Background Information - MACMine Action Cluster Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world. It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations.Functional Responsibilities
Under the direct supervision of Head of Support Services of the Mali Programme, the Procurement/Contracts Management Officer will be responsible for full compliance of procurement and supply chain activities with UNOPS rules and policies and donor requirements; implementation of the effective internal control procedures, proper design and functioning of a client-oriented procurement and supply chain management system. S/he will be responsible for for effective and timely delivery of UNOPS' contracts management services, in full compliance with the UNOPS financial rules and regulations and donor requirements. S/he will analyze and interpret the financial rules and regulations, analyze operational effectiveness reports,design monitoring tools and develop systems with the assistance of the Head of Support Service. S/he will implement a quality plan for each contract and will engage in daily consultation with senior managers across the spectrum of activities covered by the contracts that they are managing. They will alert the Head of Support Service and the Programme Manager of any financial or operational irregularities such as contractors failing to meet the targets of contract work plans and propose a course of action to remedy this. They will provide solutions to a wide spectrum of complex issues related to procurement of services and contract management. They will travel to the field and visit sites being worked on by contractors. Depending on a role this position will be assigned to within the project administration setup in a specific country/programme (i.e. office structure, DOAs, ATLAS functions, segregation of duties, etc.), the incumbent will have responsibilities determined by UNOPS rules and regulations embodied in its regulatory framework – Organizational Directives, Administrative Instructions and other documents as periodically issued and updated by UNOPS.
Tasks will include:
Contracts management:
  • Ensure full compliance of procurement /contracting activities within UN/UNOPS rules, regulations, policies and strategies – and manage under the direction of Head of Support Service the implementation of harmonized procurement, contracting services and elaboration of Statement of Works developed in conjunction with the Operations and Support Services Departments.
  • Prepare Statement of Works (SoW), Terms of Reference (TOR), Contracts, Grant Agreements and other documents required for project implementation in cooperation with UNOPS legal specialists as needed.
  • Assist in international bidding processes. Under the direction of Program management and UNOPS GPSO MAC manage the pre-qualification and short-listing of bidders, preparations of bids, issuance of bids, pre-bid conference, receipt and opening of bids, bid evaluation, submission to UNOPS HQCPC (Headquarters Contracts and Property Committee) for recommendation of award, contracts negotiations, contract finalization and issuance.
  • Develop a management plan for all UNOPS mine action contracts in country including, but not limited to, verification of insurance and goods procured, evaluation of subcontractor's personnel qualifications, monitoring delivery of contractual terms, certification of reports and payments, and issue of contract amendments, verification of services delivered against contractual requirements, alignment of specifications and standards. Provide objective oversight over various contract management processes and ensure their transparency.
  • Management of procurement contracts and implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Develop and implement systems for internal control that would ensure compliance with contractual terms and conditions, in collaboration with the operations team.
  • Make recommendations for payments upon review of reports and comments from the Operations.
  • Monitor and analyze contract performance against agreed benchmarks and through agreed reporting mechanism. Advise senior management on any potential issues and recommend remedial actions or solutions.
  • Negotiate, within the terms and conditions of the contract, solutions to conflicts/problems arising in case of poor performance or non-compliance with contractual obligations.
  • Frequently convene meetings with contractors to allow ample opportunity for the identification and early resolution of potential disputes.
  • Coordinate with staff conducting activities required by the contract including logistical support, accreditation, licensing, verification of goods, monitoring of activities and performance of the subcontractors.
  • Realize syntheses of lessons learnt and best practices in procurement /contract management.
  • Ensure key meetings and work procedures are properly documented and institutionalized.
  • Develop appropriate contract management tools, guidelines and manuals for standardization and knowledge sharing purposes.
  • Engage and involve government counterparts as appropriate, to facilitate contract management as well as to contribute to the capacity building plan.
Procurement and supply management
  • Project procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit.
  • Analysis of requirements and synthesis of proposals for cost-saving and reduction strategies.
  • Implementation of the strategic and sustainable procurement in the programme including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.
  • Timely and duly prepared procurement plans for the office and monitoring of their implementation.
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
  • Management of e-procurement module and development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
  • Implement any other tasks as assigned by the Head of Support Services, or the Program Manager.

