Job Mission
Under the authority of the Head of the Council of Europe Office in Ukraine and the direct supervision of the project manager, and in consultation and co-operation with colleagues responsible for media, Internet governance and data protection work in the Information Society Department, Directorate General of Human Rights and Rule of Law (DG I), the incumbent will carry out multiple assignments to meet the overall and specific objectives of the Joint Programme with the European Union 'Strengthening Information Society in Ukraine', by supporting and monitoring the implementation of the measures and activities agreed upon in the project work plan in compliance with the Organisation's regulations and donor requirements.
The Project's implementation period is from January 2014 until December 2015. This position is limited to the duration of the project.
Key Activities
The Project Financial Assistant will perform the following tasks in accordance with the Organisation's procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
  • is responsible for daily cash payments and receipts and their recording;
  • carries out all administrative and financial arrangements/transactions of the project in accordance with Council of Europe financial regulations, rules and procedures and donor requirements;
  • prepares, records and processes financial transactions, including in particular, input of requisitions and purchase orders into the financial management information system (FIMS) and their finalisation;
  • assists in preparing contracts for external service providers and service contracts for consultants;
  • provides accurate financial information, and draws immediate attention to discrepancies and irregularities;
  • verifies and controls invoices before settlement;
  • ensures regular follow-up of the project budget execution and prepares monthly reports for information for the project management;
  • prepares regular accounting reports and transmit them to headquarters;
  • provides logistical support to the project's activities;
  • archives relevant supporting documents of all financial transactions;
  • carries out other tasks as may be required connected to the project implementation.
Eligibility Requirements
This local recruitment procedure is only open to candidates resident in Ukraine.
Nationality: the appointed candidate must be a national of a Council of Europe member State;
Qualification:
  • completed secondary education followed by an appropriate professional qualification;
Experience:
  • at least three years' relevant professional experience in management accounting, including advanced book-keeping skills;
  • knowledge of accounting and/or financial management and understanding of budget management;
Language requirements:
  • excellent knowledge of Ukrainian (mother tongue level);
  • ability to express oneself, present and draft clearly, concisely and convincingly in English.
Competencies
Professional and technical competencies:
  • Higher education in finance/accounting or similar would be an advantage;
  • Professional expertise:
  • Planning and work organisation; ability to work under pressure, deal with multiple tasks and respect deadlines.
  • Highly developed problem-solving skills;
  • Experience in carrying out corresponding duties in the framework of international or European co-operation projects would be an advantage.
  • Previous experience in an international environment would be an advantage;
ICT skills:
  • Sound computer skills and proven experience of specific financial management software (e.g.
  • Oracle) and standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication);
Interpersonal skills:
  • Service and client orientation, team-work and co-operation.
  • Demonstrated ability to work in a multicultural team.
Communication and linguistic skills:
  • In addition to the above eligibility criteria, knowledge of French and/or other European languages would be an advantage.
Personal attitudes:
  • Initiative and responsibility, result orientation and sense of continuous improvement, concern for quality, efficiency and accuracy, adaptability, self-management and development, organisational alignment.
