Background Information - Myanmar Myanmar UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund(3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM). UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.
Background Information - Job-specific UNOPS has been appointed as the Fund Manager for the Multi-Donor Livelihoods and Food Security Trust (LIFT) Fund in Myanmar. The Livelihoods and Food Security Trust Fund (LIFT) is a multi-donor fund of US$ 160 million to address food insecurity and income poverty in Myanmar. Current donors to LIFT are Australia, Denmark, the European Union, France, the
Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States of America. The Fund is expected to operate until the end of 2018. The overall objective of the LIFT Fund is progress towards the achievements of the United Nations Millennium Development Goal number one for Myanmar: the eradication of extreme poverty and hunger. LIFT's purpose is to increase the food availability and incomes of 2 million target beneficiaries in rural areas in Myanmar. LIFT's purpose is achieved through the delivery of the following program outputs: 1. Increased agricultural production and incomes supported through improved production and post-harvest technologies, improved access to inputs and markets. 2. Targeted households supported in non-agricultural livelihood activities and/or trained in livelihood skills for employment. 3. Sustainable natural resource management and environmental rehabilitation supported to protect local livelihoods. 4. Effective social protection measures that increase the incomes, enhance the livelihood opportunities or protect the livelihood assets of chronically poor households. 5. Capacity of civil society strengthened to support and promote food and livelihood security for the poor. 6. Monitoring and evaluation evidence and commissioned studies used to inform programme and policy development. LIFT is implemented through a variety of local implementing partners (IPs) who have been successful in submitting project proposals that support the LIFT purpose in the areas targeted. Crosscutting issues mainstreamed in program activities include gender equality, good governance, disaster risk reduction and assistance to especially vulnerable people.
Functional Responsibilities Under the supervision of the LIFT Fund Director, the Assistant to the Director shall be responsible for performing the following duties:
  • Coordinate the flow and prioritization of correspondence to and from the Director's Office. Receive and screen all regular and confidential correspondence which requires the attendance of the Fund Director.
  • Draft minutes of meetings and routine correspondence related to the Fund Director's work. Type a variety of materials such as correspondence, reports and papers.
Identify and prepare briefings on priority areas related to correspondences and route correspondences to senior management team members under whose competence a particular enquiry falls and follows-up action done.
Plan and organize daily work, and take independent and timely decisions to meet objectives. Monitor the implementation of action points related to management meetings. Maintain a tracking system to ensure the timely completion of tasks. Compose important and confidential correspondence and justifications as required by the Fund Director on tasks within the area of responsibility. Establish an efficient electronic and hard-copy filing system for the Fund Director's office, including confidential documents and records. Ensure travel and accommodation arrangements are made in timely manner. Maintain filing for the Fund Director's office. Maintain the Fund Director's calendar of official engagements/coordinate and manage the calendar commitments. Arrange appointments and coordinate programme for visiting VIPs, arrange meetings with senior government officials of Myanmar. Research and provide background material for the Fund Director in advance of meetings. Summarize highlights of management meetings and disseminate information reports, etc. from meetings and follow up action taken when required. Advise and assist the Officer-in-Charge on matters to be followed up and action to be taken in the Fund Director's absence. Monitor day-to-day functioning of the Fund Director's office. Maintain strict compliance with confidentiality required on documentation and information received. Perform other duties as required.

Education/Experience/Language requirements
  • Secondary education is required. University degree in related field is desirable. Six years of experience in a similar field of work or exposure Knowledge of UN rules and regulations, government directory, NGOs, UN agencies, embassies, other offices, etc. will be an asset. Fluency in English and Myanmar, both oral and written communication.
