• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." • Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Org. Setting and Reporting
This position is located within the AU/UN Hybrid Operation in Darfur (UNAMID). The incumbent will report to the Chief Aviation Officer.
Responsibilities
Within delegated authority, the Air Operations Officer will be responsible for the following duties: 

• Monitors air operations activities and ensures that they are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO, IATA and the host country's Aeronautical Information Publications (AIPs). 
• Determines the most suitable air asset to be utilized in terms of cost, safety and efficiency. 
• Reviews all operational and logistical mission flight requests. 
• Manages special mission and VIP flight requests and manifests. 
• Reviews, plans and coordinates daily projected task orders and air support requirements. 
• Prepares and publishes mission materials, flight schedules, air task orders and issues them to flight crews 
• Develops and implements aviation standard operating procedures (SOPs) in compliance with the DPKO Aviation Manual, ICAO, IATA and the host country's AIPs. 
• Ensures that flight crews are briefed and conversant with UN policies, flight safety procedures and latest applicable aviation standard requirements. 
• Ensures that appropriate reference documents are readily available and accessible to all flight crew members and aviation personnel. 
• Coordinates integrated Search and Rescue air operations. 
• Coordinates weather observation, forecasting development and dissemination of weather information. 
• Manages daily flight operations through Flight Following. 
• Liaises closely with other Sections, international organizations/agencies concerning aviation movement matters. 
• Prepares inputs, data and estimates for budget reporting and planning purposes. 
• Acts for the Chief Aviation Officer in his/her absence when required. 
• Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in Aviation Management, Aerospace/Aeronautical Engineering, Air Transportation Management or Air Traffic Control, or graduation from equivalent military establishment, is required. Training as a Commercial Pilot, or Air Crew, or Aeronautical Engineer, or Air Traffic Controller, or Flight Dispatcher, or equal military certification, is required. A first-level university degree with a relevant combination of education, professional training, certification in air transport, and 2 additional years of experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
At least 5 years of progressively responsible experience, with at least 2 years at the international level on a position directly related to coordination of complex air transport operations. Experience monitoring short-term air charter operations is required. Knowledge of UN financial rules and regulations is desirable. Experience working in a UN organization, peacekeeping or other field operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment

Responsibilities

Background Information and Project Objectives
Since 2011, hundreds of asylum-seekers and refugees have been abducted in Sudan and held for ransom and/or trafficked into slavery-like practices en route to Europe and beyond. They are abducted as they enter Eastern Sudan, or are taken by force from areas in and around Shagarab refugee camp, where the new arrivals are hosted. Having been misled by smugglers, others fall victim to traffickers when travelling from the East of the country to Khartoum in search of positive alternatives to the refugee camp context, or while trying to leave Sudan. Those subjected to kidnapping and trafficking face extortion and severe sexual and physical violence. In response to this problem, from August 2012 to September 2013, UNHCR and IOM jointly implemented a project to enhance the protection of refugees, asylum-seekers and migrants at risk of abuse by smugglers and traffickers on the way into, through and out of Sudan. To build on the positive results of the above-mentioned project and ensure sustainability, UNHCR and IOM have developed a joint strategy, which aims at assisting the Government of Sudan to address the phenomenon of human trafficking, kidnapping and smuggling of persons, enhance the protection of victims, and identify solutions.
Responsibilities
Under the supervision of the Senior Protection Officer, the Counter Trafficking Consultant/ Project Coordinator will manage the project team in Kassala and Khartoum, East Sudan and work in close coordination with colleagues from the protection units in Kassala and Khartoum. The project team is composed of the project coordinator, a psychologist, a project assistant, and interpreter and a caseworker. S/he will also work closely with IOM staff members in Khartoum in the implementation of joint activities.
The Counter Trafficking Consultant/ Project Coordinator will coordinate activities in the East of Sudan and Khartoum. S/he will work with support from a national project assistant to implement activities in the refugee camps, urban centres and host communities. S/he will also work closely with the Sudanese Commissioner for Refugees (COR) and other relevant authorities. The Counter Trafficking Consultant/ Project Coordinator will be responsible for the following:
  • Manage all aspects of the counter-trafficking strategy, including supervising staff, managing the budget, drafting strategy documents, reporting to donors and fundraising.
  • Monitor and report on all activities implemented under the Strategy in the East and Khartoum.
  • Liaise and lobby with police, immigration and other relevant actors to increase the protection of refugees against trafficking , including though improved coordination mechanisms.
  • Ensure the implementation of measures to improve security in the camps and the border area.
  • Organise capacity building training workshops for local authorities and partners, on refugee law and human trafficking.
  • In collaboration with the protection team, identify and counsel trafficking survivors; refer cases for provision of assistance and protection.
  • Engage with the refugee and host communities to increase their participation in countertrafficking initiatives.
  • Support the establishment and management of safe houses for victims of kidnapping and trafficking.
  • Prepare and coordinate information sessions and wide ranging awareness raising campaigns on the risks of kidnapping and trafficking.
  • Coordinate activities with IOM, UN agencies and Sudanese security actors.
Requirements
  • Post graduate qualification in Refugee studies, Migration studies, International Humanitarian Law, or other relevant qualification.
  • At least three years of relevant field experience, including direct working experience with survivors of SGBV or trauma, asylum seekers and refugees.
  • Sound interviewing and reporting skills.
  • Proven experience of coordinating emergency response or development initiatives, including the design and implementation of capacity building events for local authorities.
  • Previous experience of work or research in the Sudan and/or the region desirable.
  • Practical IT skills.
  • Fluency in written and spoken English.
  • Knowledge of spoken Arabic/Tigrinya desirable.

