Background
UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-development to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.
Under the guidance and direct supervision of the Head of the Oversight and Compliance Unit, the Risk Analyst supports the Unit's overall work in all service lines. The overall aim is to ensure systematic accountability of the UNDP Country Office for results. S/he will focus, in particular, on risk management, both at operational and strategic level. At operational level, this includes assurance of compliance with UNDP rules and regulations. S/he will work towards these goals in cooperation and coordination with the Unit head and the other Unit members.
The Risk Analyst may supervise and lead support staff. S/he works in close collaboration with the various programme and operations units of the Country Office (CO), and with projects. S/he also collaborates with UNDP HQ. The aim is to provide coordinated, systematic, client-oriented and timely services for the benefit of the CO, ensuring successful performance in all risk management and compliance related matters.
Duties and Responsibilities
Summary of Key Functions:
  • Ex-ante and on-going risk management assurance for the CO programmes, projects and transactions.
  • Implementation of post-facto oversight of operational processes and results
  • Knowledge building and knowledge sharing
1. Ex-ante and on-going risk management assurance for the CO programmes, projects and transactions.
  • Undertake risk assessments at the CO and project level
  • Support the development of effective risk management mechanisms, in the design and implementation stage of CO strategies, programmes and projects
  • Assist and advice projects and programmes to review and refine risk treatment approaches, based on on-going risk assessments and lessons learnt.
  • Contribute to the effective functioning of Oversight & Review Committees, by preparing and assessing submissions and preparing recommendations for discussion and approval.
  • Provide ex-ante advice on effective project implementation and oversight structures, and support on-going oversight of operational processes within projects of all implementation modalities.
  • Gain and apply understanding of Government of Afghanistan rules and regulations for resource management and oversight.
  • Follow external audits and reviews of development aid in Afghanistan to identify risk areas for the CO, communicate them and prepare proposals for addressing them.
2. Implementation of post-facto oversight of procurement, human resources and finance processes and results
  • Monitor ATLAS data regularly and systematically to identify risk areas, and prepare briefings for Senior management
  • Undertake post-facto oversight for critical operations such as payments, procurement processes and human resources actions (spot checks).
  • Review financially substantive payments from a risk management and compliance perspective.
  • Identify weaknesses in the internal control structures and propose solutions
Support knowledge building and knowledge sharing
  • Support analyses of lessons learned, and prepare knowledge products to be disseminated within UNDP.
  • Provide training and coaching on appropriate risk accountability and monitoring strategies and implementation of corporate guidance in projects, programme and operations.
  • Participate in developing written uniform and harmonized standard operating procedures on main business processes, procedures and templates across all implementation modalities.

Required Skills and Experience
  • Master's Degree or Bachelor degree in Public Administration, Development, Business Administration, Statistics, Economics, Accounting or related field.
  • With Master's degree 2 and with Bachelor's degree 4 years of relevant experience in risk management, financial analysis and/or portfolio analysis and management.
  • Knowledge of and experience with UN/ UNDP projects, processes, monitoring systems and corporately available tools, in particular ERP (ATLAS) is desirable.
  • Proven data analysis skills.
  • Advanced user of computers and office software packages, with advance knowledge of spread sheet and database packages, experience in handling of web based management systems and ERP financials.
  • Good knowledge of human development challenges and development risks for Afghanistan.
  • Familiarity with results-based-management concepts and applications.(?)
  • Experience in working with or for the Government of Afghanistan is an advantage.
  • Fluency in English and Pashto/Dari.
