• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. Org. Setting and Reporting
This position is located within the AU/UN Hybrid Operation in Darfur (UNAMID). The incumbent will report to the Chief Aviation Officer.
Responsibilities
Within delegated authority, the Air Operations Officer will be responsible for the following duties: 

• Monitors air operations activities and ensures that they are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO, IATA and the host country's Aeronautical Information Publications (AIPs). 
• Determines the most suitable air asset to be utilized in terms of cost, safety and efficiency. 
• Reviews all operational and logistical mission flight requests. 
• Manages special mission and VIP flight requests and manifests. 
• Reviews, plans and coordinates daily projected task orders and air support requirements. 
• Prepares and publishes mission materials, flight schedules, air task orders and issues them to flight crews 
• Develops and implements aviation standard operating procedures (SOPs) in compliance with the DPKO Aviation Manual, ICAO, IATA and the host country's AIPs. 
• Ensures that flight crews are briefed and conversant with UN policies, flight safety procedures and latest applicable aviation standard requirements. 
• Ensures that appropriate reference documents are readily available and accessible to all flight crew members and aviation personnel. 
• Coordinates integrated Search and Rescue air operations. 
• Coordinates weather observation, forecasting development and dissemination of weather information. 
• Manages daily flight operations through Flight Following. 
• Liaises closely with other Sections, international organizations/agencies concerning aviation movement matters. 
• Prepares inputs, data and estimates for budget reporting and planning purposes. 
• Acts for the Chief Aviation Officer in his/her absence when required. 
• Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in Aviation Management, Aerospace/Aeronautical Engineering, Air Transportation Management or Air Traffic Control, or graduation from equivalent military establishment, is required. Training as a Commercial Pilot, or Air Crew, or Aeronautical Engineer, or Air Traffic Controller, or Flight Dispatcher, or equal military certification, is required. A first-level university degree with a relevant combination of education, professional training, certification in air transport, and 2 additional years of experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
At least 5 years of progressively responsible experience, with at least 2 years at the international level on a position directly related to coordination of complex air transport operations. Experience monitoring short-term air charter operations is required. Knowledge of UN financial rules and regulations is desirable. Experience working in a UN organization, peacekeeping or other field operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment

Organizational Setting and Reporting

Responsibilities

ORGANIZATIONAL CONTEXT:
Direct supervision and guidance is received from the Senior Programme Officer and overall supervision from the Deputy Representative. Close functional linkages and technical guidance will be established with the Senior Regional Public Health Officer and the Snr. Regional HIV Officer.
In order to ensure wider reach out to the refugee and ensure their close involvement in the delivery and management of health services, the incumbent will need to establish an appropriate consultative and monitoring framework which would draw the experience and expertise of a wide range of actors both internally and externally.
The incumbent of the position will oversee and supervise the Public Health programmes in the region/country, and provide strong technical guidance to partners, monitor and evaluate the programme and ensure and lead monthly health coordination meetings. The incumbent will demonstrate strong representational, networking and negotiation skills with internal and external stakeholders such as the Government counterparts, UN Agencies and Embassies.
FUNCTIONAL STATEMENT:
Accountability (key results that will be achieved)
  • A viable standard Health Information System is in place for data collection, analysis and interpretation to serve as evidence base for planning and interventions.
  • Joint Assessment Mission (JAM), nutritional survey and other assessments are adequately conducted and implemented.
  • Monthly health coordination meetings are conducted with all relevant partners.
Responsibility (process and functions undertaken to achieve results)
  • Support the prioritization of the Primary Health Care strategy focusing on preventive and basic curative health, including mental health, reproductive health, HIV and nutritional components.
  • Support in the programming exercise to draw proposals and budgets related to public health, HIV, and nutrition
  • Provide technical assistance to UNHCR sub/field offices and implementing partners in development, integration and mainstreaming of appropriate and cost-effective public health programmes.
  • Work in a multi-sectoral and coordinated approach in co-operation with governments, UN agencies, and non-governmental organisations (NGOs) and other humanitarian partners.
  • Work closely with UNHCR programme, field and protection staff to identify priority health issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.
  • Promote basic health education for populations of concern and train refugee health workers (e.g. community health workers, peer educators, counselors, etc.);
  • Work towards strengthening local structures and capacities; ensure strong linkages among health, nutrition, food security and HIV/AIDS with protection and human rights;
  • Improve coordination among partners and participate in capacity building efforts;
  • Use community-based approaches, including clear involvement of refugees in the public health and nutritional programmes.
  • Work with others in UNHCR to advocate for access to refugees, returnees and other persons of concern to local health, reproductive health (RH) and HIV/AIDS services and lobby for inclusion of refugees, returnees and other persons of concern as a specific group in government policies related to health, RH and HIV.
  • Promote information sharing on all aspects related to refugee health and HIV/AIDS.
  • Ensure regular update and share information within UNHCR as well as with relevant government, UN and NGO counterparts and donor communities (e.g. PEPFAR, IGAD).