Education/Experience/Language requirementsEducation:

Job: Nutrition Specialist (Cluster Coordinator)

Purpose of the Position
On behalf of the IASC Humanitarian Coordinator and UNICEF (Under the supervision of the Nutrition Manager and under the guidance of the Chief of Child Survival Section) as the lead agency for the IASC Nutrition Cluster) and in collaboration with the Ministry of Health, the Nutrition Cluster Coordinator will facilitate a timely and effective nutrition response and ensure that the capacity of national and local institutions is strengthened to respond to and coordinate emergency nutrition interventions that demonstrate results and impact achieved.
Key Expected Results
1.Identification of key partners:
- Identify key humanitarian partners for the Nutrition Cluster response, respecting their respective mandates and program priorities
- Identify other key partners including local and national authorities, peacekeeping forces, etc.
- Carry out capacity mapping of all current and potential actors
- government, national and international humanitarian organizations as well as national institutions, the private sector and advocate to donors, NGOs, government and other stakeholder on the nutrition programme needs and services.
2.Establishment and maintenance of appropriate humanitarian coordination mechanisms:
- Ensure appropriate coordination between all Nutrition humanitarian partners (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organizations active in the sector) as well as national authorities and local structures
- Ensure the establishment/maintenance of appropriate sector coordination mechanisms including working groups at the national, and if necessary, local level;
- Ensure full integration of the IACS's agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilization participatory and community-based approaches. In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed;
- Secure commitments from cluster participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary;
- Ensure that cluster participants work collectively, ensuring the complementarities of the various stake holder's actions;
- Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns;
- Ensure effective links with other clusters (with OCHA support), especially Health & Nutrition, WASH, Agriculture and Livelihoods and Education;
- Represent the interests of the Nutrition Cluster in discussions with the Humanitarian Coordinator as well as donors on prioritization, resource mobilization and advocacy;
- Act as focal point for inquiries on the Nutrition Cluster's response plans and operations.
3.Planning and strategy development: Ensure predictable action within the cluster for the following;
- Needs assessment and analysis; development of standard assessment formats for use within the sector;
- Identification of gaps;
- Developing/updating agreed response strategies and action plans for the Nutrition Cluster and ensuring that these are adequately reflected in the overall country strategies, such as the Common Humanitarian Action Plan (CHAP) an integral component of the CAP process.
- Drawing lessons learned from past activities and revising strategies and action plans accordingly;
- Developing an exit, or transition, strategy for the cluster.
4.Monitoring and reporting:
- Specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards (mentioned in point 4).
- Ensure regular reporting against the Nutrition Cluster indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of the Nutrition Cluster in closing gaps and measuring impact of interventions.
5.Application of standards:
- Ensure that Nutrition Cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law;
- Ensure that the Nutrition Cluster responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
6.Advocacy and resource mobilization:
- Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinators and other actors;
- Advocate for donors to fund cluster participants to carry out priority activities in the sector concerned, while at the same time encouraging cluster participants to mobilize resources for their activities through the usual channels.
- Act as the focal point for reviewing and ensuring quality control for all the Nutrition Cluster project submitted for Flash Appeal, CERF and other funding mechanisms
7.Training and capacity building of national/local authorities and civil society:
- Promote and support training of the Nutrition Cluster partners personnel and build the capacity of all the Nutrition partners based on the mapping and understanding of available capacity; - Support efforts to strengthen the capacity of the national/local authorities and civil society.
8.Acting as Provider of last resort:
- As agreed by the IASC Principals, the Nutrition Cluster lead agency is responsible for acting as the provider of last resort to meet agreed priority needs and will be supported by the HC in their resource mobilization efforts in this regard;
- Under the principal of the Provider of last resort, the Nutrition Cluster Coordinator will liaise with the Cluster Lead Agency UNICEF to ensure that gaps are filled
Qualifications of Successful Candidate Education:
- Advanced university degree in Health, in Human Nutrition preferably with corresponding degree in Public Health, Food Security, Medicine or other related field.
A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience:
- A minimum of 5 years experience with either the UN and/or NGO
- Recent experience in Nutrition in Emergency programmes including, but not limited to Malnutrition, Micronutrients, Supplementation, and SMART survey methodology.
- Knowledge of the Inter-Agency Standing Committee and the cluster approach either through training or practical experience.
- Experience on emergency response and programme coordination.
- Experience working with government agencies, local authorities, international organizations, NGOs and communities in the field of Nutrition in emergency context.
- Field work experience. Language Proficiency:
- Fluency in French and English required.
- Knowledge of the local working language of the duty station is an asset.

