Purpose of the Position In the humanitarian context, surge capacity relates to UNICEF's ability to scale-up quickly and effectively to meet increased demand of expertise in the field to meet UNICEF Core Commitments for Children in Emergencies (CCCs), in any given country of territory. The Emergency Unit is currently supporting the emergency response for the Syria emergency crisis and providing ongoing support to country and regional offices for their FT recruitment requirements. In support of the emergency programme, the HR Consultant will support DHR in facilitating all Emergency IP FT and TA recruitment deployment for the effective implementation of the emergency programme. Key Expected Results Under the supervision of the Emergency HR Business Partner and in coordination with the other stakeholders:
1 Coordinate with Country Offices on recruitment cases to ensure timely review/submission of recommendations.
2 Support and facilitate rapid IP FT recruitment.
3 Advertise FT posts, TA positions, and short-list applicants.
4 Contact candidates to confirm availability and interest, including conducting reference checks;
5 Coordinate with technical sections to obtain technical clearance of short-listed candidates;
6 Review recommendations received CO/RO for recruitment, and prepare for CRB review; draft emergency decision submissions.
7 Support emergency surge capacity requests are required.
8 Prepare status report on IP staff tour of duty in complex emergencies.
9 Undertake other assignments as needed. Qualifications of Successful Candidate Education - University degree in international relations, human resources or other related field. Experience - A minimum of two years of relevant professional experience in Operations, HR or personnel administration. Work experience in DHR is desirable. Languages - Fluency in English and a second UN language preferred. Competencies of Successful Candidate - Versatility, judgment, maturity, and the ability to work on a team. - Ability to cope with stressful and difficult conditions, and political/cultural sensitivity. - Good analytical, negotiating, writing and communication skills. - Skills in interviewing techniques. - Ability to work in an international or multicultural environment. - Proven experience to implement time limited projects. - Knowledge of computer management and applications.
