Established in 1959, the Inter-American Development Bank (IDB) is now the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. The Knowledge and Learning Department, through the Felipe Herrera Library, supports the dissemination of IDB's knowledge products by disseminating publications through a set of strategies that include OAI, metadata crosswalks, among others.
The Felipe Herrera Library seeks an energetic, hands-on, technically proficient and creative web semantic technician to support an aggressive web dissemination strategy for its repository documents. The position will leverage existing technology to deploy tools and strategies that will disseminate IDB's publications by applying semantic web solutions. The successful candidate will be technically savvy, results-driven, self-sufficient, resourceful, and a problem-solver.
Key Responsibilities
  • Participates actively in implementing dissemination strategies for publications available via the IDB Open Access Repository.
  • Provides input and technical support for the development of taxonomies and ontologies.
  • Applies technical concepts to effectively curate and perform quality control of publications' metadata in the Repository.
  • Adopts best practices in semantic web strategies, including linked data components, web ontologies, and the like.

Background
The Office of Strategic Planning and Development Effectiveness (SPD) reports to the Office of the President and the Executive Vice-President and is charged with providing technical guidance to the Executive team in order to develop a culture of results within the Bank, and; to help the Bank innovate its core business, the effectiveness and efficiency of its products and methods over time. The SMO Division is charged with measuring and assessing corporate performance and increasing accountability for results. Among other projects and activities, the Division is responsible for the External Feedback System (EFS).
The EFS is an institutional effort to capture feedback from external partners regarding Bank's products and services in a systematic and consistent manner through online surveys applied on specific milestones of the project cycle.The EFS is a mandate established by the Board of Governors in the Ninth General Capital Increase (IDB-9). EFS survey results are reported in the Development Effectiveness Overview (DEO) and are used to improve IDB's products and services.
Consultancy Objective
To provide support to the External Feedback System (EFS) team in the implementation and monitoring of online surveys and the quantitative and qualitative analysis of survey information, writing of reports/Executive Briefs, and preparation of visual materials as well as assistance in related administrative tasks.
Activities
  • Conduct the statistical analysis of survey data using Excel and STATA to analyze customer experiences (analysis by country, sector, product, type of external partner, etc.).
  • Conduct qualitative analysis of survey data and analysis of other databases (PMR, DEM, etc.) to support the identification of major findings and preliminary hypothesis.
  • Support in the preparation and launch of online surveys using the Qualtrics online survey platform. Monitor response levels to achieve positive response rates.
  • Write reports in English and prepare high impact presentations.
  • Support the EFS communications plan by preparing targeted communications and visual materials.
  • Support the coordination and facilitation of varied consultation activities with internal and external stakeholders (interviews, meetings, focus groups, etc.).
  • Support the coordination of meetings, record minutes and follow-up on commitments.
  • Conduct other related tasks assigned by the EFS Project Team Leader or SMO Division Chief.

Background
The Emerging and Sustainable Cities Initiative employs a multidisciplinary approach to addressing the challenges facing the urban areas of LAC, integrating environmental sustainability, comprehensive urban development, fiscal sustainability and good governance.
The Initiative will provide a set of tools for intermediate cities to be able to: (i) identify key bottlenecks that they may face in their path towards sustainability; (ii) weigh and prioritize the identified problems to guide investment decisions in the sectors that may generate more positive impacts; (iii) find specific adequate solutions according to their cost-benefit that would pave the road towards increasing sustainability. In addition, solutions should take into consideration different local sources to finance them as well as the institutional capacity for their implementation; and (iv) follow up progress and advances in closing gaps and reaching goals.
The environmental and climate change dimension is concerned with environmental management and local pollution control issues (including air and water pollution, solid waste management, and disaster prevention), climate change mitigation (through energy efficiency and other measures), and climate vulnerability reduction and adaptation measures.
The urban development dimension refers to the effects of the city's design and footprint (or its ability to control its growth through effective planning and land use control), social inequality and uneven distribution of urban services, efficiency of its urban transportation network, economic competitiveness, and the level of public safety.
The fiscal sustainability dimension is related to the ability of local governments to prioritize and finance needed investments, fund and maintain their urban and social services, adequately control their expenditures and debt, and make decisions in a transparent manner.
The Initiative will include all of the countries in the region and will be open to any municipality, state or provincial governments or groups of municipalities. However, the initial priority will be to focus on medium size cities, the 70 emerging local economies of the region, where the impact of the actions has the potential to be greater and more immediate. The Initiative is aimed at mobilizing and coordinating the technical capacity of all the areas of the Bank in supporting the cities in closing the gaps identified and prioritized in the process.
Consultancy Objectives
The main scope of the consultant's work will be to provide technical advice to the Coordinating Group of the Emerging and Sustainable Cities Initiative in the following:
  • Under the general supervision of the ESCI General Coordinator and Sector Coordinators support the technical operations and financial mechanisms of the Special Program and Multidonor
  • Trust Fund for ESCI, which provides technical and financial assistance for innovative activities that leverage Latin America and Caribbean cities to an integrate sustainable development
  • Prepare the ESCI's Trust Funds and OC Annual Reports
  • Develop the design and implementation of nine regional and local technical cooperations to finance ESCI's operations in 11 LAC cities for over 11 million for 2014.
  • Prepare and edit technical documents required for the initiative as needed. It includes financial reports, legal documents in coordination with LEG, charters, among others.
  • Provide support on matters of compliance with the Bank's policies and procedures at all levels
  • Design and prepare technical terms of reference for contracting consultants, consulting firms, etc.
  • Analyze and negotiate legal terms, clauses and contracts with providers, contractors, outsourcings and others as needed
  • Provide support on the legal and technical aspects of the special program's operations and management
  • Research and analyze Latin America and the Caribbean local and national law, policies, regulations, decrees and others
  • Manage financial tools and resources available to the program and prepare a plan that effectively meets the requirements of the initiative's program. Coordinate use of funds and expenditures of the various operations carried out by the initiative
  • Planning, coordinating and directing a broad range of services so that the program can operate efficiently and can reach its goals
  • Organize, coordinate, and manage internal compliance program with procurement targeted metrics; make necessary recommendation for addressing gaps
  • Maintain and develop change control mechanisms; coordinate and disseminate changes in procurement policies, procedures, and electronic standard formats/templates for procurement actions (tool kits);
Financial and Budget
  • Analysis and financial evaluation of funds used to promote and implement projects under the ESCI Program and any other fund or special donations
  • Supervise the administration of the use of funds described on the previous paragraph for specific projects related to technical cooperation to support the Bank's Program on ESCI.
  • Cost analysis and fund distribution by cities involved in the program. At this time ESCI has sixteen (16) cities under the regular program.
  • Coordinate use of funds and expenditures of the various operations carried out by the initiative
  • Budgeting their finances and preparing comprehensive plans
  • Understand the financial tools and resources available to the initiative and chalk out a plan that effectively meets the requirements of the program.

