Background
NOTE: The post is subject to approval of the 2014 Unified Budget Plan and date of entry into the post will not be before 01 Jan 2014
Under the direct supervision of the Head of Governance, the incumbent is responsible for the planning, implementation and day-to-day management of the project activities related to local governance within the Governance Project of the Human Dimension Programme. S/he works closely together with the specialist programme officers to ensure coordination and coherence between all elements of the local governance activities. The incumbent provides support and advice to the Project Manager and the Department`s senior management on local governance related issues, and overall guidance to the field officers working on these issues. S/he is the focal point for all technical aspects and issues related to the management of the local governance activities.
Tasks and Responsibilities
  • Responsible for overseeing and coordinating the implementation of the local governance activities within the Governance project through day -to-day management of the specialist programme officers in Head Office;
  • Takes lead responsibility in developing, implementing and adjusting local governance activities with a focus on the weakest municipalities and sustainability of achieved governance standards at the local level;
  • Serves as the focal point in the Governance Team for all technical issues (PCM) related to the management of all Governance project activities;
  • Provides integrated analysis and recommendations to the Head of Governance and HDD Management on development and strategy adjustments through identification of lessons learnt, current trends, achievements, problems and future plans;
  • Provides field officers with advice and direction in the field of local governance to ensure that Department's strategic objectives are met and lessons are learnt;
  • Together with the Head of Governance coordinates with international and domestic organizations active in the field of local governance to ensure optimum results and impact of the project activities;
  • Performs other duties as required.
Necessary Qualifications
  • University Degree in Law, Political Science, International Affairs, Public Policy or related field of studies;
  • Minimum 6 years of professional experience in an international organization or an NGO active in the (broad) governance sector but preferably with a focus on local governance;
  • Established project management skills;
  • Excellent communication, planning and organizational skills;
  • Computer literate with practical experience in all Microsoft applications;
  • Excellent written and oral communication skills in English and in the local language;
  • Ability to work with people of different national and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Holding a valid driving license.
