Background Information - Myanmar
UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goal Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM). UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with government counterparts, donors, UN Agencies and other development partners.
Functional Responsibilities
Under the direct supervision of the Head of Communications and Partnerships and in accordance with UNOPS policies, procedures and practices, the Communications Assistant will work closely with the UNOPS Myanmar team in the area of communications. Functions will consist of the following:
  • Assisting in the implementation of a communication strategy ensuring the identification of key stakeholders and provision of adequate and accurate flow of information about the Funds managed by UNOPS Myanmar, its objectives, its global policy, operational policies and systems, and the actions it supports.
  • Researching, writing and editing content that is clear, concise, vivid, and effectively conveys key messages to target audiences
  • Translation of information products into Myanmar and liaising with translators Pro-actively identifying translation needs on an on going basis, Assist in the preparation of informational materials in English and Myanmar on project implementation to be used by relevant Funds' donors; visitors interested in the Funds, and the media (including media outreach material).
  • Assisting in preparation of material needed for workshops, seminars, briefings organized by the Head of Communications and Partnerships
  • Ensuring reports/documents for meetings are circulated in a timely manner. Ensuring appropriate logistical arrangements for meetings (e.g. location, refreshments, power point facilities,etc).
  • Preparing meeting minutes and revisions as needed. Writing contracts for procurement, terms of references and for operational activities related to communications.
  • Establishing and maintaining an efficient electronic and hard-copy filing system for the Communications Office and Partnerships Office.
  • Handling travel, TA, and accommodation arrangements for the Communications Office and Partnerships Office.
  • Handling payments, TAs, bids, etc and incorporating it into Atlas (UNOPS's procurement and management system).
  • Other duties as may be assigned by the Head of Communications and Partnerships.
Education/Experience/Language requirements Education
  • Secondary education. Diploma or higher school certificate with certification in communications (Media Studies, Journalism, Political Science, or International Relations) is an asset.
Experience
  • Experience for at least 5 years with an international organization is required.
  • Experience in operations or support functions is required.
  • Excellent communication, writing, analytical and information technology skills is required.
  • Experience in creating and distributing e-newsletters and experience with commercial print management.
Language Requirements
  • Excellent command of English and Burmese required.
  • Translating experience is required.
Competencies Professionalism – Ability to conduct independent research and analysis, identify issues, and recommend solutions; proven analytical skills. Familiarity with UN and UNOPS administrative rules, regulations and policies, protocol procedures, broad directives.

  • Routine duties are performed independently. Ability to maintain complete confidentiality and discretion.
  • Technological awareness - Solid computer skills in Microsoft Office (Word, Excel, Power Point), Photoshop, In Design or other design formats. Knowledge of web designing software is a plus.
