and young child feeding best practices and lessons learned
2. Establishment and maintenance of appropriate humanitarian coordination mechanisms: -Ensure appropriate coordination between all Nutrition humanitarian partners (including OCHA, national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organizations active in the sector) as well as Sub-National authorities and local structures -Ensure the establishment/ and maintenance of appropriate sector coordination mechanisms including working groups as needed; -Ensure full integration of the IASSCs agreed priority cross-cutting issues, namely human rights, age, gender and environment, utilization participatory and community-based approaches. In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed; -Secure commitments from cluster participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary; -Ensure that cluster participants work collectively, ensuring the complementarities of the various stake holders actions; -Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns; -Ensure effective links with other clusters, especially Health, WASH, Agriculture and Food Security and Education; -Represent the interests of the Nutrition Cluster in discussions with the Humanitarian Coordinator, the head of OCHA as well as donors on prioritization, resource mobilization and advocacy; -Act as focal point for inquiries on the Nutrition Clusters response plans and operations.
3. Planning and strategy development: -Ensure predictable action within the cluster for the following; -Needs assessment and analysis; development of standard assessment formats for use within the sector; -Identification of gaps; -Developing/updating agreed response strategies and action plans for the Nutrition Cluster and ensuring that these are adequately reflected in the overall country strategies, such as the Common Humanitarian Action Plan (CHAP) as an integral component of the CAP process. -Drawing lessons learned from past activities and revising strategies and action plans accordingly; -Developing an exit, or transition, strategy for the cluster
. 4. Application of standards: -Ensure that Nutrition Cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law; -Ensure that the Nutrition Cluster responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
5. Monitoring and reporting: -Specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards (mentioned in point 4). -Ensure regular reporting against the Nutrition Cluster indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of the Nutrition Cluster in closing gaps and measuring impact of interventions. -Develop and coordinate implementation of a nutrition surveillance system based on relevant information from service delivery points (e.g. TFU, OTPs, etc), community based GMP, periodic surveys, and regular data from established sentinel sites. This would entail triangulation of nutrition data with data from the relevant sectors, eg. Heath, WASH and food security.
6. Advocacy and resource mobilization: -Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinators and other actors; -Advocate for donors to fund cluster participants to carry out priority activities in the sector concerned, while at the same time encouraging cluster participants to mobilize resources for their activities through the usual channels. -Act as the focal point for reviewing and ensuring quality control for all the Nutrition Cluster project submitted for Flash Appeal, CAP, CERF and other funding mechanisms
7. Training and capacity building of Sub-National /local authorities and civil society: -Promote and support training of the Nutrition Cluster partners personnel and build the capacity of all the Nutrition partners based on the mapping and understanding of available capacity; -Support efforts to strengthen the capacity of the national / authorities and civil society.
8. Acting as Provider of last resort: As agreed by the IASC Principals, the Nutrition Cluster lead agency is responsible for acting as the provider of last resort to meet agreed priority needs and will be supported by the HC in their resource mobilization efforts in this regard;
-Under the principal of the Provider of last resort, the Nutrition Cluster Coordinator will liaise with the Cluster Lead Agency UNICEF to ensure that gaps are filled

Purpose of the Position
Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the WASH programme within the country programme. As head of section, direct, lead and manage a group of professionals, and support staff to develop, manage and administer the sectoral or inter-sectoral project/programme.
Key Expected Results
1. Supervise and direct the activities leading to the completion of the Situation Analysis for the WASH, programmes School WASH; Community WASH; Water Quality maintaining; Environment Preparedness and recovery and its periodic update. In coordination and collaboration with other professional colleagues including provincial colleagues, establish and develop effective information and reporting systems to monitor and evaluate impact of WASH programme and achievement of WASH targets and goals. Ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts. Conduct field assessment visits for evaluating WASH programme effectiveness, identifying problems, documenting progress in PROMS and instituting remedial measures. Establish networking with government and NGO partners and provide technical support through the preparation of funding proposals and donor reports, resource mobilization for the WASH programmes.
3. Provide leadership, guidance and direction for programme management and evaluation of the WASH Programme through periodic meetings, individually and in groups with the various sectoral team members. Ensure exchange of information, experience, identify new strategies and courses of action in developing and preparing Programme Cooperation Agreements to accelerate/improve delivery of services and achieve programme results and objectives.
4. As head of WASH Section, responsible for overall development and establishment of work plan, monitoring compliance, and providing support and guidance to ensure objectives are met and results achieved including, providing technical support/advice to the WASH component of the Emergency Recovery Programme. Identification of internal human resource requirements, training performance planning and monitoring.
5. Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of programme implementation, to follow up on implementation of recommendations and agreements, and the mobilization of resources. Provide technical support, orientation and guidance to government officials, and partners on appropriate technical and institutional capacity-building measures and training to achieve programme goals and document results.
6. Keep abreast of development in WASH at the international and regional levels; develop methodologies and new approaches for improving programme effectiveness at country/provincial levels. Participate in WASH programme planning, review and evaluation activities at regional and country level to receive and exchange knowledge, ideas and approaches.
7. Monitor the overall planning and disbursement of programme funds ensuring they are properly administered with locally procurement and cash assistance, liquidated, and utilized in accordance with the CPAP/AWP and programme Budget Allotment conditions. Perform mandatory VISION functions and duties as per TOA.
8. Ensure timely preparation and submission of Progress/Status Reports required for Management, Executive Board, Donors, Budget reviews, Programme Analysis and Assessment for annual reports. Participate in emergency preparedness plan and inter-sectoral coordination to maximize gains for WASH team building.
9. Other duties as they may be assigned by the supervisor.
Qualifications of Successful Candidate EDUCATION

