Background
The project Support to Anti-Corruption Efforts in Kosovo (SAEK) is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level.
SAEK takes an innovative and holistic approach towards anti-corruption by focusing both on the 'supply-side' and the 'demand side' of democratic governance and taking into consideration different levels of intervention, working directly with central government authorities, local/municipal actors, civil society and the citizens themselves.
Activities implemented under SAEK Component 1 will focus on strengthening the capacities of the Kosovo Anti-Corruption Agency (KAA) to become an effective external control mechanism for ethics, integrity and efficiency of the public administration. As identified as a priority by the EC in its Progress Reports, the project will also focus on enhancing active partnership and stronger collaboration and coordination amongst relevant stakeholders on anti-corruption issues, particularly amongst the KAA, prosecution and law enforcement.
SAEK Component 1 will focus on building the capacity of the KAA and providing the agency with the necessary tools to properly fulfil its corruption prevention role, with a specific focus on asset declaration and conflict of interest.
Capacity development activities will involve, but are not limited to, the following areas:
  • Conflict of interests, gift declaration and asset declaration;
  • Implementation of the Code of Ethics and disciplinary procedures;
  • Technical skills in investigation and information gathering;
  • Working with other public and CSO stakeholders on anti-corruption.
Interventions will be focusing on three levels:
1. The institutional level2. The sector level3. The municipal/local level Duties and Responsibilities
Summary of functions:
  • Provide support to the KAA and UNDP on anti-corruption matters.
  • Provide technical assistance to the KAA to develop and maintain effective public relations.
  • Support KAA and UNDP in establishing and maintaining partnerships.
Provide support to the KAA and UNDP on anti-corruption matters.
  • Provide technical assistance to UNDP for conducting anti-corruption evidence based assessments at the sectoral level, institutional and local levels.
  • Advice and assist in preparing and publishing analysis reports.
  • Assist in the preparation of terms of reference, training curricula and traings for the KAA;
  • Assist in organizing trainings, workshops, and conferences.
  • Assist follow up actions to support the KAA in developing and coordinating integrity management systems to monitor income and property of public officials and associations.
  • Assist in the completion of the process of declaration of assets of senior public officials
  • Support KAA and UNDP in organizing the Anti-Corruption Day.
  • Assist the Agency in the preparation of the KAA annual report.
  • Assist the KAA in implementing tasks arising from National Council on Anti-Corruption.
  • Develop a yearly analytical report containing information on the level of corruption in Kosovo, including penal prosecution (the report includes data collected by the Prosecution, Courts, Police, KAA, Customs, Tax Administration).
  • Develop a yearly analytical report on cases initiated by the KAA against public officials who did not declare their property and follow-up measures undertaken by the courts.
  • Provide advisory and technical assistance to SAEK project staff and counterparts.
  • Participation in training events, communities of practice, sharing knowledge, facilitation and organization of training for KAA staff.
  • Assist SAEK project in organizing Two Task Force Meetings on specific focus areas, involving all relevant stakeholders.
Provide technical assistance to the KAA to develop public and media relations programs:
  • Support capacity development for the KAA Media and PR Department, through on the job training and regular briefings.
  • Advice and assist in preparing and publishing reports and press statements.
  • Assist in maintaining and updating information on the KAA's website.
  • Assist in redesigning and reprogramming of the KAA website
  • Assist in planning, developing and implementing PR strategies for the KAA.
  • Strengthen the partnership with the media.
  • Assist in organizing public debates for the KAA.
  • Advice and assist KAA and UNDP SAEK Team in designing and implementation of awareness campaigns.
  • Evaluate UNDP SAEK project interventions and results, draw lessons learned and suggest measures for improvement.
  • Assist in the preparation of progress reports with the frequency and using the template recommended by the UNDP office.
  • Assist in the preparation of final project reports and papers.
  • Participation in regular meetings at the KAA and with the UNDP SAEK Team.
Support partnerships and advocacy activities:
  • Strengthen the partnership with anti-corruption bodies and in particular with the civil society.
  • Provide technical assistance in establishing contacts and promoting cooperation with the offices of related agencies in the region and beyond.
  • Maintain positive working relations with KAA and UNDP SAEK project stakeholders, including government authorities and agencies, international organizations, and CSOs.
  • Be familiar with the activities of other development projects in the sector, establish contact and keep up-to date with their work.
  • Support the partnerships and advocacy activities agreed by the KAA and UNDP office in the area/sector covered by the project.
  • Link up project activities with related and parallel activities both within government and external partner agencies.
Impact of Results
The work of the Consultant will have a direct impact on the implementation of KAA's mandate and SAEK. Specifically, the results will have an impact on the planning, implementation, monitoring and coordination of SAEK activities and resources (human, financial, material assets etc) in order to meet expected results, and contribute to the overall success and impact of the KAA and UNDP office work in Kosovo. Required Skills and Experience
Education:
  • BA degree in law, public policy, political science, social sciences or other relevant fields.
Experience:
  • At least 5 years of relevant experience in providing advisory services and advocacy on anti-corruption, rule of law and governance issues.
  • Very good knowledge on anti-corruption and governance issues at the international, regional and national level.
  • Experience in conducting monitoring and evaluation of development interventions, data collection and analysis.
Language Requirements:
  • Fluency in both oral and written English and Albanian; working knowledge of Serbian is an asset.
