Background
UNDP in Ukraine is looking for a Partnership Policy Advisor to support the organization in developing and strengthening strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP through partnership development, relationships management and outreach. The Partnership Policy Advisor will work to strengthen UNDP Country Office to serve as a neutral platform for integrating development efforts of various partners including national and local authorities, private sector, civil society, as well as the various development organizations.
Duties and Responsibilities
Under the overall guidance and direct supervision of the Resident Representative (RR), and in close coordination with the Country Director and the Deputy Country Director, the Policy Advisor will provide strategic support on the implementation of the Country Office's Programme Development Strategy, with focus on building partnerships and managing relationships with private sector and other non-traditional donors. More specifically the functions will include:
  • Assist the UNDP management in strategic partnership development;
  • Provide strategic advice and policy recommendations with a view to positioning UNDP Ukraine as a strategic partner to national and local authorities, development financial institutions, as well as the private sector;
  • Identify potential private sector partners in the areas of UNDP work in Ukraine;
  • Support the UNDP management in outreach to the private sector, finance institutions and other non-traditional partners for UNDP;
  • Broker partnerships between UNDP and national and local authorities, development financial institutions as well as the private sector;
  • Communicate value added of partnering with UNDP Ukraine both with national and international partners and make UNDP Ukraine's work and expertise known to existing and potential partners;
  • Contribute to the development of concept papers, issue papers, etc. that could serve as a basis for partnership projects.
  • Support the development of partnership approaches tailored to specific partners;
  • Provide strategic advice and substantive support to the partnership between Autonomous Republic of Crimea and UNDP Ukraine.
  • Participate and contribute substantively to meetings/discussions between UNDP Ukraine and various development partners.

Required Skills and Experience
Education:
  • Advanced University Degree in international development, economics, political or social sciences, or any development related field.
Experience:
  • Experience in brokering partnerships and cooperation with various institutions: Government, private sector, etc for development
  • A very good knowledge of and experience in working with the private sector;
  • Work experience with public sector is an advantage
  • Experience working with UNDP in supporting policy research activities is an advantage
Language Requirements:
  • Excellent English and Ukrainian (both oral and written) required;
Financial proposal - Contracts based on daily fee The financial proposal will specify the daily fee and payments are made to the Individual Consultant based on the number of days worked. Travel expenses and per diems will be reimbursed additionally. Applicants shall submit the following documents:

Evaluation criteria
  • Educational background – 15 points max
  • Relevant professional experience – 40 points max
  • Language Skills – 15 points max
Maximum available technical score – 70 points. Evaluation method - Cumulative analysis Contract award shall be made to the incumbent whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight: 70%
  • Financial Criteria weight: 30% Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula: 30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price]. The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
