Background
This position functions as head of admin unit which cover finance, human resources and general administrative services. The incumbent will establish and maintain efficient administrative control mechanisms to ensure compliance with UNHCR and UN administrative, human resources and financial rules and procedures. Frequent external contacts with counterparts in other organizations or at working level in national Governments on issues of importance to Organization's programmes. He/she acts as adviser or representative of the Organization with authority to discuss problems and seek common ground on which to recommend solutions based on predetermined guidelines provided by higher authority. Frequent internal contacts with the functional units at UNHCR Geneva, Budapest. The incumbent directly supervises general service staff.Accountability (key results that will be achieved)
  • Administrative staff is well-informed and understands UNHCR's human resources policies and practices, is aware of the Code of Conduct and acts with integrity.
  • UNHCR office premises for the country operation are managed in an efficient and cost-effective manner and provide a healthy, safe and respectful working environment.
  • UNHCR's financial rules and regulations, policies and procedures are adhered to by the country operation.
  • The office has adequate services and supplies to deliver its operations.
  • The office complies with UN security standards.
Duties and Responsibilities
Responsibility (process and functions undertaken to achieve results)
  • Contribute to the provision of resources (human, material and services) necessary to support the day-to-day activities of the staff in the office.
  • Monitor the day-to-day personnel and administrative operations of the office.
  • Assist with the implementation of processes and procedures to improve and strengthen internal controls in line with UNHCR rules and regulations.
  • Participate in the recruitment and appointment process, and assist with administrative formalities concerning local General Service staff.
  • Coordinate training and capacity-building activities to staff in administrative related areas.
  • Assist with the preparation of staffing and ABOD requirements for the office.
  • Provide guidance and support on UNHCR's internal control framework, financial rules, policies and procedures.
  • Control and check the monthly accounts and various administrative activities, in order to verify and certify disbursements are in accordance with the administrative budget and UNHCR's Financial Rules.
  • Support local procurement for the smooth running of the office.
  • Monitor the quality and timeliness of goods and services delivered to the office.
  • Manage contracts and relations with suppliers.

  • Enforce local compliance with UNHCR's workplace standards.
  • Allocate office space.
  • Propose service providers (e.g. building security guards and cleaning companies).

  • Excellent knowledge of English and working knowledge of another UN language.
Desirable qualifications & competencies:
  • Working experience of at least one year in an intergovernmental organization (United Nations or similar).

  • Working experience with PeopleSoft/Oracle Financial and/or HR modules.

UNDP in Ukraine is looking for a Partnership Development Officer to support the organization in developing and strengthening strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP through partnership development, communications and outreach. The Partnership Development Officer will work to strengthen UNDP Country Office to serve as a neutral platform for integrating development efforts of various partners including national and local authorities, civil society, donors, regional development banks, as well as the private sector.
Duties and Responsibilities

  • Assist the DCD in strategic advocacy and partnership development;
  • Support the CO management in mobilization of resources incl. from private sector and non-traditional donors;

1. Assist the DCD in strategic advocacy and partnership development:
  • Identify potential national and international partners in the areas of UNDP work in Ukraine;
  • Support the development of corporate strategies and approaches tailored to specific partners;
  • Advocate for UNDP with government counterparts, development partners and international financial institutions;
  • Provide strategic and policy recommendations with a view to positioning UNDP Ukraine as a strategic partner to national and local authorities, civil society, development partners, regional development banks, as well as the private sector;
  • Broker partnerships between UNDP and national and local authorities, civil society, development partners, regional development banks, as well as the private sector;
  • Coordinate and provide on-going support to the partnerships projects of UNDP Ukraine;
2. Support the CO management in mobilization of resources including from private sector and non-traditional donors:
  • Based on the analysis of the partnership landscape prepare tailored strategies and approaches for resource mobilization activities of UNDP Ukraine;
  • Provide support to the programme managers to implement the programme areas resource-mobilization strategies;
  • Prepare programme concept notes for partnership initiatives of UNDP Ukraine with development partners, private sector, Government, foundations, etc.
3. Facilitation of knowledge building and knowledge sharing:
  • Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts;
  • Organization and conduct of trainings on partnerships building in the Country Office.
4. Communication and Outreach:
  • Support the implementation of the UNDP Ukraine Communication Strategy;
  • Participate in the outreach activities for making UNDP Ukraine's work and expertise known to existing and potential partners
  • Communicate value added of partnering with UNDP Ukraine both with national and international partners;
  • Contribute to the corporate reporting on partnership development.

  • Answer incoming phone calls in an efficient and professional manner;