  • Provide guidance on the overall strategy and focus of public health programmes in the country operation.

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:
  • University degree in a medical field (e.g. nursing, medical doctor) with postgraduate training in Public Health;

Background
Established in 2008, the South Sudan Recovery Fund (SSRF) supports the provision of recovery assistance to South Sudan. SSRF channels funds to support South Sudan's priorities and provide immediate benefits for the population while laying the foundation for sustainable development. The Fund Steering Committee is chaired by the Vice Minister of Finance and Economic Planning and co-chaired by the UN Resident Coordinator. Members of the Steering Committee include Government, UN, donors and NGOs forum. To date, approximately an amount of US$ 130 million was allocated to three rounds of the fund. The design of Round 4 is recently completed and will be implemented by the end of 2013.
The SSRF Steering Committee is assisted by a secretariat. The secretariat is responsible for preparing key documents for use by the Steering Committee; facilitating the review of joint Programme proposals by Technical Advisory Group and submitting recommendations for funding allocations to the Steering Committee on behalf of the Technical Advisory Group; undertaking monitoring reviews at the fund level; preparing SSRF consolidated annual progress report based on submissions from Participating UN Organizations; The secretariat works in collaboration with the Multi-Partner Trust Fund Office (MPTF Office) who provides Fund Administration services relating to fund transfers, reporting and management of the public website. Under the overall guidance and supervision of the UN Resident Coordinator for South Sudan/Co-chair of the SSRF Steering Committee, the Head of the Secretariat is responsible for the tasks below. Other tasks and responsibilities might be defined at a later date when discussions around the governance structure of the SSRF are completed.
Duties and Responsibilities
Servicing the SSRF Steering Committee:
  • Prepare SSRF Steering Committee meeting agendas, in consultation with the Chair and Co-chair and call for and organize meetings of the Steering Committee on a regular basis;
  • Document, communicate and ensure follow-up of the Steering Committee's decisions and agreed actions through the circulation to Steering Committee members no later than one week after the meeting date;
  • Provide support and advice to the Steering Committee on procedural and policy issues related to the SSRF and MPTF in general;
  • Periodically review the Terms of Reference of the Steering Committee and in consultation with the Chair and Co-chair, recommend changes or revisions to the SC.
Quality Assurance:
  • Provide guidance to partners, as potential or actual recipients of SSRF funding including guidance notes to facilitate Programme and project submissions by Participating UN Organizations;
  • Facilitate the Technical Advisory Group's reviews of Programmes/projects submitted for SSRF funding against guidelines and criteria approved by the SSRF Steering Committee;
  • On behalf of the Technical Advisory Group, p repare and distribute a report and recommendations for Steering Committee's decision and ensure that all required information is contained in approval documents and in accordance with applicable MPTF guidelines for submission;
  • Ensure that Programmes and projects to be funded by the SSRF are complementary and do not overlap with initiatives funded through other funding mechanisms;
  • In cooperation with the New York MPTF Office, provide support and guidance to Participating UN Organizations in the preparation of reporting requirements.
Management of the SSRF Secretariat:
  • Ensure the timely transmission of Steering Committee approved Programmes/ projects along with duly completed Programme/Project Submission Forms and signed Project Documents to the Administrative Agent to ensure the timely transfer of approved funds;
  • Consult and work collaboratively with the Administrative Agent, on matters relating to fund administration matters including fund transfers, reporting and management of the public website ;Submit to the SSRF Steering Committee quarterly narrative progress updates and annual progress reports from Participating UN Organizations relating to all Programmes and projects in receipt of SSRF funding;
  • Prepare consolidated annual reports highlighting key achievements, obstacles and challenges;