Background
The United Nation's Development Assistance Framework (UNDAF) for Sudan 2013 – 2016 states that in support of national priorities and the commitments of the Millennium Declaration and the MDGs ‘The United Nations System will work to address both ‘hard' and ‘soft' components of social cohesion, peace consolidation and peace dividends.' These will promote direct action that reduces and prevents the likelihood of violent conflict at the community level, as well as indirect action that creates and enabling environment for peace consolidation. Overall, therefore, attention will be given to strengthening the infrastructure for peace, aiming at strengthening national processes, policies and institutions. In this regard, the United Nations System will work to strengthen the capacities of peace building institutions and support multi-level, formal and community-based peace processes and initiatives, including with regard to resource-related dispute management.
The UNDP Country Programme Document (2013 – 2016) places particular focus on the delivery of ‘specific results in capacity development of the Government and local communities in conflict management, peacebuilding and evidence-based recovery and development planning at state and locality levels. This will be done, for example, by supporting reinstatement of community-level conflict resolution mechanisms, including traditional structures and local peace councils. The role of women in peacebuilding and conflict resolution will particularly be promoted. UNDP also will support national partners to mitigate immediate and emergent 'flashpoint' conflicts through preventive initiatives and inclusive local peace processes that involve representatives of needy groups… [Further,] UNDP will support delivery of tangible peace dividends among communities through grants for small community improvement projects.' To this end, UNDP is extending the Joint Conflict Reduction Programme's operations for 18 months.
The revised Joint Conflict Reduction Programme, jointly implemented with IOM, will focus on five main outputs across the three Kordofan states, Abyei Area, East Darfur and Blue Nile:
  • Government and community-led peace building initiatives supported to promote stability, inter communal reconciliation and peaceful coexistence;
  • Current and future local flashpoint conflicts are mitigated through inclusive peace processes;
  • Local stakeholders are linked to relevant high-level peace processes through dialogue and dissemination of information. Community infrastructure and productive assets that sustain social stability, community security and resilience to crisis delivered;
  • Targeted initiatives are delivered to support community resilience to state-wide conflicts.
Duties and Responsibilities
Under the supervision of the JCRP Program Manager in close coordination with the CPRU Project Specialist, the Project Specialist leads on the ground implementation of JCRP in the Abyei Area. S/he will act under the guidance of UNDP Senior Management and in close coordination with a UNDP CPRU Programme Officer and the JCRP Program Manager, to refer major executive project decisions to the Project Executive Board.
Project management:
  • To supervise the planning, implementation and monitoring of ongoing JCRP activities in the Abyei Area