Organizational Setting and Reporting
This position is located in the Procurement Section of the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The incumbent will report and will be under the supervision of the Deputy Director of Mission Support in charge of Supply Chain Management.
Responsibilities
Within delegated authority and depending on location, the Chief Procurement Officer is responsible for the following duties:
Plans, develops and manages the procurement activities of the Procurement Section involving multi-million dollar expenditures for worldwide procurement of a broad range of commodities and services.
Serves as principal advisor to senior officials; provides authoritative technical and policy advice and support on all aspects of procurement;

Education

Work Experience
A minimum of ten years of progressively responsible experience in procurement, or related functions such as contracting, logistics and/or supply chain management in multicultural institutions is required, of which at least five years should be directly related to first hand purchasing experience at the international level. Experience in the implementation and use of eCommerce tools such as eSourcing, eProcurement, eCatalogs, eInvoicing is desirable. Global Procurement experience at senior management level in private sector multinational companies is desirable. Work experience on at least two continents is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Sous la coordination et supervision directe du Coordonnateur du projet, le (la) Volontaire Coordonnateur en réintégration et développement communautaire est chargé (e) de l'exécution pertinente, efficace, opportune et transparente des projets d'appui aux communautés. Il (elle) collabore étroitement avec l’équipe du programme en vue d’assurer une performance de qualité. A ce titre, il (elle) assume les responsabilités et fonctions suivantes: 
  • Assurer la coordination institutionnelle entre le projet, les autorités locales, les partenaires et les groupes cibles au niveau des zones et des communes du projet ;Contribuer à la mise en place et à l’animation de réseaux de partenaires et projets en vue de la résolution des conflits au niveau local (ONG, associations, système des Nations Unies, secteur privé, organisations traditionnelles, etc.);
  • Assurer un encadrement et un appui continu aux partenaires en gestion de projet (conception, planification, exécution, suivi et évaluation);
  • Développer des outils de gestion de projet avec et pour les partenaires, et former les personnes concernées à leur utilisation;
  • Mettre en place un programme régulier de consultation avec les groupes cibles afin de permettre un bon suivi des activités sur le terrain (organisation d’ateliers, enquêtes socio-économiques, études de faisabilité des unités socio-économiques, consultations communautaires);
  • Concevoir des rapports techniques et fiches de situation concernant les activités du projet sur le terrain;
  • Maintenir à jour une base de données sur les jeunes bénéficiant d’un appui financier du programme;
  • Aider à l’analyse et à la programmation des tâches de développement local dans le cadre du programme;
  • Aider à l’analyse des dossiers de projets du programme et participer à l’identification des besoins  communautaires;
  • Procéder à l’identification des groupements existants viables dans lesquels les  plus vulnérables pourront s’intégrer pour être encadrés;
  • Promouvoir au sein des groupements identifiés l’esprit associatif, l’autopromotion et le développement des initiatives de base;
  • Apporter un appui dans le renforcement de la chaîne de solidarité communautaire incluant les jeunes à tous les niveaux;
  • Organiser des visites d’échange d’expérience entre populations;
  • Initier au sein des populations cibles des actions de dialogue et de cohésion sociale;
  • Analyser de façon particulière lors de l’étude des propositions et des visites de terrain, les aspects communautaires, associatifs et participatifs des projets;
  • Appuyer les partenaires dans l’élaboration des stratégies de développement communautaire et participatif et dans le processus de mise en œuvre de celles-ci;
  • Produire les rapports de visites de terrain et de rencontres avec les partenaires;
  • Participer à l’organisation des rencontres avec les partenaires dans le cadre du processus de développement des projets communautaires;
  • Participer à des visites de suivi des projets afin de tirer des leçons nécessaires au développement des projets;
  • Aider à constituer les dossiers à soumettre au comité technique de suivi au niveau central;
  • Appuyer le comité technique de suivi au niveau communal  dans les études de projets;
  • Participer à l’élaboration des rapports périodiques, aux évaluations et préparer les éléments nécessaires se rapportant à toutes tâches spécialisées;
  • Exercer toute autre fonction en rapport avec le programme selon les besoins.
En plus de ce qui précède, les Volontaires de l’ONU sont encouragés à intégrer le mandat du Programme VNU  dans leurs affectations et à promouvoir le bénévolat à travers l’implication des communautés (tant au niveau urbain que rural) pendant leurs activités. Dans ce sens, le (la) Volontaire de l’ONU devrait dévouer une partie de sa semaine, toujours dans le cadre de son affectation, pour: 

