Background Information - Myanmar
Myanmar The Myanmar Operations Centre (MMOC) has been established to support, develop and oversee the UNOPS portfolio of programmes and projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners meeting stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, and UN Agencies.
The MMOC portfolio currently comprises several programmes and projects, including fund management of the multi-donor Three Millennium Development Goal Fund, and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar.
UNOPS was selected in 2012 as the Fund Manager for the Three Millennium Development Goal (3MDG) Fund, a multi donor fund supported by Australia, Denmark, the European Union, the Netherlands, Norway, Sweden, Switzerland, the United Kingdom and the United States of America. The Fund will provide support for health needs in Myanmar from 2012- 2016.
The three main components of the 3MDG Fund are:
  • Component 1: Maternal, newborn and child health (MNCH). Increased availability and accessibility of essential services.
  • Component 2: HIV/AIDS, TB and Malaria (ATM). Support for specific interventions for populations and areas not supported by the Global Fund
  • Component 3: Health systems strengthening (HSS)

The incumbent is responsible to abide by UNOPS work policies, procedures, and practices, as well as security policies, administrative instructions, plans and procedures of the UN Security Management system and that of UNOPS. UNOPS is committed to achieving a truly diverse workforce.
Functional Responsibilities
Under overall supervision of the 3MDG Fund Director and the Head of Performance Management Unit, and the direct supervision of the Public Health Officer (Maternal, Newborn and Child Health-MNCH or HIV/TB/Malaria - ATM), in accordance with UNOPS policies, procedures and practices, the incumbent's duties will include:
  • Assist the Public Health Officers (MNCH/ATM) in all tasks related to management of grants with Fund partners;
  • Draft Terms of Reference for requests for proposals to be launched on behalf of the 3MDGF for the selection of Implementing Partners for the MNCH or ATM Component of the Fund;
  • Assist in the evaluation of proposals received either as a result of negotiation for contract amendment of existing partners of 3MDG interventions, in compliance with national programmes' and the Fund's guidelines and strategies;
  • Assist in needs and resource assessments if/when needed;
  • In collaboration with the MNCH/ATM Public Health team reviewing work plans and reports submitted by the Fund's Implementing Partners and ensuring that they are sound, in line with the national programmes' and the Fund's guidelines and strategies, and reflect gender issues as appropriate;
  • Assist the Public Health Officers (MNCH/ATM) with grant negotiation with the 3MDG partners;
  • Assist Public Health Officers (MNCH/ATM) in timely clearing process of technical reports received from partners, and preparation of projects closure;
  • Assist the 3MDG Programme Support Unit in following up Audit recommendations of existing grants/projects;
  • Assist in routine monitoring of project progress, activity results and implementation costs against plan to ensure the actions supported by the Fund are implemented effectively and efficiently as well as adjusted as needed to reflect changes in the national programmes - as approved by the Fund Board – or to reflect changes in the field conditions;
  • Providing close support and cooperation with the Public Health Team, (a) in assisting the implementation of the Fund's internal M&E systems, (b) in providing adequate feedback to/from the Fund's Implementing Partners on data obtained from the Fund's internal M&E system, (c) in providing advice to projects/actions supported by the Fund on their own internal M&E systems/needs, (d) gain in –depth knowledge of the national programmes on their own internal M&E system, its consistency and effectiveness;
  • Proposing any initiative that may be necessary, including termination of, or adjustment to actions to ensure compliance with the Fund's policy and strategies;
  • Further build and report on detailed knowledge of all issues impacting MNCH/ATM control in Myanmar relevant to the 3MDG;
  • Assist in promoting information sharing on all aspects related to public health in Myanmar.
  • Work closely with the team of the other Components, to promote the integration of HIV/AIDS, TB, Malaria with MNCH service deliveries to harmonize and synchronize implementation of the 3MDG fund as one integrated fund;
  • Work closely with the Component 3 (Health System Strengthening) team, to ensure that MNCH/ATM work contributes to the strengthening of Myanmar's health system;
  • Closely work with Programme Support Unit on grants management;
  • Closely work with Procurement unit to ensure partners have adequate supplies to implement activities timely;
  • Closely work with Communication for external and internal communication of health related information on the 3MDG fund;
  • Any other duties that may be assigned by the Public Health Officer (MNCH/ATM) or the Head of Performance Management Unit.
The Public Health Analyst will contribute to the successful implementation of actions supported by the 3MDG Fund on MNCH/ATM through management of specific grants and monitoring of interventions supported by the Fund.