Purpose of the Position

5. Adapt and disseminate advocacy materials from NY, Geneva and the Regional Office to identified target audiences, arranging translation into local language(s) as necessary. Identify the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences.
6. Engage nationally known personalities and organize special events and activities to support country programme goals. Generate public support for special events.
7. Assist HQ and the Regional Office in identifying and obtaining feature stories and other material to facilitate global/regional advocacy and fund-raising activities, particularly in support of National Committee efforts to mobilize resources. Prepare the resource mobilization strategy for the country programme and provide regular information to donors.
8. Advise the Representative and the country programme team on the effective use of tools of mass communication, including press briefings and conferences and media interviews, to achieve country programme objectives inc. fund raising objectives.
9. In coordination with Regional Adviser, Communication participate in global advocacy activities by planning visits of goodwill ambassadors, National Committee representatives and Executive Board members, including preparation of information materials (e.g. press releases, programme summaries, country fact sheets and media kits) and necessary logistic arrangements.
Qualifications of Successful Candidate
EDUCATION:
Advanced University Degree in Communication, Journalism, Public Relations; or equivalent professional work experience in the communication area combined with university degree in a related field. Background
UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-development to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Under the guidance and direct supervision of the Head of the Oversight and Compliance Unit, the Risk Analyst supports the Unit's overall work in all service lines. The overall aim is to ensure systematic accountability of the UNDP Country Office for results. S/he will focus, in particular, on risk management, both at operational and strategic level. At operational level, this includes assurance of compliance with UNDP rules and regulations. S/he will work towards these goals in cooperation and coordination with the Unit head and the other Unit members.
The Risk Analyst may supervise and lead support staff. S/he works in close collaboration with the various programme and operations units of the Country Office (CO), and with projects. S/he also collaborates with UNDP HQ. The aim is to provide coordinated, systematic, client-oriented and timely services for the benefit of the CO, ensuring successful performance in all risk management and compliance related matters.

Specifically, the CPR practice provides substantive partnerships support and performs cross-practice integration and coordination functions strengthening UNDP support to Country Offices in the formulation and implementation of Programme and projects for Conflict Prevention, Disaster Risk Reduction, Livelihoods and Economic Recovery, Crisis Governance, Rule of Law, Justice and Security, Women in Conflict Prevention, Peacebuilding and Recovery.
As part of this support, BCPR is currently implementing on behalf of the Regional Bureau for Africa (RBA) a CPR regional Project. The UNDP Regional Programme aims to address capacity gaps in conflict prevention and disaster risk reduction, early recovery and peace building of Regional Economic Communities (RECs). The programme is set to provide a platform to deliver capacity development initiatives, including provision of technical assistance and policy advice, to strengthen the capacities of the RECs and for them to integrate DRR and Conflict Prevention into their development policies, strategies and mechanisms, thereby lowering the threat level of conflict and natural hazards to vulnerable populations. Under the overall guidance and direct supervision of the CPR Practice Coordinator and in collaboration with the CPR team, the intern will provide support to the implementation of regional activities to be carried out under the project and other related activities of the CPR practice. Duties and Responsibilities

Duties and responsibilities:
Support the CPR team in Planning, Programme and Operations Activities, focusing on achievement of the following results:
  • Draft and edit, briefing notes, concept papers, and presentations;
  • Review and update CPR related signature and knowledge products;
  • Support the development of preparation of the mapping of partners;
  • Participate in meetings and perform other programme/practice implementation support tasks as required.
Provide support to the CPR team in Communication & Knowledge Management, focusing on achievement of the following result:
  • Prepare relevant communications materials;
  • Assist in developing and disseminating CPR knowledge product;
  • Support the online Conflict Prevention Community of Practice;
  • Support updates of Internet and Teamwork as required.
Conduct Research and Manage Files, focusing on achievement of the following results:
  • Compile information on CPR related projects on country, regional, and continental levels;
  • Undertake research on related donors initiatives on CPR issues in the region;
  • Manage files and online database of related documents in a structured way.

Required Skills and Experience
Education:
  • Currently enrolled in a Master degree programme as a full-time student in Crisis prevention and/or development related fields.
Experience:
  • Understanding of Crisis Prevention and Recovery concepts would be beneficial;
  • Work experience considered as an asset.
Language Requirements:
  • Fluency in both written and spoken English and French is required.
Conditions:
Interns are not financially remunerated by UNDP. The costs associated must be borne by the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his or her own arrangements for travel, accommodation, visa, etc.
