II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the joint direct supervision of the Head of Sub-office and National Health Coordinator, with guidance from the Programme Manager – Migration Health, and in collaboration with Senior Programme Associates, Admin/Finance, and programme staff from other units the incumbent will be responsible for the planning and management of the health programme in Kayin State, coordinating partners, data and staff management, visibility, and reporting.
III. RESPONSIBILITIES AND ACCOUNTABILITIES 1) Assisting the Head of Sub-office in managing the IOM Myawaddy suboffice
  • Support the supervision of health staff in undertaking their functions, including performance evaluation, and identify areas for staff development. Become familiar with IOM's approach to migration management, globally and in Myanmar, with specific reference to Kayin State and areas for potential integration of health within migrant protection, trafficking in persons, and promoting safe migration. Liaise with government counterparts for gaining travel authorization for international staff and for any cross-border functions coordinated by 1
governments.
  • Establish and maintain regular formal and informal contact with local authorities, national and international agencies (e.g. NGO, INGO), and other stakeholders. Learn about the priorities and gaps in Kayin State and identify areas where IOM can provide support through existing activities or by mobilizing additional resources.
2) Managing implementation, supervision, and coordination of medical activities
  • Oversee scale-up of the health programme in Kayin State, including HIV, tuberculosis, and malaria clinical and community-based activities Supervise staff in malaria, HIV, and TB diagnosis, care and support activities, including malaria RDT, HIV counselling and home-based care, and TB community-based sputum collection points. 3) Supervising and monitoring community-based activities
Provide supportive supervision and coordinate monthly planning of Community Project Assistants (CPA). Monitor activities of Community Mobility Working Group prevention and support funds, and submit proposals through Head of Sub-office for budget-related decisions.
4) Supervising behavioural and social change communication activities
  • Provide supportive supervision to strengthen methodologies in health education and social change communication aspects of the programme, including identification and addressing underlying determinants of health. Collect existing health education materials, with a particular emphasis on their link to mobility/migration, produced in both Myanmar and in Thailand; tailor content to local needs.
5) Data collection, programme surveillance, data analysis, and reporting
  • Compile and maintain a file of official and NGO health data in Kayin State and neighbouring Tak Province to assist in gap analysis, planning, and resource mobilization. Maintain a database of international partners active in health and nonhealth sectors in Kayin State and neighbouring Tak Province of Thailand, indicating thematic area, locations, and donors.
6) Project monitoring, reporting, and programme development
  • Oversee data management, entry, and validation processes per monthly reporting cycle, and assist in donor reporting. Utilize programme data to monitor activities and outputs vs. set targets,
outputs achieved by individual staff, and epidemiological trends.

Technical

V. EDUCATION AND EXPERIENCE
Myanmar national and advanced university degree in Nursing, Public Health or Medicine (must have a valid license to practice). Strong programme management skills are necessary, demonstrated by at least 5 years work experience managing health related projects for international organizations or INGO. Demonstrated experience in delivering training and directly managing social change communication and behaviour change communication, health communication, and/or participatory action and research methodologies. Capacity to work independently; sensitivity to participatory approach, gender issues; personal commitment; leadership capacity; analysis skills; efficiency and flexibility. Excellent interpersonal, communication, negotiation, and presentation skills.
VI. LANGUAGES Required
  • Good written and spoken English and Myanmar
Advantageous
  • Speaking Kayin and/or Mon would be an advantage.