Education/Experience/Language requirements
Education
  • Master's degree in health, public health, health economics, epidemiology, social science, statistics, or other related field (the requirement for a Master's degree can be compensated for by a BA degree in health, public health, health economics, epidemiology, social science, statistics, or other related field with 2 years of additional relevant work experience).
Experience
  • A minimum 2 years of relevant experience in the provision or management of health programmes, including primary health care, MNCH and /or ATM in combination with a Master's degree. A minimum 4 years of relevant experience in the provision or management of health programmes, including primary health care, MNCH and /or ATM in combination with a Bachelor's degree
  • Ability to work with minimal supervision in a complex environment;
  • Previous successful involvement with, and/or good knowledge of NGO's and civil society;
  • Strong communication and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment;
  • Willingness to undertake regular field visits in challenging conditions;
  • Excellent writing and analytical skills;
  • A Project Management Certification (e.g. Prince 2 Foundation) an asset

Background Information - Job-specific UNOPS has been appointed as the Fund Manager for the Multi-Donor Livelihoods and Food Security Trust (LIFT) Fund in Myanmar. The Livelihoods and Food Security Trust Fund (LIFT) is a multi-donor fund of US$ 160 million to address food insecurity and income poverty in Myanmar. Current donors to LIFT are Australia, Denmark, the European Union, France, the
Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States of America. The Fund is expected to operate until the end of 2018. The overall objective of the LIFT Fund is progress towards the achievements of the United Nations Millennium Development Goal number one for Myanmar: the eradication of extreme poverty and hunger. LIFT's purpose is to increase the food availability and incomes of 2 million target beneficiaries in rural areas in Myanmar. LIFT's purpose is achieved through the delivery of the following program outputs: 1. Increased agricultural production and incomes supported through improved production and post-harvest technologies, improved access to inputs and markets. 2. Targeted households supported in non-agricultural livelihood activities and/or trained in livelihood skills for employment. 3. Sustainable natural resource management and environmental rehabilitation supported to protect local livelihoods. 4. Functional Responsibilities Under the supervision of the LIFT Fund Director, the Assistant to the Director shall be responsible for performing the following duties:
  • Coordinate the flow and prioritization of correspondence to and from the Director's Office. Receive and screen all regular and confidential correspondence which requires the attendance of the Fund Director.
  • Draft minutes of meetings and routine correspondence related to the Fund Director's work. Type a variety of materials such as correspondence, reports and papers.
Identify and prepare briefings on priority areas related to correspondences and route correspondences to senior management team members under whose competence a particular enquiry falls and follows-up action done.
Plan and organize daily work, and take independent and timely decisions to meet objectives. Monitor the implementation of action points related to management meetings. Maintain a tracking system to ensure the timely completion of tasks. Compose important and confidential correspondence and justifications as required by the Fund Director on tasks within the area of responsibility. Establish an efficient electronic and hard-copy filing system for the Fund Director's office, including confidential documents and records. Ensure travel and accommodation arrangements are made in timely manner. Maintain filing for the Fund Director's office. Maintain the Fund Director's calendar of official engagements/coordinate and manage the calendar commitments. Arrange appointments and coordinate programme for visiting VIPs, arrange meetings with senior government officials of Myanmar. Research and provide background material for the Fund Director in advance of meetings. National YMCA has secured a 3-year EU grant to implement a livelihoods project for socio-economically disadvantaged youth, aged between 15-24 years, from groups including daily labourers and people with disability, through 6 YMCAs in Yangon, Pathein, Maubin, Taunggyi, Mandalay and Monywa. The project contains components of non-formal education, vocational training, job-finding and small business start-up support, and community-based activities to reduce social discrimination, and CBO capacity development. Position purpose Take responsibility for guiding overall M&E implementation of related activities, and provide timely information to partners and stakeholders.
Specific tasks and responsibilities
Project implementation and management
  • Contribute to the effective management of the project.
  • Commit necessary hours beyond regular 40hrs per week to ensure completion of tasks and project achievement.
  • Implement the project according to YMCA policy and maintain close, effective working relationships with all partners and stakeholders at all times.
Systems development
  • Together with UK partner, Y Care International, develop Monitoring and Evaluation Framework for the project and train and support other project staff in use of the framework.