Background
In Sudan, a protracted crisis, every programme interventions from humanitarian to recovery should ensure early recovery principles so that it will link humanitarian work to the development agenda and development structures. To find genuine solutions that end dependency on humanitarian aid and advance human development, particularly solutions to displacement problems in Sudan, UNDP has project portfolios for reintegration of IDPs and recovery contributing to outcome 8 of the United Nations Development Assistance Framework (UNDFA) 2013-2016 - Peace dividends are delivered for sustainable return, reintegration and recovery - as well as UNDP's Country Programme Document (CPD) 2013-2016 Output 8.1: IDPs, refugees and their host communities gain access basic services and sustainable livelihoods.
As a part of the Humanitarian Coordination Structure in Sudan, a new sector to focus more attention on governance (planning capacities largely), infrastructure (transport related largely), and economic recovery was established in 2012 (Governance, Infrastructure and Economic Recovery Sector). The sector will, as the name suggests, concentrate on issues related to strengthening the governance structures (national and local) to plan for sustainable return, particularly in urban areas (governance and planning), and supporting the reinvigoration of markets and supporting the development of appropriate skills and provision of assets for vulnerable individuals, to become employable and benefit from re-invigorated market opportunities (economic recovery). The overall objective of the GIER Sector is to address recovery-related gaps in the current context of Sudan that do not fall within an existing sector. As such the Sector will complement the current Humanitarian coordination structure in Sudan.
Programme Specialist will focus on supporting UNDP Country Office's projects relating to post-crisis reintegration and recovery (UNDAF outcome 8 and UNDP CPAP 8.1) and play the role of the sector lead of the GIER sector in supporting to the Head of Crisis Prevention and Recovery Unit.
Duties and Responsibilities
Under the direct supervision of the Head of the Crisis Prevention and Recovery Unit, the programme specialist will work as the GIER Sector coordinator and manage UNDP project portfolios for reintegration, recovery and livelihoods focusing on the following results.
Summary of Key Functions:
  • Implementation of programme strategies;
  • Management of the CPRU programmes focusing on reintegration, recovery and livelihoods;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy ;
  • Provision of top quality advisory services to the Government and facilitation of knowledge building and management;
  • Management of the GIER Sector building on national capacity and ensuring participation of stakeholders (e.g. National and International NGOs, UN agencies, Development Partners) working in the thematic areas covered by the Sector.
Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
  • Analysis and synthesis of proposals on the areas for support and interventions within the Crises Prevention and Recovery (CPR) thematic area relating to post-crisis recovery.
Participates in effective management of the CO programmewithin the CPR area (reintegration, recovery and livelihoods) focusing on quality control from formulation to implementation of the country programme achieving the following results:
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP's priorities into local interventions;
  • Initiation of a project, presentation of the project to LPAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects;
  • Preparation of inputs for reporting, including donor reporting;
  • Support of any additional tasks as requested by the supervisor.
Supports creation of strategic partnerships and implementation of the resource mobilization strategyfocusing on achievement of the following results:
  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation;identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Creation and coordination of partnerships with the UN Agencies, IFI's, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.
  • Manage the GIER Sector building on national capacity and ensuring participation of stakeholders (e.g. National and International NGOs, UN agencies, Development Partners) working in the thematic areas covered by the Sector;
  • Establish and maintain an appropriate humanitarian coordination mechanism for the thematic areas covered by the GIER sector, ideally with a government co-lead;
  • Ensure participation by a wide array of humanitarian actors engaged in the response in Darfur (INGOs, ICRC, national NGOs, UN agencies);
  • Secure commitment from sector members to collect information on needs related to governance (planning), infrastructure, and economic recovery, and ensure the response activities are distributed according to needs, and do not overlap;
  • Ensure that humanitarian response in the GIER areas build on local capacities – state authorities, local civil society, and communities;
  • Ensure local communities are as engaged as possible in assessments, provide feedback, and projects are responsive to the feedback (accountability to affected populations);
  • Ensure that project interventions in the GIER sector take cross-cutting issues into account, including age diversity, gender, disability, HIV/AIDS and human rights. Information should be disaggregated to illustrate how projects address and respond to age categorisation, gender disparity, disability etc.;
  • Lead sector members in humanitarian planning and strategy development. This will include providing information on the Humanitarian Workplan process; the Mid-Year Review; humanitarian financing opportunities;
  • Develop in an inclusive manner, monitoring and reporting guidelines, including baselines and indicators to measure humanitarian response, progress and impact. Reporting should reflect age and sex disaggregation if possible;
  • Engage with donors on behalf of sector members to mobilise resources for project implementation.
Impact of Results
The key results have an impact on the success of management of the GIER sector as well as UNDP country programme within the CPR particularly reintegration, recovery and livelihood (UNDAF outcome 8 and CPAP 8.1). The key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets both for the GIER sector and UNDP project portfolio in charge.
