Background
The Programme Analyst on Youth Reproductive Health and HIV is located in UNFPA Country Office (CO) and reports to the UNFPA Assistant  Representative.
The Programme Analyst substantively contributes to the effective management of UNFPA activities in the areas of youth sexual and reproductive health (SRH), HIV and addressing SRH in emergency situations. S/he analyses and assesses relevant population, reproductive health, family planning and social trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and proposes development of enhancements if necessary.
Duties and Responsibilities
  • Participates in the identification and formulation of the country programme and component projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafts project documents and work plans and prepares tables and statistical data, focusing on youth sexual and reproductive health (SRH), HIV and addressing SRH in emergency situations.
  • Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
  • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
  • Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events. Establishes and maintains network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events.
  • Analyzes and interprets the political, social and economic environment relevant to population and development, reproductive health and gender, and identifies opportunities for UNFPA assistance and intervention, focusing on youth sexual and reproductive health (SRH), HIV and addressing SRH in emergency situations. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
The Programme Analyst facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues.  S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. S/he is a substantive contributor to the programme team in the Country Office.
The Programme Analyst maintains collaborative relationships with all programme and project staff at the CO. Internal contacts include the Assistant Representative, the CO’s programme/ technical team and Admin/Fin staff. External contacts include other UN agencies in the country and national counterparts in Country programme activities, relevant UNFPA staff in other offices in UNFPA.

Languages: Fluency in English is required.

Background
The consultancy is planned within the 2nd phase of the Municipal Training System (MTS II) Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity training strategies 2011 - 2015. The project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.
Local development strategies in Bosnia and Herzegovina identify potential investment needs and place a strong emphasis on undertaking investment planning processes and promotion of investment potentials. While many local governments have conducted socio-economic analysis and identified some of their comparative advantages the vast majority continue to struggle with attracting foreign investments. Previously, the UNDP MTS project provided basic courses on business enabling environment and promotion of investment potentials and their participants expressed strong need for a complex but practical training programme on local investment planning and promotion of investment potentials that would integrate a step-by-step approach with key practical tools.
MTS project is an integral pillar of the UNDP Local Governance Programme, which aims to contribute to improvement of governance, focusing on advancing local government know-how so as to better position local authorities to tackle and overcome development challenges, whilst improving citizens services. The MTS II is a UNDP-managed project, funded primarily by the Swedish International Development Cooperation Agency (Sida) and implemented in partnership with the BiH Ministry of Justice, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government, the entity Civil Service Agencies and entity Associations of Municipalities and Cities.
The overall purpose of the consultancy is to provide a detailed Terms of Reference for the Design and Delivery of a Comprehensive Training Programme on Municipal Investment Planning. The terms of reference will enable UNDP MTS II to issue a call for proposals and subsequently select the service provider to prepare and deliver a training programme for local government employees. The assignment is part of the Local Government Training System in Bosnia and Herzegovina and aims at increasing capacities of local governments to prepare solid investments plans.
The primary focus of the consultancy is to provide a detailed Terms of Reference outlining necessary qualifications and experience of potential offerers (companies which would bid for design and delivery of comprehensive training programme) and tasks and deliverables that the selected provider is expected to provide. Duties and Responsibilities
Pursuant to achieving strategic priorities within the entity Training Strategies and responding to the priority training needs identified by annual surveys among BiH local governments, this service will focus on the first phase of preparation of a complex and practical training programme on local governments' investment planning. i.e. preparation of a ToR for a call for proposals.
The consultancy is organised as follows:
  1. Consultations with UNDP MTS II project team Initially, the Consultant shall consult with the UNDP MTS II project team to define the exact requirements of the assignment, meaning the scope of terms of reference for the design and delivery of training programme on local governments' investment planning. The UNDP MTS II project team shall provide necessary information related to the background of the assignment, methodology to be followed when developing a training programme for local government, target groups, etc. The Consultant may also be asked to discuss the terms of reference with an interested local stakeholder. The consultant's work will be coordinated and directly supervised by a designated UNDP MTS II project team member.
  2. Preparation and submission of a detailed terms of reference Following consultations with the UNDP MTS II project team, the Consultant shall prepare and deliver the terms of reference for design and delivery of a comprehensive training programme on local governments' investment planning, detailing the following:
  • requirements for potential offerers: including type of expertise, number and profile of necessary experts for design and delivery of training, number and type of previous assignments in similar field which would guarantee necessary competence and quality;
  • background information on the local government needs and tentative areas that the future training should focus on;
  • description of tasks and deliverables that the selected provider is expected to provide (including but not limited to: needs assessment to identify specific training topics and appropriate methodologies, training curriculum and appropriate materials and practical tools, outline and number of training modules to be delivered etc.)
  • total number of working days and number of working days necessary for each of the envisaged tasks.
The final terms of reference to be submitted to the UNDP MTS II project team are to be in English language.

