Org. Setting and Reporting
This position is located within the AU/UN Hybrid Operation in Darfur (UNAMID). The incumbent will report to the Chief Aviation Officer.
Responsibilities
Within delegated authority, the Air Operations Officer will be responsible for the following duties: 

• Monitors air operations activities and ensures that they are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO, IATA and the host country's Aeronautical Information Publications (AIPs). 
• Determines the most suitable air asset to be utilized in terms of cost, safety and efficiency. 
• Reviews all operational and logistical mission flight requests. 
• Manages special mission and VIP flight requests and manifests. 
• Reviews, plans and coordinates daily projected task orders and air support requirements. 
• Prepares and publishes mission materials, flight schedules, air task orders and issues them to flight crews 
• Develops and implements aviation standard operating procedures (SOPs) in compliance with the DPKO Aviation Manual, ICAO, IATA and the host country's AIPs. 
• Ensures that flight crews are briefed and conversant with UN policies, flight safety procedures and latest applicable aviation standard requirements. 
• Ensures that appropriate reference documents are readily available and accessible to all flight crew members and aviation personnel. 
• Coordinates integrated Search and Rescue air operations. 
• Coordinates weather observation, forecasting development and dissemination of weather information. 
• Manages daily flight operations through Flight Following. 
• Liaises closely with other Sections, international organizations/agencies concerning aviation movement matters. 
• Prepares inputs, data and estimates for budget reporting and planning purposes. 
• Acts for the Chief Aviation Officer in his/her absence when required. 
• Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in Aviation Management, Aerospace/Aeronautical Engineering, Air Transportation Management or Air Traffic Control, or graduation from equivalent military establishment, is required. Training as a Commercial Pilot, or Air Crew, or Aeronautical Engineer, or Air Traffic Controller, or Flight Dispatcher, or equal military certification, is required. A first-level university degree with a relevant combination of education, professional training, certification in air transport, and 2 additional years of experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
At least 5 years of progressively responsible experience, with at least 2 years at the international level on a position directly related to coordination of complex air transport operations. Experience monitoring short-term air charter operations is required. Knowledge of UN financial rules and regulations is desirable. Experience working in a UN organization, peacekeeping or other field operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The positions are located in the Office of the United Nations Assistance Mission in Afghanistan in Faryab & Pul-e-Khumri. Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties
  • Lead, direct and coordinate the personnel and activities of all civilian Mission components in the area of operation, in line with the mandate and strategic guidance provided by Mission Headquarters, as well as applicable principles, rules and regulations. In consultation with the substantive components at Mission Headquarters, direct the activities of the substantive teams, which may work in the following thematic areas: political affairs, governance, human rights, rule of law, electoral assistance and public information. Develop and lead the overall implementation of a comprehensive programme of work for the Field Office, in accordance with the mandate, results-based budget and Head of Mission's strategic guidance; pursue a coherent and integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the Field Office.
  • Identify, analyze and monitor local developments and emerging issues with respect to Mission priorities; assess implications and make recommendations to the Mission leadership and partners on possible strategies, policies and other measures to address issues of concern, and to advance mandated objectives and UN principles and values; monitor, evaluate and report on outcomes. Develop and maintain productive relationships with authorities, political and community leaders and civil society actors, the UN family and other national and international partners on coordination and policy matters.
  • Ensure regular, timely and high quality reporting to Mission leadership on pertinent developments and issues; manage the preparation of summary and analytical reports, including situation reports, briefing notes, notes to file and draft code cables.
  • Oversee the preparation of contextual information materials, such as background notes and profiles. Ensure an effective system of information management designed to guarantee accessibility and utility of information.

Responsibilities
Under the general guidance of the Chief, CCSS and and direct supervision of the Chief-ICT Client Support Unit the incumbent will perform the following duties:
1. Manage Service Desk e-Mail Requests.
  • Receive all incoming email and draft response to inquiries;
  • Register incoming Service Desk e-mail requests;
  • Re-route emails to respective recipients; Identify and resolve incidents/queries received;
  • Process schedules for planned jobs;
  • Monitor the trend and nature of incoming email requests and advice management on corrective action;
  • Maintain track of problems experienced and generate reports;
  • Assist in screening requests submitted for further investigation;
  • Ensure that outgoing emails are accurate and of high integrity;
  • Coordinate the registration of new equipment on Service Level Agreement;
  • Keep all help-desk staff informed of any perceived trends, positive or negative in calls received;
  • Follow-up on pending calls with relevant team;
  • Ensure existing workflows and procedures are adhered to.