II. Organizational Context
Myanmar has gone through a phase of unprecedented change since the November 2010 generalelections. The transition to nominally civilian rule under a new Constitution was the first step in anon-going sequence of rapid and far-reaching political and economic reforms that have unleashedtremendous changes in the political and economic landscape. In the past few years, thePresident and legislatures have pushed forward a remarkable transformation process that wasdifficult to imagine not so long ago.
The 2008 Constitution provides a new framework for governance in Myanmar. The main featuresdistinguishing it from the previous order are the distribution of power among different institutionsby formally establishing a system of separation of powers among the legislative, executive andjudicial branches and devolving legislative and executive powers to the 14 States and Regions.Given this new order, institutional boundaries and power sharing arrangements are not alwaysclear, causing occasional frictions between institutions. Eventually, the way constitutionalprovisions will play out in practice and the system of checks and balances will largely depend onthe interactions between institutions and leaders.
The first stage of the reform process comprised political reforms which are still on-going and haveled to significant changes in the country, and to a rapid scaling up of development assistance. InMay 2012, the President launched the second stage of reforms aimed at improving the social andeconomic wellbeing of the people. The economic reforms are centred on poverty reduction andinclusive growth and are guided by the President's aim to reduce poverty from 26% to16% by2015. The opening of the country is leading to rapid foreign investment and infrastructuredevelopment. In December 2012, the President announced the need for attention to the thirdwave of reforms which are required to improve the performance of the public administration andits civil service, and clarify the division of powers between the Union and the State and RegionalGovernments. Public sector management is thus high on the list of priorities of the Myanmargovernment. 'Democracy will be promoted only hand in hand with good governance. This is whyour government, responsible for Myanmar's democracy transition, will try hard to shape a goodadministrative machinery'. (President Speech before the Union Hluttaw, 30 March 2011).
UNDP will support these processes by means of three main pillars:
(1) Livelihoods andcommunity development, (2) Energy and Environment and (3) Policy support and DemocraticGovernance. Under pillar three, UNDP will support all branches of the government (the executive,the legislative and judiciary both at the national and sub-national level) and will improve theoverall institutional environment in which citizens interact and within which economic, political,legal and administrative authority are exercised. The project will focus on four closelyinterâ€connected and mutually reinforcing areas which are all essential to the strengthening ofgovernance and social cohesion: (a) development effectiveness, (b) parliamentary strengthening,(c) rule of law and access to justice and (d) public administration reform.
Project activities under pillar 3 will be implemented under the same framework with the other twopillars, and UNDP will promote integration in design and implementation. Given the prominenceof capacity building activities in all three pillars, the UNDP program will maintain a coherent andintegrated capacity building approach. Cross-cutting issues will be human rights basedapproaches, gender equality and women's empowerment and south collaboration and knowledgesharing.
Specific context of this assignment
Component 1 of the UNDP Pillar 3 country program aims to strengthen the capacity of nationalinstitutions for socio-economic policy-making, planning and development effectiveness with broadstakeholder participation (including women, people with disabilities and HIV/AIDS). The projectwill have four outputs described below:
Output 1 aims to strengthen the capacity of institutions at the Union and state/region level tocollect and analyze data, and to use it to establish clear baselines and monitor progress in theimplementation of development plans. Activities in this area will focus on first supporting thepublication of the next Integrated Household Living Conditions Assessment (IHLCA) – UNDP'sflagship product as well as other surveys focused on specific issues related to people's well-beingor governance such as the socioeconomic impact of HIV and etc. The project will create aplatform for integrating the most comprehensive poverty and governance data possible inMyanmar and will include important capacity-building activities related along the way.
Output 2 aims to strengthen the capacity of national and state/regional institutions to formulatepoverty-focused strategies and plans with clear links to national budget, and based on sector aswell as state/regional priorities. Activities in this area will build upon existing assistance to MNPED to further support the development planning processes at both Union and state/regionlevel in Myanmar in a more scaled-up and systematic way.
Output 3 aims to strengthen the capacity of government agencies, parliament, civil society andothers for transparency and accountability for progress in implementing national andregional/state level plans. The project will establish a process for engaging key stakeholders inthe process of formulation, implementation and monitoring of the development plans that will besupported in the framework of output 2.
Output 4 aims to strengthen the capacity of MNPED, MOF and other key governmental and non-governmental stakeholders at the Union, state/regional and sectoral levels, to align developmentcooperation with national plans, budgets and monitoring and evaluation. Activities will focus onestablishing a donor coordination mechanism that's fully integrated in the development planningsystem and an Aid Information Management system.Against this backdrop, UNDP is now seeking to engage a national development effectivenessspecialist to work on component 1 of UNDP pillar 3 programs in areas described below.

