BACKGROUND: The Office of Evaluation and Oversight (OVE) at the Inter-American Development Bank is seeking about five Research Fellows (RF) to work at Headquarters in Washington, D.C. OVE is an independent evaluation Office that conducts project, program and corporate evaluations and reports directly to the IDB's Board.
MAIN ACTIVITIES: RFs will work under the guidance of senior staff on evaluations of the Bank's program with borrowing countries, project evaluations, corporate evaluations, and sector and thematic evaluations. Work ranges from assembling, analyzing and presenting core evaluative information to preparing specific analytical pieces and background papers as inputs to evaluations led by senior staff. The Office's upcoming work plan includes public and private sector project evaluations, theme specific in-depth comparative project evaluations (e.g. financial intermediary, various aspects of agricultural development, urban development, etc.), a thematic evaluation of IDB's work in agriculture, a corporate evaluation of special programs for technical cooperation and a significant number of country program evaluations. Candidates should possess flexibility to work in various subjects, according to the demands of the Office.
Qualifications
· MINIMUM REQUIREMENTS: Candidates should have completed a Master's degree or higher in Economics, Public Policy or a related field and possess some relevant work experience. Proficiency in English and Spanish/Portuguese and strong oral and written communication skills are required. Strong analytical skills, including proficiency in the use of qualitative and quantitative techniques and standard statistics/econometric software packages are required. Excellent team player and ability to work in a multi-cultural environment on a variety of tasks.
Payment and conditions of employment: The work will be carried out at Bank Headquarters in Washington D.C. Selected Research Fellows will be offered a contract for a period of twelve months, renewable twice (for 12 months each) depending on performance and business needs. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the Consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB, the contractual offer will be rescinded.

Individuals with relatives working for the IDB within and including the fourth degree of consanguinity and the second degree of affinity are not eligible. This includes staff members and consultants. Candidates must be citizens of a member country of the Inter-American Development Bank.