2. Service Desk Operations and Service Delivery
  • Receive and log calls from clients;
  • Perform 1st level support and implement solutions for problems and escalate problems/tasks to appropriate parties;
  • Liaise with other areas of ICTS to facilitate completion of service requests with set bench marks;
  • Maintain a professional Service Desk image at all times;
  • Act as a problem escalation point for contractors;
  • Provide training to end-users on the use of standard systems and applications.
3. Desktop Administration:
  • Provide full range of technical assistance in the area of desktop administration and support;
  • Provide technical advice to clients when necessary;

Background
Contexte général et justification
Le Projet d'appui à la gestion du développement et de l'aide constitue le premier volet du Programme d'Appui Institutionnel – phase 2 (PAI-2), financé par la Commission Européenne pour répondre à la problématique de la planification, du suivi et de l'évaluation du développement et de la gestion de l'aide.Ce projet vise quatre objectifs spécifiques:
  • Créer les conditions institutionnelles, techniques et financières permettant d'assurer un fonctionnement efficace et pérenne du Dispositif Institutionnel de Coordination et de Suivi des Politiques de Développement (DIPD) ainsi que l'élaboration d'une stratégie de suivi-évaluation de la Stratégie de Croissance Accélérée et de Promotion de l'Emploi (SCAPE 2013-2017);
  • Permettre aux ministères prioritaires de disposer de documents de politique, de stratégies et plans d'action sectoriels et de reconstruire le système national de planification et de suivi-évaluation;
  • Soutenir le renforcement des capacités institutionnelles et techniques du ministère en charge de la planification dans ses missions de réflexion et de pilotage stratégiques;
  • Mettre en place un cadre de référence, les mécanismes de coordination et le système d'informations permettant au Togo d'assurer une gestion et une mobilisation de l'aide extérieure efficace et inspirée des principes de la Déclaration de Paris et des 3e et 4e Forums de Haut Niveau sur l'efficacité de l'aide.
Le Projet PAI 2 est structuré en quatre composantes:
  • Pilotage et suivi-évaluation de la SCAPE;
  • Nouveaux cadres de planification, de programmation et de gestion des investissements publics;
  • Développement organisationnel et stratégique du MPDAT;
  • Coordination de la gestion et de la mobilisation de l'aide.
Au niveau de la composante 1: « Pilotage et suivi-évaluation de la SCAPE », il s'agit de renforcer les capacités institutionnelles afin d'assurer une pleine opérationnalisation du DIPD en particulier le Secrétariat Technique du DSRP (ST-DSRP) ainsi que des comités sectoriels et leurs propres secrétariats techniques. L'enjeu consiste à avoir dans un délai de deux ans maximum : (i) des structures stabilisées avec une pleine participation des acteurs concernés et les capacités minimales nécessaires; (ii) des échanges d'informations planifiés, clairement définis, fluides et à périodicité rapprochée ; (iii) une supervision efficace au niveau central (feuilles de route globales pour les différents processus, planning des réunions, obtention des produits à temps, etc.) et un contrôle de qualité.
