Purpose of the Position
Under the overall guidance of the Regional Advisor, Education, the Education Specialist contributes to implementing the ROSA regional education programme. In this capacity the incumbent is accountable for planning, implementing, monitoring and evaluation of the knowledge management component, including data analysis. Ensures that monitoring mechanisms are in place to track progress towards disparity reduction goals and targets in Education within context of MoRES and beyond. Across the board promotes inter-sectoral partnerships in order to ensure that progress benefits mutually education and other programmes. Contributes to synergize the work of United Nations agencies and other relevant stakeholders in Education for all Goals and MDGs
Key Expected Results
1. Contribute to the analysis of education progress, education exclusion and disparities in terms of educational access as quality of learning, with a regional focus, by examining existing and emerging data, research and factors
2. Promoted knowledge management effectively through drafting/finalizing key Education sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange, with partnerships and collaborative relationships with all stakeholders, capitalizing on the know-how and network of knowledge institutions
3. Rights-based Education programming effectively promoted, and coherence, synergy and value added to programme management process through results-based management (through application of certain tools, incl. SEE) and monitoring within context of MoRES.
4. Provide support to Cos, under guidance of the Education Regional Advisor, on MoRES, research and analysis, and capacity building, especially in data analysis
5. Undertake project management for on-going and upcoming knowledge management projects, such as Review reports for EFA, Phase 2 of the Out of School Children Initiative, Policy intervention research, incl. decentralization research, etc.
6. Contribute to identifying opportunities to raise OR funding for COs and ROSA Education within the context of Schools for Asia and beyond
7. Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
8. Contributes to writing of programme/project status reports required for management, donors, budget review, programme analysis, annual reports, etc.
Qualifications of Successful Candidate
- Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, Education Economists or a Social Sciences fields relevant to international development assistance with specialization in education and/or data analysis.
- Five years relevant work experience in education in general with specific focus on data analysis, monitoring and evaluation, some at the international level. Experience with addressing gender and other disparities an asset.
- Fluency in English and another UN language as required.
