BACKGROUND INFORMATION
In 2011, The College of Law, University of Juba, relocated from Khartoum in Sudan to Juba in South Sudan. It currently has a small academic staff which includes 8 teaching assistants. Although the teaching assistants hold law degrees, only one has a postgraduate degree. They, and other junior academic staff have limited experience in course design, delivery, research, public outreach and related skills that are relevant to the College of Law. Proficiency in the English language is also a constraint for some of these teaching assistants.
The College of Law draft Strategic Plan provides that, 'by 2016, the College of Law [will have] an academic staff that is capable of teaching, doing research and providing public services.' While certain arrangements are being made to send additional teaching assistants to graduate programs abroad, IDLO will design and implement a capacity development program for junior faculty, including teaching assistants and assistant lecturers, who remain in South Sudan. The purpose of this program will be to empower the College's junior faculty to reach their full potential within the University, irrespective of their academic qualifications.
In designing a plan for faculty development, IDLO will be guided by the University of Juba's Statute on the Promotion of Academic Staff, which sets out various criteria for promotion within the University, including excellence in teaching, scientific research, supervision of graduate students, participation in the development of departments, participation in development of the country, and university extra-curricular activities. To prepare the College of Law's junior faculty for careers in academia and improve their chances of promotion while simultaneously building their capacity to take on greater responsibility at the
College, IDLO will develop and implement a one-year faculty development certificate course for College of Law faculty that will integrate classroom learning on interactive and modern teaching methodologies, curriculum development, research methodology, academic writing, English language, and clinical legal education with practical experience in student teaching, developing and updating course content, research and writing for textbooks and academic journals, coordinating and developing learning objectives for public service activities to be carried out by law students, and participating in public service activities.
THE CONSULTANCY IDLO seeks a Faculty Development Advisor who will report to the Country Director, South Sudan, and be responsible for the following:
  • In coordination with the Dean of the College of Law and University Academic Committee, develop, implement and secure accreditation for a one-year interdisciplinary faculty development certificate program for College of Law junior faculty;
  • Provide mentoring to faculty in researching and writing scholarly articles and support the publication of a law journal;
  • Support the development of textbooks on South Sudanese law in cooperation with junior faculty and external academic consultants;
  • Provide support to teaching staff in the development of interactive teaching methodology and assessment strategies;
  • Mentor members of the academic staff on desk-based and empirical research methods;
  • Provide direct support and coordinate external support to junior members of staff in skills development including advocacy, legal drafting, public speaking, and leadership;
  • Develop legal outreach and public service activities in the community through direct support to junior faculty;
  • Support the College of Law in the development of student oriented clinical legal education;
  • Coordinate with other faculty development initiatives such as training of trainers and English language enrichment;
  • and Assist in additional IDLO activities that support development of curriculum and course materials.
This is a long term consultancy based in Juba, South Sudan, commencing March, 2014 for a period of 15 months. Remuneration is highly competitive in the South Sudan environment.
IDEAL CANDIDATE PROFILE
The Faculty Development Advisor will possess the following qualifications, experience and competencies:
  • An advanced degree in law
  • A minimum of 5 years of experience in legal practice, preferably in a clinical or legal aid setting and/or in course design, development of teaching materials and coordination of course delivery
  • Experience using interactive teaching methodologies and mentoring to achieve learning outcomes including legal skills development
  • Experience in legal research methodologies and academic writing, including a demonstrable record research and publication
  • Experience in law school or university administration is an advantage
  • Ability to work in fragile post conflict environment, previous experience in sub Saharan Africa is an asset.
  • Knowledge of Arabic is an asset.