Dans le cadre de l'exécution de cette composante en 2013, un plan et des outils de suivi-évaluation de la SCAPE ont été élaborés et validés avec la participation de tous les acteurs. Une série de formations d'appropriation a été ensuite réalisée au profit des cadres du ST-DSRP et des membres des secrétariats techniques des comités sectoriels. Aussi, une feuille de route a-t-elle été élaborée de concert avec ces acteurs pour l'opérationnalisation du plan et des outils de suivi-évaluation de la SCAPE.Cette feuille de route a prévu un ensemble d'activités réparties en séquences d'interventions, notamment l'animation du DIPD ainsi que l'élaboration et la mise à jour des outils de suivi de la performance en lien avec le suivi-évaluation de la SCAPE. Parmi les outils de suivi de la mise en œuvre de la SCAPE, il a été retenu les rapports annuels de performance au niveau des ministères sectoriels et un rapport bilan annuel sur l'état d'exécution de la SCAPE au niveau national. Cette expérience de rapport annuel de mise en œuvre de la SCAPE n'est pas nouvelle au Togo. En effet, dans le cadre du DSRP complet 2009-2011, à la suite duquel la SCAPE a été formulée, il a été produit régulièrement un rapport annuel de mise en œuvre ainsi qu'un rapport global d'évaluation. C'est donc dans cette même logique que s'inscrit la réalisation du 1er bilan annuel de la mise en œuvre de la SCAPE.Dans le schéma du plan et des outils de suivi-évaluation de la SCAPE, le rapport annuel de mise en œuvre devrait émaner de la synthèse des rapports annuels de performance au niveau des ministères/secteurs. Ces derniers aussi devraient être systématiques si le processus de monitoring envisagé dans les ministères fonctionne normalement avec : (i) des états prévisionnels axés sur les résultats pour orienter l'exécution du budget au cours de l'année ; (ii) des outils de reporting permettant de générer des rapports trimestriels de suivi ; et (iii) des rapports trimestriels de suivi concourant à un rapport annuel de performance. Toutefois, cette approche n'a pas encore eu le temps de se mettre en place pour que les ministères élaborent leurs rapports annuels de performance. Cette approche sera appliquée à la gestion 2014 à l'issue de laquelle, la plupart des ministères devraient être en mesure de produire les rapports annuels de performance liés à cette gestion. Il importe, toutefois, de noter que certains ministères comme la santé et l'éducation sont déjà dans cette dynamique et produisent des rapports annuels de mise en œuvre même s'il y a lieu d'harmoniser leurs structures avec les canevas retenus dans le cadre du plan et des outils de suivi-évaluation de la SCAPE.
Objectif de la mission
Pour faire le bilan de la mise en œuvre de la SCAPE en 2013 et accompagner la systématisation des rapports annuels de performance dans les ministères, le Secrétariat Technique du DSRP, avec l'appui de la composante 1 du volet 1 du projet d'appui institutionnel à l'Etat togolais, phase 2 gérée par le PNUD, sollicite les services d'un consultant national pour d'une part, élaborer le rapport de mise en œuvre de l'axe 4 de la SCAPE, intitulé « Renforcement de la gouvernance » ; et d'autre part, amener les cadres en charge de la conduite de cet exercice dans les ministères, à s'approprier la démarche d'élaboration du rapport annuel de performance suivant le canevas retenu à cet effet. Il importe de noter par ailleurs que quatre autres consultants nationaux seront commis pour l'élaboration des rapports des quatre autres axes de la SCAPE, à savoir : (i) Développement des secteurs à fort potentiel de croissance (ii) Renforcement des infrastructures économiques ; (iii) Développement du capital humain, de la protection sociale et de l'emploi ; et (iv) Promotion d'un développement participatif, équilibré et durable.