Education:

Job: Faculty Development Advisor

BACKGROUND INFORMATION
In 2011, The College of Law, University of Juba, relocated from Khartoum in Sudan to Juba in South Sudan. It currently has a small academic staff which includes 8 teaching assistants. Although the teaching assistants hold law degrees, only one has a postgraduate degree. They, and other junior academic staff have limited experience in course design, delivery, research, public outreach and related skills that are relevant to the College of Law. Proficiency in the English language is also a constraint for some of these teaching assistants.
The College of Law draft Strategic Plan provides that, 'by 2016, the College of Law [will have] an academic staff that is capable of teaching, doing research and providing public services.' While certain arrangements are being made to send additional teaching assistants to graduate programs abroad, IDLO will design and implement a capacity development program for junior faculty, including teaching assistants and assistant lecturers, who remain in South Sudan. The purpose of this program will be to empower the College's junior faculty to reach their full potential within the University, irrespective of their academic qualifications.
In designing a plan for faculty development, IDLO will be guided by the University of Juba's Statute on the Promotion of Academic Staff, which sets out various criteria for promotion within the University, including excellence in teaching, scientific research, supervision of graduate students, participation in the development of departments, participation in development of the country, and university extra-curricular activities. To prepare the College of Law's junior faculty for careers in academia and improve their chances of promotion while simultaneously building their capacity to take on greater responsibility at the
College, IDLO will develop and implement a one-year faculty development certificate course for College of Law faculty that will integrate classroom learning on interactive and modern teaching methodologies, curriculum development, research methodology, academic writing, English language, and clinical legal education with practical experience in student teaching, developing and updating course content, research and writing for textbooks and academic journals, coordinating and developing learning objectives for public service activities to be carried out by law students, and participating in public service activities.
THE CONSULTANCY IDLO seeks a Faculty Development Advisor who will report to the Country Director, South Sudan, and be responsible for the following:
  • In coordination with the Dean of the College of Law and University Academic Committee, develop, implement and secure accreditation for a one-year interdisciplinary faculty development certificate program for College of Law junior faculty;
  • Provide mentoring to faculty in researching and writing scholarly articles and support the publication of a law journal;
  • Support the development of textbooks on South Sudanese law in cooperation with junior faculty and external academic consultants;
  • Provide support to teaching staff in the development of interactive teaching methodology and assessment strategies;
  • Mentor members of the academic staff on desk-based and empirical research methods;
  • Provide direct support and coordinate external support to junior members of staff in skills development including advocacy, legal drafting, public speaking, and leadership;
  • Develop legal outreach and public service activities in the community through direct support to junior faculty;
  • Support the College of Law in the development of student oriented clinical legal education;
  • Coordinate with other faculty development initiatives such as training of trainers and English language enrichment;
  • and Assist in additional IDLO activities that support development of curriculum and course materials.
This is a long term consultancy based in Juba, South Sudan, commencing March, 2014 for a period of 15 months. Remuneration is highly competitive in the South Sudan environment.
IDEAL CANDIDATE PROFILE
The Faculty Development Advisor will possess the following qualifications, experience and competencies:
  • An advanced degree in law
  • A minimum of 5 years of experience in legal practice, preferably in a clinical or legal aid setting and/or in course design, development of teaching materials and coordination of course delivery
  • Experience using interactive teaching methodologies and mentoring to achieve learning outcomes including legal skills development
  • Experience in legal research methodologies and academic writing, including a demonstrable record research and publication
  • Experience in law school or university administration is an advantage
  • Ability to work in fragile post conflict environment, previous experience in sub Saharan Africa is an asset.

