UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM). UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.

UNOPS has been appointed as the Fund Manager for the Multi-Donor Livelihoods and Food Security Trust (LIFT) Fund in Myanmar. The Livelihoods and Food Security Trust Fund (LIFT) is a multi-donor fund of US$ 160 million to address food insecurity and income poverty in Myanmar. Current donors to LIFT are Australia, Denmark, the European Union, France, the Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States of America. The Fund is expected to operate until the end of 2018. The overall objective of the LIFT Fund is progress towards the achievements of the United Nations Millennium Development Goal number one for Myanmar: the eradication of extreme poverty and hunger. LIFT's purpose is to increase the food availability and incomes of 2 million target beneficiaries in rural areas in Myanmar.
Functional Responsibilities
Under the overall supervision of the Monitoring and Evaluation Officer, the M&E Analyst shall perform the following specific duties and responsibilities:
- Support the M&E team to collect, maintain, and analyze LIFT and IP performance data and ensuring it is readily available to the Fund Managers Office (FMO), the Fund Board and to other stakeholders.
- Manage/oversee the timely reporting of project information by LIFT implementing partners (IPs) in the required formats to inform LIFT on IP project progress and performance.
- Follow-up on issues related to delayed, inaccurate or missing data, checking the quality and accuracy of data as is possible.
- Support the preparing of data for regular and ad hoc reports to the Fund Board, the Government of Myanmar, and other stakeholders.
- Assist the M&E team in the monitoring of funded project progress, project results and outcomes, including through regular M&E field visits.
- Assist implementing partners to develop and strengthen their own internal M&E systems (including tools and approaches for routine monitoring and periodic evaluations).
- Support the M&E team in preparing briefing materials using M&E information as required for FB meetings, FB requests, other missions, and/or other requests on LIFT status, progress or performance;
- Support the M&E team in the ongoing development and strengthening of the LIFT M&E system covering (a) projects supported by the Fund and (b) the Fund's own performance.
- Assist in the development and testing of M&E tools and approaches as part of the LIFT M&E system.
- Assist in the field testing, and subsequently monitoring the implementation, of survey tools and approaches being used by LIFT M&E contractors (including for baseline, midterm, and end-line surveys and thematic studies).
- Attend relevant technical meetings and maintaining contacts with all stakeholders, whether in Yangon or in the field.
- Promote information sharing on all aspects related to M&E among stakeholders. Contribute to the development of the Monitoring and Evaluation Unit's work plans and reports.
- Support monitoring and evaluation missions commissioned by the Fund Board or UNOPS. Train and oversee the work of the M&E Assistant in the performance of his/her duties (including M&E administration and M&E contract management).
- Perform other duties as assigned by the International Monitoring and Evaluation Officer or as and when required by the Fund Director.

Education/Experience/Language requirements
- Bachelor degree with at least 2 years of experience related to M&E
- Good computer skills including MS Word, and MS Excel.
- Successful developmentand implementation of an M&E system at programme level is desirable
- Fluency in written & spoken English & Myanmar Languages required.