Background
Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual GHG emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; cooperate in the preparation of protection measures for areas exposed to drought and floods, as well as protection measures for water resources; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change.
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the SNC process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.The purpose of this project is to strengthen national capacities to integrate environmental and energy concerns into development plans at all levels and systems for effective implementation of the sectoral priorities.This will be achieved through assistance to Bosnia and Herzegovina in preparation and submission of its Second National Communication (SNC) to the CoP of the UNFCCC and enhancement of national capacities in field of climate change though the process. The SNC will be prepared and submitted to the UNFCCC in accordance with its commitments as a non-Annex 1 Party to the Convention (as mandated by Articles 4 and 12 of the UNFCCC). The project will also result in increased capacity to produce subsequent communications that meet all guidelines established by the CoP and that can serve as a source of information for national policies and measures in climate change and in key economic and social sectors. The overall objective of this assignment is to provide an updated chapter of National Circumstances in BiH that incorporates new socioeconomic data and strengthened relationships with statistical agencies and sectoral ministries that will support improved data flows in future. It will also result in the collection and compilation of updated information in other areas as requested by the CoP: education, training, public awareness, technology transfer, capacity needs, and research and systematic observation. In order to ensure that the results of the SNC will feed back into decision-making processes, key topics for policy papers will be identified and used as the basis for a series of high-level briefings with decision-makers and the donor community.
Duties and Responsibilities
The National Circumstances Data Collection Advisor should work in consultation with and under the guidance and supervision of the Project Manager (PM). Specifically, his\her responsibilities are but not limited to the following:
  • Monitors UNFCCC and CoP policies and guidance and advises the NC team accordingly;
  • Review existing and check for new information and developments in terms of sectoral strategies, demographic, socioeconomic data and other relevant information;
  • Finalize the national circumstances data of the NC along with the preparation for another NC's;
  • Contributes in preparation of materials for presentation of SNC findings at different events.

Background
The incumbent monitors and analyses domestic legislation and provides written and oral legal advice on various issues of draft and existing legislation, implementation regulatory frameworks and policy affecting the rule of law. Tasks and Responsibilities
  • Analyzes legal issues on the rule of law, as indicated by the relevant Head of Sections on criminal legislation ; Reviews domestic legislation and advises on compliance with international human rights standards;
  • Supervises and coordinates work of rule of law monitors on the monitoring of the justice sector (including war crimes trials) and other aspects of the legal system as well as analyzing human rights issues that arise therein; The incumbent might also assume other administrative duties, such as giving inputs for project proposals, preparing budget requests or providing feedback forms;
  • Contributes to analysis of rule of law issues in head office and field internal and external reports by conducting legal research and providing written explanations and/or by drafting internal or external reports;

