OBJECTIVES OF THE PROGRAMME :
WHO is the global cluster lead for health, the cluster unit within the WHO country office works to strengthen coordination, partnership, accountability and responsibility among health sector partners, and to mitigate gaps and reduce overlaps in partner activities.
Key cluster functions involve organizing and participating in inter-cluster joint needs assessment and disseminating analyzed reports. Develop the sector plan and ensure application of national standards and guidelines. The Cluster Unit is also tasked to lead work planning and fundraising activities for the sector/cluster, including development of and reporting on the UN & Partners Work Plan, facilitation of the Common Humanitarian Fund (CHF) and Central Emergency Reserve (CERF) allocations.
The Cluster endeavours to develop the capacity of national and international humanitarian partners on evidence-based emergency preparedness and response.
Purpose of the Post:
To provide technical assistance in the area of monitoring and reporting (M&R) on the use of Sudan Common Humanitarian Fund (CHF) by recipients in the health sector.
Organizational Context:
Under the direct supervision of the Health Cluster Coordinator (HCC) and in close collaboration with the CHF Monitoring Team Leader and overall guidance of the WHO Representative, the incumbent is expected to travel extensively to deep field locations to monitor CHF and CERF recipient projects.
Description of duties:
The incumbent will perform the following duties:
  • Contribute to the monitoring and reporting on the use and performance of the Health Sector in relation to CHF Sudan and CERF allocations aiming to document best practice.
  • Provide guidance and support to Health sector/cluster lead and participating organizations to ensure quality standards and consistency, and timely submission of reports on project performance for CHF funded activities.
  • Synthesize and analyze data for summary and thematic reports on M&R findings.
  • Provide support and promote the use of Health sector data standards and act as a technical focal point to recipient projects.
  • Collect and analyze the Health sector CHF-related data for communications and decision making purposes. Identify reasons for divergence from the targets and recommend necessary actions.
  • Conduct CHF field monitoring visits in accordance with the CHF monitoring plan, as well as timely submission of monitoring reports.
  • Coordinate, develop and facilitate training materials/presentations for capacity building of M&R staff of health partners.
  • Analyze, prepare and disseminate quarterly reports and maps using HeRAMS.
  • Support Health sector lead during the standard allocation round process as well as in the CHF prioritization process.
  • Participate in Technical Review Groups for the Health sector. Provide advice to the Sector in preparation of sector defense to the CHF Advisory Board including preview and quality control of sector defense materials.
  • Support the quarterly Work Plan reporting cycle and act as the Health sector monitoring focal point for EHA program Work Plan.
  • Prepare and implement with the Health Sector Lead a monitoring plan that includes the non-CHF projects to build a comprehensive and strategic overview of all health activities/projects.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Medicine.
Desirable: Master's degree in Public Health or related field.

Experience:
Essential:
  • At least 2 years' experience in monitoring, reporting and evaluation, and in humanitarian affairs, emergency preparedness, crises/emergency relief management or any other related area.
Desirable:
  • Experience working with UN organizations or NGOs.
Languages:
  • Excellent knowledge of English and the local language.
