Basic purpose
Under the minimal direction of the Program Leader/Project Leader, the successful candidate will manage the project / program of the GRiSP program on Harnessing Genetic Diversity and the GRiSP program on Varietal Development including the Japan Rice Breeding project and other projects. Develop plans and/or programs, monitor the implementation. Finalize reports for submission to supervisor and stakeholders. Sustain existing partnerships and form/create new associations. Disseminate results and activities relate to the project/program. Develop and organize training, workshops and other platforms for knowledge sharing. Coach/mentor and oversee the performance of team members.
Roles and responsibilities
Manage the functions of Programs 1 and 2
  • Plan and coordinate the implementation and reporting of plans and programs related to program and project management and coordination
  • Manage the preparation and/or development of annual work/budget plans / action plans based on project/program objectives and monitor the implementation
  • Manage the operational activities of the programs, projects, and consortia involved therein
  • Analyze and review existing processes, policies, strategies and guidelines
  • Analyze the latest developments in regard to team specific objectives and provide recommendation for possible implementation steps
  • Coordinate and facilitate project contributions from various stakeholders, such as IRRI staff and collaborators
  • Develop and implement strategies on program and project implementation
  • Maintain proper records of project/program/consortium activities and results
  • Review documents, gather background information and prepare documents/appropriate responses
  • Finalize Letter of Agreements and other contracts for signature by Project/Program Leader
  • Oversee the implementation of risk management procedures and controls
Coordination and Liaison
  • Develop and sustain partnerships with relevant stakeholders and coordinate activities
  • Coordinate project specific undertakings with collaborators and partners to achieve defined objectives
Communication and Reporting
  • Manage the disseminate project/program finding through [publications, workshops, conferences and other fora]
  • Finalize/write reports intended for submission to supervisor and/or stakeholders
Training and Events Management
  • Organize and coordinate logistics for trainings, workshop, conferences and meetings (national and international) on relevant activities of the programs and projects
  • Identify, develop and implement models for learning and dissemination of knowledge and information
People management
  • Support, manage, develop and coach team members to ensure professional growth
  • Provide performance feedback to staff
Budget management
  • Organize the allocation of the program, product teams, consortium, and IRS annual budget and evaulate/monitor expenditures
  • Manage and monitor expenditures and disbursements to avoid overspending
  • Ensure that operations follow the principle of full cost recovery
Perform any other duties as assigned by supervisor from time to time
Qualification requirements:
  • Bachelors Degree in Agriculture, or related field and minimum 8 years of relevant work experience in agriculture, project or program coordination, office management, financial management, operations, science or related field; or
  • Masters Degree in Business Administration, Management, Agriculture or related field and minimum 6 years of relevant work experience in agriculture, project or program coordination, office management, financial management, operations, science or related field;
  • PhD. Degree in Business Administration, Management, Agriculture or related field and minimum 4 years of relevant work experience in agriculture, project or program coordination, office management, financial management, operations, science or related field.
Specific Skills required:
  • Has experience in managing a team
  • Has experience implementing and monitoring strategies and establishing long term partnerships
  • Is able to work with MS Acess and MySQL
  • Has excellent oral and written communication and interpersonal skills
  • Has good leadership skills
  • Has strong decision making skills
  • Has worked in an international organization
