Background
The United Nations Human Settlements Programme, UN-Habitat, is the agency for the United Nations dedicated to promoting socially and environmentally sustainable development of human settlements in an urbanizing world, with the goal of providing safer and inclusive human settlements.
UN-Habitat established a presence in Myanmar in the early 1990-Ÿs through 2004 where the agency pioneered the 'people's process' by establishing the first community led projects in the Dry Zone, Shan State and the Delta. Over 2.1 million people were supported though developing community social infrastructure networks and facilitating access to safe water. The Community Water Supply and Sanitation (CWSS) Programme and the Community Initiative Support Facilities (CISF) Programmes were implemented by UNCHS (UN-Habitat).
UN-Habitat is currently supporting the Government of the Union of Myanmar through operational and normative projects. Currently it has activities in several townships across the country under its settlement support interventions. In 2012 UN-Habitat Myanmar intensified its support in normative areas through technical assistance to several line ministries and stakeholders in policy and strategy development and training in the areas of Urban Planning & Land Governance, Land Administration and Management, City Development Strategy, Urban-Rural Linkages for Poverty Reduction, National Building Codes Development, Urban Research, Training & Capacity Building, and Community Driven Development.
UN-Habitat is looking for a Program Officer (Assistant to CPM) to assist the Country Programme Manager (CPM) in day-to-day aspects related to programs and office matters.
Duties and Responsibilities
Under the direct supervision of the Country Programme Manager (CPM) and in close coordination with the other sections, the incumbent will have the following duties and responsibilities:
  • Assist to in-charge colleagues to provide support to international staff/consultants in the implementation of their tasks for the achievement of projects-Ÿ results (communication, contracts, agenda, visas, hotel reservations, etc.)
  • Assist to make pertinent logistical arrangements for the prompt and effective implementation of program activities
  • Assume overall responsibility for administrative matters of a more general nature, such as registry and maintenance of project records, etc.
  • Assist to arrange external/internal meetings (logistics, agenda, presentation, minutes, etc.)
  • Contribute to the dispatching and transmission of the incoming and outgoing mails
  • Implement the existing filling system adopted by the office and ensure that every project document is retrieved easily
  • Draft, type and print letters as requested
  • Ensure the availability of an updated list of addresses of different partners involved in the Country Programme implementation
  • Assist to respond queries from Government and other stakeholders with respect to financial/programmatic aspects; liaise with Government and stakeholders whenever/wherever required
  • Assist to prepare and compile high-quality monthly, ad-hoc, quarterly and final progress reports for donors and other stakeholders
  • Collect and compile technical and progress reports from project managers and various technical on regular basis and organize these reports for CPM-Ÿs reference
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to the CPM
  • Assist CPM and project staff in preparation of proposals and other related documents
  • Assist CPM in preparation of quarterly and yearly work plans, program presentation and other program related documents and correspondence
  • Assist CPM in formulation of programme strategies and implementation of overall project (s)
  • When necessary provide secretarial support to project staff
  • Provide translation and interpretation services as needed
  • Perform other duties as required
Qualifications and Experience
  • Advanced university degree in social sciences or discipline relevant to urban/rural regional planning, civil engineering, management and/or any relevant social science relating to international development. A first-level university degree in combination with additional of 2 years qualifying experience may be accepted in lieu of the advanced university degree.
  • Technical expertise, knowledge and programming skills
  • Experience with an UN agency is a plus
  • Excellent interpersonal, communication skills in English and Myanmar.
  • Good team spirit and respect for diversity.
  • Good computer software skills including Ms-Office (Word, Excel, Access & PowerPoint.
