Merlin in the Union of Myanmar Merlin established an organisational presence in Myanmar in 2004, operating under a Memorandum of Understanding with the Ministry of Health. Merlin implements programmes in the Delta region, in Shan State and in Chin State and Sagaing Region with a country head office in Yangon. Merlin works with remote and isolated communities or communities affected by disasters and over the years Merlin has trained volunteer health workers and village health committees on the topics of TB, Malaria, Sanitation and Hygiene Promotion (WASH) and Maternal and child health in order to improve access to basic health care. All of these are carried out as community based activities where improving access to health care and changing behaviour patterns operate side by side. Altogether Merlin supports over 1400 community volunteers in around 1200 villages across 7 Townships: Homalin, Tamu and Kalay in Sagaing; Hakha and Thantlaing in Chin; Laputta Township in Ayerwaddy Division; Kutkai in Shan State.
Merlin in Laputta project site In the Delta, Merlin will continue implementation of its Laputta programme with a focus on ensuring the institutionalisation of programme actions within public health and other township systems and structures with the aim of phasing-out support by early 2015. On January 1 2013, the Merlin Laputta project, formerly under Joint Initiative of Maternal, Neonatal and Child Health (MNCH) transitioned to the 3 MDG Fund. Under the 3MDG Fund the township will be supported to provide:
  • continued delivery of MNCH results for women and children in all townships
  • the development of a well-managed strategy to ensure longer term sustainability of outputs and outcomes beyond the programme duration
  • the capture of lessons learnt across the townships to provide continued momentum in policy engagement in delivery of MNCH results In the period 2012-2015, Merlin Laputta will work in new and exciting areas of programme development and implementation which will focus on institutional development, governance and accountability issues. During the first 6 months under the 3MDG Fund the Delta townships are preparing joint plans and processes to ensure that they are in a position to deliver on the stated outcomes during the remainder of the programme period. To support this process, workshops are being held at national, regional and township levels to engage and inform all key stakeholders at all levels.
General description of the role
Responsible of all procurements of Laputta field project, in compliance with Merlin procurement protocols and procedures, Ensure that site objectives are achieved in collaboration with the project team

Specific roles and responsibilities
  • Responsible for local procurement in respect of Merlin procedure including quotations Establish and maintain a logs filing system to include all local procurement files in paper and in computer file (soft and hard copies) Establishing SR for procurement outside Laputta Following the procurement outside Laputta by regular contacts with Yangon logs department Maintain and update suppliers list for locally procured supplies and materials Maintain high levels of coordination with other project operating departments to ensure the supportive provision of supplies and materials needed for project implementation Attend to requests for supplies and materials in a manner timely and appropriate. Ensure the tasks of the Laputta Logistician are duly supported in case of leave or in case of extra work Ensure the tasks of the Laputta Security Officer are duly supported in case of leave or in case of extra work.

  • Provide advice to line manager regarding procurement and logistics issues for further improvement.
  • Able to go to the field and/or work overtime if and when necessary
  • Other duties may be necessary from time to time on an occasional basis.
Person Specification Essential Qualification and knowledge:
  • Bachelor Degree holder (preferable with related specialization) Experience:
  • Minimum of 3 years experience in logistics/supply chain management Skills:
  • Fluent written and oral communication skill in both Myanmar and English
  • A good team player; with co-operative spirit, ability to work independently to a high professional standards
  • Strong ability prioritize workloads, able to work under, stressful conditions, and within timeframe(s), strong initiative
  • Good level in MS application (Word, Excel, power point, internet/email, etc.) Desired
  • Experience with UN/INGOs/NGOs in procurement related field would be an asset
  • Good knowledge of Yangon area and market condition