BACKGROUND: The Office of Evaluation and Oversight (OVE) at the Inter-American Development Bank is seeking about five Research Fellows (RF) to work at Headquarters in Washington, D.C. OVE is an independent evaluation Office that conducts project, program and corporate evaluations and reports directly to the IDB's Board.
MAIN ACTIVITIES: RFs will work under the guidance of senior staff on evaluations of the Bank's program with borrowing countries, project evaluations, corporate evaluations, and sector and thematic evaluations. Work ranges from assembling, analyzing and presenting core evaluative information to preparing specific analytical pieces and background papers as inputs to evaluations led by senior staff. The Office's upcoming work plan includes public and private sector project evaluations, theme specific in-depth comparative project evaluations (e.g. financial intermediary, various aspects of agricultural development, urban development, etc.), a thematic evaluation of IDB's work in agriculture, a corporate evaluation of special programs for technical cooperation and a significant number of country program evaluations. Candidates should possess flexibility to work in various subjects, according to the demands of the Office.
Qualifications
· MINIMUM REQUIREMENTS: Candidates should have completed a Master's degree or higher in Economics, Public Policy or a related field and possess some relevant work experience. Proficiency in English and Spanish/Portuguese and strong oral and written communication skills are required. Strong analytical skills, including proficiency in the use of qualitative and quantitative techniques and standard statistics/econometric software packages are required. The primary role of the Corporate Procurement Section Chief is to provide leadership and direction to the Corporate Procurement Section; and to optimize the Bank's budgeted resources for goods and services to meet the Section's objectives and deliver on agreed results. The selected candidate will manage a staff of eight (8) direct reports, and three (3) consultants to deliver the Section's work program. This position reports to ACP's Division Chief.
Key Responsibilities:
With the support of the Corporate Procurement Section team, the Section Chief will:
  • Manage and direct all corporate procurement activities of the Bank, in order to obtain goods and services in a cost effective and responsive manner that represent best value for the Bank.
  • Manage transparency, accountability, economy and efficiency in procurement; foster appropriate competition among potential suppliers.
  • Analyze existing procurement policies and draft recommended revisions to reflect current institutional and/or industry standards. Draft and publish procedures for use by internal clients and external suppliers.
  • Manage the purchase, sale and leasing of real estate for both Headquarters and Country Offices.
  • Develop marketplace intelligence, analyze spending patterns and direct sourcing activities for all goods, services and real property required by the Bank.
  • Develop strategic supplier partnerships for targeted goods and services, and establish various master agreements for commonly used products and services.
  • Develop and maintain management systems and a website presence to ensure appropriate oversight and transparency in Corporate Procurement activities.
  • Develop and produce Board-level annual reports and other trend and analytic reports on an ad-hoc basis.
  • Manage a protest and appeal process related to Corporate Procurement actions.
  • Develop Bank-wide training and outreach programs and tools to socialize and explain Corporate Procurement policies and procedures to Bank officials and potential suppliers.
  • Manage receiving and warehousing activities for the Bank and coordinate an asset management and disposal program.
  • Oversee the Bank's insurable risk program including property, casualty and fidelity bond insurance. Coordinate with brokers to market various policies annually and advise management of program parameters. Supervise claims administration.
  • Establish and improve programs such as the Purchasing Card (P-Card) program to reduce administrative burden and enhance Section responsiveness to user needs.
  • Develop training plans and opportunities for Section staff; identify opportunities for staff professional development and encourage participation in related professional organization activities.
  • Develop Section budget request and administer execution of approved budget.
  • Mentor and assess the Section's staff, providing goals and expectations, feedback, and technical guidance to optimize performance and enhance service delivery quality.
Qualifications
  • Master's degree in Business Administration, Management, or related field or equivalent specialized training. Contract Management experience is required.
  • Minimum of 10 years of relevant experience in the corporate procurement field. Experience in a supervisory/management capacity is essential.
  • Languages: Proficiency in English and Spanish (written and oral) is required. Strong writing skills are a must.