Necessary Qualifications

Background
The Gender Unit (GU) is tasked to improve the adherence to principles of gender equality in Bosnia and Herzegovina (BiH), in line with the Mission's Gender Action Plan 2013-2015 and the 2004 OSCE Gender Action Plan. In particular, the GU focuses on implementation of the Mission's Gender Action Plan through following objectives: assisting BiH to meet its obligations in promoting gender equality, promoting gender equality and gender mainstreaming through the Mission's policies and management practices, as well as strengthening gender mainstreaming in the design and implementation of the Mission's programmes. The GU works closely with the responsible gender institutional mechanisms at all levels of government. The intern will assist GU with a number of activities. She/he will be primarily working on increasing the participation of women in public and political life, and on strengthening the capacity of domestic mechanisms to promote gender equality at all levels of government and to meet international obligations, including implementation of UNSCR 1325. The intern is expected to contribute to realization of Mission's promotional activities to highlight importance of gender equality and related issues.
Intern will be directly reporting to the National Programme Officer, Gender Issues and in the second instance, to the Senior Information and Coordination Officer.
Tasks and Responsibilities
  • Assist in carrying out and follow-up of all activities pertaining to the work on promotion of gender equality and women's empowerment within the Gender Unit through gender mainstreaming and gender specific programmes and projects;

The incumbent provides support and advice to the Project Manager(s) and the Department`s senior management on education related issues, and overall guidance to the field officers working on education. S/he is the focal point for all technical aspects and issues related to the management of the education activities.
Tasks and Responsibilities
  • Responsible for overseeing and coordinating the implementation of the Education project activities through day-to-day management of the specialist programme officers in Head Office;

Under the direct supervision of the Head of Human Rights, the NPO Works closely with the BiH Ombudsman, with the ultimate aim of making this institution more visible, efficient and self-sustainable. He/she will maintain very regular working level contacts with the staff of the BiH Ombudsman, in order to evaluate their needs and assist them towards the abovementioned goals. Background
The vacancy is open only for persons with citizenship of the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a one-year Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (20 June 2015). The incumbent will work on the EU-funded project 'Technical Assistance for the Implementation of the Government of Serbia's Sector Fiche Social Development (measure 5) for the Realisation of the Strategy for Roma Inclusion' which is placed within the Democratization Department.
Tasks and Responsibilities
The incumbent works on the implementation of Result 5 of the Project, which focuses on regulatory preparations in place for infrastructural improvement of housing conditions of the Roma Community. Specifically:
  • Organizes evaluation of the existing physical infrastructure in the designated settlements within the selected twenty pilot municipalities, and of the legal standards and procedures. Drafts Terms of Reference in co-ordination with the international Project Officer for Housing and the Ministry in charge of construction and urbanism. Identifies the existing practices in the field of self-construction and affordable housing models and assists in the development of refined affordable models. Organizes workshops with municipal staff and Roma civil society organizations;
  • Drafts Terms of Reference on the development of a Geographical Information System (GIS) within the Ministry in charge of construction and urbanism. Participates in the preparation of detailed tender documents and in the technical evaluation of applicants. Monitors and assesses the development of GIS. Provides input in the development of GIS. Organizes related training for the relevant Ministry officials;
  • Undertakes regular fields visits to help identify informal settlements and opportunities for their legalisation. Proposes criteria for the selection of settlements for legalisation. Participates in the preparation of detailed tender documents and in the technical evaluation of companies. Assists in monitoring of the process of the preparation and adoption of urban plans;
  • Assesses the housing and infrastructure conditions in the settlements and assists in the identification and prioritisation of opportunities for their development. Participates in the preparation of either detailed architectural/tendering documents for the improvement of the selected settlements or resettlement action plans. Provides input in the revision of the legislative framework for both settlement development and resettlement;
  • Reports regularly on the stages reached in the achievement of the tasks assigned. Recommends adjustment of Project funds. Oversees the work of implementing partners, consultants and other service providers;
  • Performs other duties as required.
Necessary Qualifications
  • Citizenship of the Republic of Serbia;
  • University degree in Urban Planning, Architecture/Construction or Geography;
  • Minimum two years of professional experience in a relevant field, such as urban planning/design or architecture;
  • Experience with legislation and policies related to urban planning and construction;
  • Knowledge of project development, implementation and evaluation;

Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,931.33. Social benefits will include participation in the Vanbreda medical insurance and the OSCE Provident Fund.

