TERMS OF REFERENCE
Background
The Bank's Knowledge and Learning Strategy 2012-2015 (GN-2479-2) has identified the dissemination and communication efforts as a key dimension of the institutional goals. In this context, the Knowledge and Learning Sector (KNL) is implementing a communications and marketing strategy to contribute to effectively convey the mission and objectives Bank's Knowledge and Learning products to its internal and external audiences. This strategy is aimed at positioning the knowledge and learning products and services of KNL and other Bank units.
Consultancy Objective(s)
The Communications Consultant will work with KNL Manager and the Sr. Communications Consultant to help implementing the ongoing communications strategy and propose necessary changes to incorporate the priorities proposed in the new Knowledge and Learning Strategy (2012-2015). The Consultant will develop activities and products to:
  1. Promote Knowledge and Learning services and products to both internal and external audiences, fostering demand, interaction and increased usage
  2. Improve a shared identity and internal communications in KNL and between KNL and other departments and units inside the Bank.
  3. Enhance web and social media presence of KNL´s products and services (INDES, Knowledge in Action, FHL, others)
  4. Collaborate on designing and implementing OER (Open Educational Resources) strategy
Main Activities
The Communications Consultant's functions and responsibilities will include, but not be limited to:
  • Design and implement selected communication products and services in coordination with the staff/team responsible for each initiative, based on the available resources and according with established delivery timelines;
  • Provide inputs to redesign KNL's communications strategy based on the Knowledge and Learning Strategy (2012-2015);
  • And refine communication and marketing working plans for the deliverables presented below.
  • Collaborate on designing and implementing OER (Open Educational Resources) strategy;
  • Enhance web and social media presence of KNL´s products and services.
The Communications Consultant will be responsible for the following deliverables, which should be designed and implemented in coordination with KNL staff and consultants responsible for specific products & services, Bank staff from other departments (EXR, HRD, ITE, among others), interacting with other internal and external resources available (Web editors, graphic designers, IT developers, print shop, etc.):
  • Coordinate the design and implementation of a corporate identity for Knowledge and Learning (including visual image for digital and print products, guidelines and templates) and train KNL and IDB personal in the correct use of the new identity.
  • Improve the quality (design, usability, navigation and content) of KNL's internal and external websites and portals in order to facilitate the access and interaction of users to four Bank's Knowledge and Learning internet and intranet websites (including but not limited to Knowledge in Action, INDES, KNL Portal and Felipe Herrera Library)
  • SEO/SEM for K&L websites
  • Develop and implement digital and social media communication strategies geared at reaching and interacting with Bank audiences interested in Knowledge and Learning.
  • Create, produce and edit messages to be used in the promotion of the Bank's Knowledge and Learning internal and external products.
  • Find ways to foster and improve internal communications within KNL.
  • Find ways to collaborate with other department and units of the Bank in improving KNL's communication activities.
  • Collaborate on designing and implementing OER (Open Educational Resources) strategy.

Qualifications
Academic Degree and Experience: Master in Communication
Language : Spanish / English
Areas of expertise : Communication
  • At least five years of experience in marketing/communications.
  • Experience in knowledge management and learning.
  • Experience in monitoring and evaluation of communication / marketing strategies, including website usability and tracking.
  • Experience in search engine optimization (SEO).
  • Desirable experience in international organizations.
  • Experience with video editing programs (Final Cut, After Effects, others)
  • Experience with graphic design programs (Illustrator, Photoshop, InDesign, others)
  • Communication project management skills
  • Strong writing and editing skills, especially on web and social media. Ability to work invarious media formats
  • Full proficiency in Spanish and English (written and oral)

Payment and Conditions of Employment:
If the work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded.

Individuals with relatives working for the IDB within and including the fourth degree of consanguinity and the second degree of affinity are not eligible. This includes staff members and consultants. Candidates must be citizens of a member country of the Inter-American Development Bank.
