Purpose of the Position
The Regional Monitoring and Evaluation Advisor (P5 level), provides authoritative advice and cutting-edge technical expertise to the Regional Director, Deputy Regional Director, Country Offices and governments of their region in the development of policies, strategies and systems in the area of Child Rights Monitoring and Evaluation.
These positions facilitate the application and adaptation of UNICEF goals, policies, and strategies within the context of UNICEF`s evolving role with particular focus on strengthening the monitoring of realization of child rights across their respective regions to support evidence based policy and decision making.
They also provide guidance, oversight, quality assurance, coordination and leadership in policy and strategy development for strengthening the evaluation function and evaluation capacity in their regions, which includes monitoring in humanitarian action.
Development of innovative approaches and new techniques are required, as are contributions to policy development and change, and developing or establishing regional guidelines and contributing to global policies and guidance.
The positions contribute to strengthened UNICEF roles in enhancing the respective governments` own monitoring of social sector reforms affecting children, adolescents and women by supporting Country Offices in their efforts to strengthen national and sub-national monitoring, evaluation and research capacities.
The roles are expected to add to improved monitoring and evaluation functions by providing technical leadership, management advice, quality assurance and oversight to Country Offices in their regions.
This will include facilitating the application and adaptation of monitoring and evaluation policies, strategies and tools, including the Monitoring of Results for Equity Systems (MoRES) for the regions, with the aim to ensure relevance, efficiency and effectiveness of UNICEF`s country programmes of cooperation.
The positions help to ensure availability of useful, valid and reliable up-to-date evidence and information disaggregated by gender and socio-economic status on the progress towards realization of children`s and women`s rights in their regions.
They are also responsible for ensuring the availability of reliable information on the performance of UNICEF-supported and governments` own programmes, in terms of their relevance, efficiency, effectiveness, and sustainability for enhancing equity and child rights.
Each Regional Monitoring and Evaluation Advisor is a member of an internal network of regional monitoring and evaluation advisors, and coordinates closely with the UNICEF Office of Evaluation on development, application and adaptation of global policies, strategies and lessons learned.
The Regional Monitoring and Evaluation Advisors coordinate and support a network of M&E specialists/focal points in the Country Offices of their respective regions.
They also represent UNICEF to ensure its relevance in regional networks of monitoring and evaluation professionals and institutions, and they actively seek partnerships with knowledge institutions to identify and address capacity gaps.
Qualifications of Successful Candidate
  • Advanced university degree in areas related to monitoring and evaluation and /or social sciences with exposure to international development.
  • Twelve years of relevant professional experience in all, or at least most, aspects of monitoring and evaluation, programme management, and/or advisory support resulting in recognized relevant technical expertise.
  • Knowledge of global human rights issues, specifically relating to children and women, and the current UNICEF position and approaches to these issues.
  • Fluency in English is required.
  • Fluent Spanish is required for the TACRO post. For the MENA and CEE/CIS posts another UN language relevant to the region would be an asset.