Background
The OSCE Office in Yerevan Project Implementation Presence (PIP) in Syunik provides on-going capacity building support to the regional administration (marzpetaran) of the Syunik region (marz) to help improve economic planning skills within this regional agency. The goal of this assistance is to help the Marzpetaran ensure sustainable economic development in the marz by decreasing the economic security risks through better planning for economic diversification. According to rough estimates, about 85% of industrial output and 65% of total production and services in Syunik marz is contributed by mining industry with the exploration of mineral deposits being in process for the opening of new mines. This prospective for economic development creates dependence on a single industry sector, and increases risks for social problems and migration if mining industry decreases its operations due of external market factors or exhausting of mineral resources in the future.
Currently, Marzpetaran needs assistance for preparing of a cost-benefit analysis/econometric model for better planning of government spending in the region for the diversification of the regional economy. The analysis or the model will help to estimate the impact of government spending in the marz on jobs, income, and social environment, and make the planning process more precise to maximize the development impact of government expenditure in non-mining sectors. This will decrease the dependence on mining industry by maximizing the outputs in non-mining sectors. The proposed approach of evidence-based planning is widely applied in many countries to justify government investments in infrastructure, education and to justify policy making decisions.
The Expert will consult the regional administration of the Syunik marz on selection of a planning model to be applied for the marz, improvement of data collection, improvement of planning skills, and development of terms of reference for the creation of actual planning model.
The PIP therefore requires the services of an experienced international consultant/analyst to assist the regional administration of the Syunik marz in development of terms of reference for the creation of cost-benefit analysis/econometric model.
In this regard the OSCE Office in Yerevan invites applications from highly qualified, energetic and experienced International professionals to perform services of an experienced Cost-Benefit Analysis / Econometric Consultant. The post duration is limited to 11 days of total full time service.
Tasks and Responsibilities
The OSCE Yerevan Office would like to engage the services of a renowned expert to provide consulting assistance to the regional administration of the Syunik marz and prepare an independent report with recommendations. More specifically, the expert will be expected to:
  • Travel to the country;
  • Meet the key stakeholders including the Marzpetaran of the Syunik Region, National Statistical Service, National Committee of Science, selected consulting firms;
  • Review and assess the available statistical data for the marz;
  • Assess economic planning skills within the regional administration of the Syunik marz;
  • Help the regional administration of the Syunik marz to finalize requirements (terms of reference) for future econometric planning model based on available data and skills;
  • Prepare a detailed report with recommendations on:
  • Improvement of the economic planning skills within the regional administration;
  • Improvement of data collection for economic analysis;
  • Selection of proper cost-benefit analysis/econometric model for the marz;
  • Terms of reference for the creation of the actual plan.
Deliverables
The anticipated duration of the contract shall be 11 full contractual working days with suggested structure of 2 days for preparation, and 9 days for developing of the Terms of Reference for future preparation of the econometric model by an external contractor. The project outcome/report will consist of:
- Recommendations for the selection of a planning model for the Syunik marz based on available data, and available resources;
- Terms of Reference for an external consulting firm for the creation of the cost-benefit analysis/econometric model for regional economic development planning;
Final report shall be submitted to OSCE Office in Yerevan by November 8, 2013.
Necessary Qualifications
  • University degree in Economics: min MSc, preferred PhD;
  • More than 12 years of specialized experience in economic development;
  • Proficient in primary and secondary research, qualitative and quantitative analysis and consultancy;
  • Proven experience in Economic analysis, strategy, and impact assessment;
  • Experience in application of econometric tools to support appraisals, impact assessments, evaluations and strategy development;
  • Proficiency in providing consultancy for local economic development including assistance for development of econometric tools for regional economic development;
  • Excellent knowledge of English including excellent communication and drafting skills knowledge of another OSCE language would be an asset.
Remuneration Package
As full remuneration for services performed by the Consultant under the terms of this Agreement, the OSCE shall pay the Consultant EUR 4,620 (EUR 420 per day - D1 level equivalent with 12-15 years of relevant experience) for 11 full working days of service.
The payments prescribed shall be made as follows: by the end of assignment upon receipt of invoice and certification of the Programme Manager that the services have been successfully performed.