The UNOPS South Sudan office helps a wide range of local and international partners improve the lives of the South Sudanese people by implementing infrastructure and procurement projects. Background Information - Job-specificUnder the direct supervision of the UNOPS-SSOC Programme Manager, the Bridget Engineer will be based in South Sudan. He/she will be a senior member of the project team and will support the Programme Manager in ensuring that all project work is of a high quality and completed within the timeframe set by the donor. The main focus of the Bridge Engineer's work will be on economic growth infrastructure, especially bridges. The successful candidate for the job must have solid extensive experience working as an engineer in the building of bridges.Functional Responsibilities
Under the overall supervision of the Programme Manager of UNOPS – South Sudan Operations Centre, the Bridge Engineer will be required to perform the following duties and responsibilities:
  • Establish a procedure to develop standard documentation for any bridge works under construction;
  • Review the existing standard documentation for the construction of bridges in South Sudan and propose any improvements deemed necessary;
  • To review the design drawings as per the alignment of any existing bridge and/or acquired land for the project;
  • Make any necessary changes in the design drawings as per the site conditions. Conduct an initial survey for the selected bridge works;
  • Review the bills of quantity as per the final design drawings and calculate the final quantities;
  • Conduct engineering surveys for the selected bridge workss and structures;
  • Review the hydrological and drainage design and modify it as per the project requirements on site;
  • Develop geometric design from the survey results on either AutoCAD and/or Civil CAD programmes;
  • Develop a procedure to establish norms to define the project alternatives that will be evaluated for each bridge. As a minimum, two project alternatives will be evaluated, but preferably many project-alternatives will be evaluated for each bridge;
  • Conduct quality assurance for the bridges under construction;
  • Develop a procedure to establish norms to estimate the life-cycle cost of the project-alternatives being evaluated for each bridge, based on the condition survey of the bridges, traffic demand and the estimates of recurrent and periodic maintenance needs for each project-alternative;
  • Assess the work activities for which labour-based construction methods are appropriate;
  • Prepare and maintain proper record of daily progress reports. Assess and evaluate the contractor's performance and resources;
  • Manage a team of national and international staff. Prepare the Bill of Quantities and the contract documents for each section of the bridge under construction;
  • Prepare the drafts for contractual correspondence, interpret the contract conditions and specifications, monitor the progress of works, prepare work plans, minutes of meetings, etc. Follow up on bidding and contracting;
  • Maintain good relations with all stakeholders and local authorities. Define a procedure for using the cost norms to establish the cost of rehabilitation and maintaining the bridge;
  • Prepare the 'as-built drawings' and keep records of all events related to the works;
  • Supervise the contractors in the implementation of the work;
  • Perform any other duties deemed necessary by the Programme Manager.
Education
  • Master's Degree in Civil Engineering or equivalent acceptable qualification. Adequate years of relevant experience may substitute the requirement for a university degree;
  • Academic engineering qualifications which relate to civil engineering works, particularly bridge construction a requirement;
  • Certification in Prince2 or Project Management Professional (PMP) methodologies an asset.
Experience
  • Minimum 7 years of relevant experience (in combination with a Master's Degree). Additional years of relevant experience will substitute the requirement for a university degree;
  • Solid experience of working on large bridge projects is required;
  • Extensive experience in reviewing rural & urban bridge designs and maintenance needs is required;
  • Experience in the application of labour-based appropriate technology and working with small to medium-sized contractors; i.e. use of local resources, appropriate standards for bridge construction and maintenance;
  • Experience with tailoring and implementing training programmes for local staff or private sector sub-contractors;
  • Experience of working in South Sudan is an asset.