Background
The Bank's Knowledge and Learning Strategy 2012-2015 (GN-2479-2) has identified the dissemination and communication efforts as a key dimension of the institutional goals. In this context, the Knowledge and Learning Sector (KNL) is implementing a communications and marketing strategy to contribute to effectively convey the mission and objectives Bank's Knowledge and Learning products to its internal and external audiences. This strategy is aimed at positioning the knowledge and learning products and services of KNL and other Bank units.
Consultancy Objective(s)
The Communications Consultant will work with KNL Manager and the Sr. Communications Consultant to help implementing the ongoing communications strategy and propose necessary changes to incorporate the priorities proposed in the new Knowledge and Learning Strategy (2012-2015). The Consultant will develop activities and products to:
  1. Promote Knowledge and Learning services and products to both internal and external audiences, fostering demand, interaction and increased usage
  2. Improve a shared identity and internal communications in KNL and between KNL and other departments and units inside the Bank.
  3. Enhance web and social media presence of KNL´s products and services (INDES, Knowledge in Action, FHL, others)
  4. Collaborate on designing and implementing OER (Open Educational Resources) strategy
Main Activities
The Communications Consultant's functions and responsibilities will include, but not be limited to:
  • Design and implement selected communication products and services in coordination with the staff/team responsible for each initiative, based on the available resources and according with established delivery timelines;
  • Provide inputs to redesign KNL's communications strategy based on the Knowledge and Learning Strategy (2012-2015);
  • And refine communication and marketing working plans for the deliverables presented below.

  • Coordinate the design and implementation of a corporate identity for Knowledge and Learning (including visual image for digital and print products, guidelines and templates) and train KNL and IDB personal in the correct use of the new identity.

Program Overview
The Institutional Giving Unit raises funds (both programmatic grants and general operating support) from private foundations and corporations. The Unit researches funding opportunities and works with staff at headquarters and in Pathfinder field offices to develop proposals. Once programs are funded, the Unit ensures accurate and timely submission of programmatic and financial reports to the donors.
Position Purpose
The Grant Writer/Institutional Giving Officer researches and identifies new funding opportunities and takes a lead role in writing grant proposals for private foundations, corporations, and occasionally, individual donors. S/he also works closely with the Finance and Country Management Teams to ensure that financial reports are prepared on time and meet donor requirements and program objectives.
Key Responsibilities
  • Coordinates the proposal development process, working closely with technical and programmatic staff at headquarters and the field to develop proposals, concept notes, and letters of inquiry for foundations and corporations.
  • Researches and identifies potential new funding sources for programmatic and general operating support grants, and monitors funding priorities of current donors.
  • Assists the Associate Director of Institutional Giving in developing contacts and relations with current and future foundations and corporate donors.
  • Acts as the second point of contact at Pathfinder (after the Associate Director of Institutional Giving) for foundation and corporate donors. Manages any additional correspondence with foundations or corporations as necessary.
  • In conjunction with the appropriate field office and Country Management Team, coordinates, writes, reviews, and edits interim and final reports for foundations and corporations to ensure that projects are meeting donor requirements and program objectives.
  • Collaborates with the Finance Department and the appropriate field office to ensure that all financial documentation required by donors (e.g., financial reports, budgets, etc.) is prepared on time, meets donor requirements, and is accurate.
  • Works with the Development Unit to respond to individual donor requests for proposals for program-specific support, as needed.
  • Represents the Institutional Giving Unit on country teams or other inter-departmental teams as assigned and keeps the Associate Director of Institutional Giving informed of developments.

Basic Requirements
  • Bachelor’s Degree and Master’s Degree required. Equivalent experience and expertise may be substituted for the Master’s Degree.
  • Minimum of four years professional experience coordinating and writing grant proposals, with proven success in raising funds from institutional donors.
  • Excellent writing and substantive editing skills, with strong attention to detail in preparing and reviewing written work.
