Position Title: Information Management Officer

Context:
Under the direct supervision of the Chief of Mission (CoM), the Information Management Officer is responsible for overseeing all aspects and functions of the Information Management Systems Unit and Information Technology Unit (IT) including the implementation of Displacement Tracking and various activities or projects which may develop within the Data Management Unit (DMU).
Core Functions / Responsibilities:
  1. Oversee and manage the IT Staff in IOM Damascus and ensure proper implementation of ITC polices and standard.
  2. Identify, recommend, develop, implement, and support technology solutions.
  3. Review and approve the technical specification of all related ITC equipment and services provision to meet IOM ITC standard and end user's needs.
  4. Establishment of the Information Management Systems Unit in IOM Damascus, by recruiting, training and supervision of the unit's staff. Train and support field works related to survey and assessment; database assistants in the use, maintenance and support of database system.
  5. Coordinate effective Displacement Tracking projects implementation; ensure regular monitoring as per agreed timelines; prepare project status and progress reports.
  6. Establish and maintain strong partnerships and regular liaison with implementing partners including Ministry of Social Affairs (MOSA), Syrian Arab Red Crescent (SARC) and national researcher centre.
  7. Coordinate with relevant authorities, United Nations (UN) agencies, NonGovernmental Organization's (NGOs) and other stakeholders on issues related to Displacement Tracking Matrix (DTM) program operations.
  8. Coordinate the implementation of the Displacement Tracking Matrix (DTM) capacity building activates for national authorities and other National Partners.
  9. Assist and promote the use of Geographic Information Systems (GIS) mapping by ensuring data collection has relevance to GIS coding.
  10. Plan, design and implement mission's Information Management Systems and reporting tools.
  11. Coordinate the development and enhancement of the integrated methodology for data collection and information packaging as required and needed by Programs.
  12. Ensure the streamlined operation of the IT Department in alignment with the IOM ITC standards and business objectives of the mission.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Computer Sciences, System Engineering or related field;
  • five years of relevant professional experience (or seven years for candidates with first level university degree) in emergency response in the field, Data Management or Information management, crisis, post conflict and other displacement situations;
  • good understanding and respect of IOM's data protection guidelines;
  • good knowledge of Relational Database Management System (RDBMS), Software development tools, MS Office;
  • working experience in Syria or in the region is an advantage.
  • Languages Fluency in English is required. Working knowledge of Arabic or other local languages an advantage.