Duties and Responsibilities
Mandat du consultant
Le consultant national, pour l'élaboration du rapport de l'état d'avancement de l'axe 3 devra travailler avec les ministères concernés par cet axe, en particulier leurs directions en charge de la planification et du suivi-évaluation. Il devra s'appuyer sur les inputs que produiront ces ministères sous l'impulsion du ST-DSRP. Il est responsable de la qualité du rapport. Tout comme les consultants nationaux chargés des quatre autres rapports des axes, il bénéficiera de l'encadrement et du suivi de l'expert du PAI2 en appui au pilotage et au suivi-évaluation de la SCAPE.Sous l'autorité du Secrétaire Technique du DSRP et sous la supervision de l'expert en appui au pilotage et au suivi-évaluation de la SCAPE, le consultant national aura pour tâches principales de:
  • Collecter les données et informations nécessaires au calcul des indicateurs de performance retenus pour le suivi des progrès dans le cadre de l'axe 3 de la SCAPE;
  • Evaluer et analyser la performance réalisée suivant ces indicateurs en fonction de la formule retenue à cet effet ;
  • Analyser l'état de mise en œuvre des actions et mesures relatives à l'axe 3 de la SCAPE et faire le rapprochement avec la performance réalisée;
  • Analyser l'état d'exécution des projets et programmes des ministères concernés par l'axe 3 de la SCAPE et assurer également le rapprochement avec la performance réalisée;
  • Faire l'état de rapprochement entre les ressources mobilisées au cours de la gestion 2013 dans le cadre de l'axe 3 de la SCAPE, et les résultats enregistrés pour cet axe à l'issue de cette gestion;
  • Pour chaque projet/programmes de l'axe, analyser les ressources mobilisées versus budget prévisionnel
  • Procéder à l'analyse des capacités de mise en œuvre et de suivi-évaluation des ministères concernés et faire leur rapprochement avec le niveau d'atteinte des objectifs de l'axe 3 de la SCAPE ;
  • Mettre en évidence les goulots d'étranglement auxquels il convient de trouver des solutions pour une meilleure atteinte des résultats de développement;
  • Proposer des mesures de solutions en lien avec les goulots d'étranglement mis en évidence;
  • Appuyer techniquement le processus de validation sectorielle du rapport élaboré;
  • Contribuer à l'élaboration et à la validation du rapport bilan de la SCAPE;
  • Veiller à l'appropriation de tout le processus par les chargés de programmes du ST-DSRP et par les cadres en charge du suivi-évaluation dans les ministères concernés par l'axe 3 de la SCAPE.
Résultats attendus
  • Le rapport de l'état d'avancement de l'axe 3 est élaboré et validé;
  • Les annexes à ce rapport sont produits, notamment : (i) le tableau de suivi des indicateurs de l'axe 3 de la SCAPE rempli; (ii) le tableau d'exécution des actions et mesures relatives à l'axe 3 de la SCAPE rempli ; (iii) le tableau d'exécution des projets et programmes de l'axe 3 du Programme d'Actions Prioritaires de la SCAPE rempli ;
  • La contribution à la validation du rapport annuel de mise en œuvre de la SCAPE est assurée dans sa partie relative à l'axe 3;
  • Les cadres en charge du suivi-évaluation dans les ministères concernés par l'axe 3 de la SCAPE se sont appropriés la démarche d'élaboration du rapport.

Une Proposition Financière: Contrats forfaitaires (enveloppe/Fichier N°2)
La proposition financière sera soumise sur la base de l'approche forfaitaire.La proposition financière prévoit un montant forfaitaire et précise les modalités de paiement sur base de produits/delivrables précis et mesurables (qualitatifs et quantitatifs) même si les paiements seront effectués par tranches ou en une seule fois à l'achèvement total du contrat. Elle doit être libellée en FCFA.Afin de faciliter la comparaison des offres financières par le service demandeur, il est recommandé de demander aux candidats au Contrat Individuel de fournir une ventilation de ce montant forfaitaire. Les consultants doivent indiquer/détailler dans leurs propositions financières les coûts des billets d'avions aller-retour (if applicable), les honoraires, les frais de séjour et le nombre de jours de travail prévus. Le PNUD n'accepte pas les coûts de voyage qui excèdent ceux du billet en classe économique. Si un consultant désire voyager en classe supérieure, il devra le faire sur ses ressources propres.En cas de voyages non prévus dans les TDR, le paiement des coûts de voyage (y compris les billets d'avion, l'hébergement, et les dépenses des terminaux) doit être convenu entre le Bureau du PNUD et le consultant individuel avant le voyage et devra être remboursé.Par ailleurs, les candidats voudront bien noter que les paiements ne pourront être effectués que sur la base des produits livrés, c'est à dire sur présentation du résultat des services spécifiés dans les TdR et après acceptation du responsable désigné par le PNUD.Les candidats pourront être invités ou contactés par téléphone à la fin du processus d'évaluation technique.   • Pourcentage de l'offre technique: 70%;

Seuls les candidats ayant obtenu un minimum des 49 points seront pris en considération pour l'évaluation financière. Après vérification de l'adéquation entre les propositions financière et technique, chaque offre financière recevra une note financière (Nf) calculée par comparaison avec la proposition financière la moins disante (Fm) de la manière suivante : Nf 30 x Fm / F (F étant le montant de la proposition financière évaluée).
