Background
On 15 December 2013, the Repeat Parliamentary Elections will be held in five single-mandate electoral districts (No 94, 132, 194, 197 and 223).
To assist the Central Election Commission of Ukraine (CEC) in arranging training for precinct election commissioners, the OSCE Project Co-ordinator in Ukraine (OSCE PCU) seeks 22 experienced trainers (PEC Trainers) who will deliver training to precinct election commissions in the five above-mentioned electoral districts on 06-08 December 2013 (Friday through Sunday).
Tasks and Responsibilities
The PEC Trainers will deliver training to the management of precinct election commissions (heads, deputy heads and secretaries) in electoral districts 94, 132, 194, 197 and 223 on 06-08 December 2013 (Friday through Sunday).
The duration of training will be three and a half hours. The trainers will work in teams of two. Each team of trainers will deliver from two to six trainings, depending on logistical arrangements. The number of trainees will not exceed 50 participants per one training event.
The training agenda will be developed and provided by the OSCE PCU. The trainees will be expected to have gained and/or improved knowledge about relevant electoral procedures through the on-line Election Commissioner Recruitment and Training System (ECRTS) before the training. The trainers will primarily focus on practical aspects and strive to develop skills through study groups, case studies, and other tasks. At the end, the PEC Trainers will test the knowledge of the target audience through the ECRTS.
The training will cover various municipalities of a relevant electoral district.
After completion of the task, the team of trainers will report to the OSCE PCU.
Necessary Qualifications
- Minimum five years of professional experience in elections and training;
- Experience in working with the ECRTS;
- University degree in law or social/political sciences would be an asset;
- Excellent knowledge of electoral processes in Ukraine;
- Experience in the development of training materials;
- Experience in serving as an election commissioner or observing elections;
- Excellent communication skills, including public speaking and presentation skills; ability to manage an audience;
- Excellent computer skills;
- Ability to work in a team;
- Ukrainian language proficiency;
- Experience in working with international organizations, governmental agencies and NGOs would be an asset;
- Must be ready and willing to travel.
