Background Information - MAC
Mine Action Cluster Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world. It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations.
Background Information - Job-specificIn Mali UNOPS is supporting the United Nations Mine Action Service (UNMAS) programme which is mandated by UN SCR 2100 (2013), to contribute to the following objectives,namely:
  • reduce the threat to MINUSMA and UN personnel through the provisionof specialized training, equipment and mentoring of international combat engineering EOD and IED-Disposal teams as well as the delivery of riskawareness to UN staff;
  • enhance national capacity to mitigate explosive threats through the specialized training, equipment and mentoring of MDSF and by providing advisory technical support to the National Commission against theProliferation of Small Arms and Light Weapons; and
  • by improving protection of civilians by supporting and tasking international mine action operators to priority contaminated areas in central and northern Mali.
Functional Responsibilities
Under the overall guidance and supervision of the Head of Support Services, the Information and Communications Technology Assistant provides technical communications and computer support to the UNMAS Mali programme. The Information and Communications Technology Assistant promotes a client, quality and results-oriented approach.
The Information and Communications Technology Assistant works in close collaboration with operations/finance staff, Project Managers and Project teams, as well as with staff of other UN agencies to exchange information and ensure consistent service delivery.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

IT Management and Administration
  • Perform maintenance functions to ensure the serviceability and currency of equipment and software at all times;
  • Conduct maintenance and audits of IT equipment to ensure they remain clear of viruses, malware etc.
  • Maintain inventory of equipment, devices, I/O and software;
  • Provide advice on the acquisition process related to hardware and software, and establish / maintain a list of potential suppliers.
  • Co-ordinate the regular backup of critical information.
  • Maintain liaison with other UN organisations and local partner agencies on issues of ICT;
Network Administration
  • Maintain systems Local area network (LAN) and wide area network (WAN) to ensure that the network supports operating systems databases, documents, resources and data files;
  • Installing, upgrading and maintenance of LAN/WAN, including applications used in the system;
  • Management and maintenance of equipment and applications associated with the email system;
  • Managing users, groups and permissions using Active Directory;
  • Managing Exchange Server based email;
  • Management WAN environment (Internet, VPN, PIX firewall);
  • Equipment Maintenance Cisco LAN / WAN;
  • Maintenance of videoconferencing applications and PBX operations;
  • Ensuring adequate security for the LAN Firewall strict management.
  • Maintain inventory of IT and telecommunications equipment, devices and software;
Telecommunications
  • Perform proactive maintenance of telecommunication system to prevent service interruption;
  • Perform minor repairs on hardware equipment, as necessary;
  • Receive, test and install telecommunications hardware such as VHF and HF radio.
  • Maintain inventory of telecommunications equipment and software;
  • Provide technical advice on Telecommunication matters.
Knowledge management and advice
  • Provide technical advice on all IT and telecommunication matters.
  • Provide staff training and familiarization of all IT and telecommunication systems
  • Provide staff training on the UNOPS intranet use and Box online storage system.
  • Any other duties as requested and tasked by the Head of Support Services.

Education/Experience/Language requirements
Education:
  • High school diploma with 4 years of relevant work experience including at least 3 years experience in an Information Systems or Telecommunications area is required.
Experience:
  • Good knowledge of IS hardware and software, Windows 7, Windows 8, Windows XP, Office 2010, Office 2013 and backup systems and methods
  • Good knowledge of Motorolla VHF base station, vehicle and handheld equipment and software installation
  • Good knowledge of Codan HF base station and vehicle equipment and software installation.
  • Good knowledge of satellite communication operations and equipment including VSAT WiMax and BGAN.
  • Willingness and ability to provide practical solutions to problems on a very short timeline
  • Consistently approaches work with energy and a positive, constructive attitude.
Language:
Fluency in written and spoken French and English is required. Additional Requirements - Professional Certifications: Required: IS Certification MCSE / ITIL certification Desired: Radio communications certification CCNA or CCNE certification