Renforcer ses connaissances et compréhension de l’impact potentiel du volontariat au sein des communautés, à travers: 
  • La recherche dans le domaine d’affectation;
  • La connaissance des organisations communautaires à but non-lucratif du milieu, tout en développant et en appliquant des méthodes traditionnelles de mobilisation et engagement communautaire;
  • Des activités de plaidoyer afin de promouvoir la connaissance de mécanismes par lesquels les citoyens mobilisent les communautés;
  • L’encouragement des individus à se porter volontaires pour renforcer leurs communautés;
  • Bâtir des relations avec des nombreuses organisations locales (publiques et privées), groupes et individus; participer dans des initiatives communautaires et assister dans la publication de leurs histoires dans le site WorldVolunteerWeb.org;
  • Encourager, mobiliser and appuyer les collègues et d’autres Volontaires de l’ONU à mieux comprendre les liens entre leur domaine d’affectation et le volontariat;
  • Faire le suivi de l’impact de l’engagement volontaire des jeunes au niveau communautaire;
  • Contribuer à la rédaction d’articles sur les expériences de terrain à soumettre pour la publication de la part du Programme VNU (site web, bulletin et notes de presse, etc.);
  • Contribuer au Programme d’accueil des Volontaires de l’ONU nouvellement arrivés dans le pays d’affectation;
  • Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.

Planification et organisation:
  • Faire preuve d'une capacité de conception, d’organisation et de planification des activités programmées par le programme dans le domaine du relèvement communautaire.

Education:
  • Au minimum, diplôme de licence universitaire en développement international, sciences politiques, sciences économiques et sociales, ou toute autre discipline équivalente.
Experience:
  • Expérience pertinente d'au moins deux ans en gestion de programmes de développement communautaire;
  • Maîtrise de la gestion du cycle des projets de développement et de la méthode de programmation axée sur les résultats;
  • Expérience antérieure de travail de la zone d’affectation et/ou bonne connaissance de celle-ci serait un atout.
Langages:
  • Parler le français et au moins une langue locale de la zone d’affectation.
Conditions de vie:

La région de Gao se relève d’une période de crise et la situation sécuritaire y demeure très volatile. En conséquence, les conditions de vie et de travail y sont difficiles et sont soumises au respect strict des mesures et recommandations sécuritaires émises par les agents de la sécurité du système des Nations Unies. La région est connue également pour connaître des conditions climatiques extrêmes.

La certification en cours de sécurité est mandataire avant toute affectation et le Programme VNU facilitera l’inscription du volontaire aux séances de formation délivrées par le Département de la sécurité et de la sûreté des Nations Unies (UNDSS).

Conditions de Service:

Contrat d’une durée de 12 mois avec possibilité d’extension en fonction des besoins du projet, de la disponibilité de fonds et des performances du volontaire. Background
Le programme conjoint « Jeunesse et Résilience » aura pour objectif de renforcer la résilience des jeunes, en particulier les personnes vulnérables (femmes, enfants, déplacés, exclus),et de soutenir les politiques et initiatives favorisant la création d'opportunités économiques.