1) Engagement with government and other stakeholders to support the development andimplementation of aid policy in order to enhance development effectiveness and transparencyand accountability in the use of development resources
2) Strengthen the effectiveness of democratic governance programming, with a focus onsupporting the establishment of appropriate aid delivery modalities in specific areas ofgovernance programming and ensuring coherence with national development plans and aidpolicies. Work will also cover support to development of democratic governance programs orsector specific interventions that apply principles of aid effectiveness, accountability, humanrights, and gender equality
Policy Development:
Facilitate national policy development on democratic governance that are grounded on cutting-edge development effectiveness principles and practices from the region.
1) Strengthen UNDP's democratic governance and development effectiveness policies andprograms at the country level by effectively channeling the views and perspectives frompartner countries in the region to the country office;
2) Promote UNDP policy on democratic governance, grounded on strong aid effectivenessprinciples at the country level through advice to country teams and by facilitating engagementbetween HQ and country teams in priority areas including the design and use of aid modalitiesin specific areas in governance programming;
Partnership Building:
Effectively position the country office's democratic governance team to ensure that its approach todemocratic governance and development effectiveness policy and programming is understood andsupported by UN and external partners.
1) Support the component manager of Development Effectiveness Program to develop andimplement strategies to approach existing and potential development partners, governmentcounterparts, and other stakeholders to mobilize resources and strengthen partnerships inpursuit of national democratic governance practices;
2) Support the country office in its negotiations and relationship development, cultivation, andmaintenance with actual and potential development partners, government counterparts, andrelated other stakeholders;
The national specialist will work closely with the component manager of development effectivenessprogram who is based in Yangon. He/she is expected to serve as the key liaison person between thecountry office (both Yangon and Nay Pyi Taw) and the government. He/she is also expected to be thekey coordinator among all parties engaged (including consultants, development partners, civil societystakeholders, etc.) in the implementation of the development effectiveness program.
IV. Impact of Results
The results of the specialist's work will serve as significant inputs to the Aid Effectiveness processin Myanmar. It will enable the government, donors and stakeholders to collaborate moreeffectively in identifying and achieving common goals and a common way forward to ensure mosteffective utilization of ODA for the people of Myanmar. In addition the specialist's work isexpected to build and strengthen relationship between UNDP and Myanmar senior policy makersthrough relevant discussions and advices.

Background

Duties and Responsibilities

In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM). UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.

UNOPS has been appointed as the Fund Manager for the Multi-Donor Livelihoods and Food Security Trust (LIFT) Fund in Myanmar. The Livelihoods and Food Security Trust Fund (LIFT) is a multi-donor fund of US$ 160 million to address food insecurity and income poverty in Myanmar. Current donors to LIFT are Australia, Denmark, the European Union, France, the Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States of America. The Fund is expected to operate until the end of 2018. The overall objective of the LIFT Fund is progress towards the achievements of the United Nations Millennium Development Goal number one for Myanmar: the eradication of extreme poverty and hunger. LIFT's purpose is to increase the food availability and incomes of 2 million target beneficiaries in rural areas in Myanmar.
Functional Responsibilities
Under the overall supervision of the Monitoring and Evaluation Officer, the M&E Analyst shall perform the following specific duties and responsibilities:
  • Support the M&E team to collect, maintain, and analyze LIFT and IP performance data and ensuring it is readily available to the Fund Managers Office (FMO), the Fund Board and to other stakeholders.
  • Manage/oversee the timely reporting of project information by LIFT implementing partners (IPs) in the required formats to inform LIFT on IP project progress and performance.
  • Follow-up on issues related to delayed, inaccurate or missing data, checking the quality and accuracy of data as is possible.
  • Support the preparing of data for regular and ad hoc reports to the Fund Board, the Government of Myanmar, and other stakeholders.
  • Assist the M&E team in the monitoring of funded project progress, project results and outcomes, including through regular M&E field visits.
  • Assist implementing partners to develop and strengthen their own internal M&E systems (including tools and approaches for routine monitoring and periodic evaluations).
  • Support the M&E team in preparing briefing materials using M&E information as required for FB meetings, FB requests, other missions, and/or other requests on LIFT status, progress or performance;
  • Support the M&E team in the ongoing development and strengthening of the LIFT M&E system covering (a) projects supported by the Fund and (b) the Fund's own performance.
  • Assist in the development and testing of M&E tools and approaches as part of the LIFT M&E system.
  • Assist in the field testing, and subsequently monitoring the implementation, of survey tools and approaches being used by LIFT M&E contractors (including for baseline, midterm, and end-line surveys and thematic studies).
  • Attend relevant technical meetings and maintaining contacts with all stakeholders, whether in Yangon or in the field.
  • Promote information sharing on all aspects related to M&E among stakeholders. Contribute to the development of the Monitoring and Evaluation Unit's work plans and reports.
  • Support monitoring and evaluation missions commissioned by the Fund Board or UNOPS. Train and oversee the work of the M&E Assistant in the performance of his/her duties (including M&E administration and M&E contract management).
  • Perform other duties as assigned by the International Monitoring and Evaluation Officer or as and when required by the Fund Director.

Education/Experience/Language requirements
  • Bachelor degree with at least 2 years of experience related to M&E
  • Good computer skills including MS Word, and MS Excel.
  • Successful developmentand implementation of an M&E system at programme level is desirable
  • Fluency in written & spoken English & Myanmar Languages required.
