TERMS OF REFERENCE
Advisor, Climate Change Finance
A. Background
The Global Mechanism (GM) is currently implementing a project funded by the European Commission entitled Integrating Climate Change Finance into Sustainable Land Management Investment Strategies which supports selected countries in increasing financing for SLM through relevant climate change financing instruments.
The overall objective of the project is to assist governments recognize the inter-linkages between climate change adaptation, mitigation and land degradation so as to ensure these are addressed in a synergistic manner to reduce vulnerability and improve resilience and food security .
The specific objectives are (1) to efficiently include climate change related financing into national processes leading to investment frameworks supporting SLM, (2) to build capacities to identify, formulate and implement financially feasible mitigation and adaptation projects in the agricultural, rural and land use sectors to benefit SLM and UNCCD implementation and to (3) make available expertise and knowledge on the applicability of current and/or emerging adaptation and mitigation financing mechanisms in Developing Countries to support the international UNCCD and UNFCCC policy dialogue. In this regard, the GM is seeking a consultant to act as project advisor to support the oversight and the coordination of the implementation of this EC funded project. Assignment description Under the overall supervision of the GM's Coordinator for Eastern and Southern Africa, who is the grant manager and overall coordinator for the project, and in close collaboration with the coordinators for Asia and the Pacific, West and Central Africa, and Latin America and the Caribbean, the consultant will perform the following specific tasks:
A. EC Climate Change Project
(1) Monitor the technical and financial aspects of the project including monitoring resource allocations to and usage by countries in collaboration with the project coordinator
(2) Provide timely advice on the preparation of country-specific work plans and budgets and submit these to the coordinator for review and endorsement
(3) Liaise with all regional desks involved in the project in order to ensure that activities are implemented in accordance with the project logical framework as agreed upon with the donor
(4) Liaise with regional desks involved in the project in order to ensure compliance of national and global level activities with the TOR of the project and provide advice on the development of country level activities
(5) Ensure timely and appropriate narrative and financial reporting to the donor
(6) Provide technical backstopping for various country level activities under the project, such as technical assistance in project development, capacity development workshops and related follow up activities, as well as general follow up of country requests (including related missions)
(7) Palestine: Facilitate the implementation of the EC project in Palestine

The consultant will provide support to the development and implementation of an IFS in Eritrea, including: providing inputs and technical backstopping to analytical work, working documents and reports and written communication with relevant stakeholders support the preparation, organization and follow up of meetings and workshops Produce an information note on the IFS process and lessons learned in Eritrea
B. The consultant will perform any other duty as required.
B. Expected outputs
A. Overall coordination and implementation of the EC-funded project ensured at all times
B. Project budget and allocations prepared and monitored
C. Liaison with regional desks ensured and activities planned and executed according to project agreement
D. Narrative and budget reports provided in a complete and timely manner
E. Country level activities in selected countries developed and technical backstopping provided
F. Project successfully implemented in Palestine
G. Documents and reports on the IFS implementation in Eritrea prepared and associated workshops organized/held
C. Organization of work and an indicative schedule
This consultancy service will be for the duration of 3 months from 1April 2014 to 31 June 2014. At the beginning of the service, the consultant will prepare a detailed organization of work and timetable and submit this to the GM.
D. Qualifications
Candidates must have advanced university education in one of the following areas: natural resources management, climate change, rural development, development economics, or related fields. Minimum of seven years working experience with at least three years within the United Nations system. Full command of English and fluency in another UN working language will be an advantage.
E. Contractual Terms
A contract will be issued for the period from 1April 2014 to 31 June 2014. Fees will be based on qualifications and the level of experience.

      Advancing research on climate-related loss and damage
      At the 19th Conference of the Parties (COP-19), the Warsaw International Mechanism for loss and damage associated with climate change impacts was established to promote 'implementation of approaches to address loss and damage associated with the adverse effects of climate change … in a comprehensive, integrated and coherent manner'. The outcome is a notable step forward because it creates a legitimate policy space to discuss and address the negative consequences of climate change if society´s efforts to mitigate and adapt are not sufficient.
      What values are at risk — like food and livelihood security, culture, habitable territory — and what changes could society undergo when those values are threatened and when adaptation limits are approached or crossed? What can be done to help vulnerable people who are already feeling the negative consequences of climate change?
      In 2012–2013 UNU-EHS was involved in the first-ever multi-country study of loss and damage from climate change in vulnerable countries ( www.lossanddamage.net). This study was part of the Loss and Damage in Vulnerable Countries Initiative (LDVCI), funded by the Climate and Development Knowledge Network (CDKN).
      The role of UNU-EHS in LDVCI was primarily to coordinate nine local case studies to assess loss and damage in vulnerable communities. Fieldwork was conducted in Bangladesh, Bhutan, Micronesia, Nepal, Gambia, Kenya, Mozambique Ethiopia and Burkina Faso (the last three in partnership with the Africa Climate Policy Centre(ACPC)). The results were published in reports (see www.lossanddamage.net) and in a special issue of the International Journal of Global Warming. Several project publications were launched at COP-18 in Doha and COP-19 in Warsaw.
      UNU-EHS seeks an excellent researcher who is familiar with the topic of loss and damage and adaptation limits/constraints to consolidate and strengthen our position in this emerging field of research.
      Objectives
      At COP-22 in 2016, the Warsaw International Mechanism for loss and damage will be reviewed. In the runup to COP-22, UNU-EHS aims to play a leading role in advancing knowledge and document evidence of the losses and damages that communities in developing countries are already incurring as a result of increasingly severe climatic stressors, underlying vulnerabilities and insufficient support for adaptation. It will do so by:
      • Advancing methods to assess loss and damage in vulnerable communties;
      • Publishing results for academic as well as non-academic audiences;
      • Collaborating with international partners and building strategic partnerships;
      • Building capacity to assess and address loss and damage, especially in developing countries.
      Responsibilities
      Under the authority of the Director of UNU-EHS and guidance of the Head of the Environmental Migration, Social Vulnerability & Adaptation (EMSVA) section, the successful candidate will be entrusted with the following tasks:
      1. Research
      • Develop a methods toolbox for assessing loss and damage in vulnerable communities;
      • Work with partners in developing countries to prepare fieldwork aimed at testing the methods toolbox (site selection, desk study, fieldwork training);
      • Support fieldwork activities in developing countries;
      • Support partners in developing countries with data cleaning, analysis, and reporting of study findings;
      • Further develop research profile in loss and damage and adaptation limits/constraints through relevant reports and journal publications;
      • Write scientific papers of research findings (peer-review quality);
      • Present research findings and metholodgical/conceptual progress on loss and damage in international conferences and meetings;
      • Support the EMSVA Section Head to write related reports, additional scientific articles, and proposals;
      • Support other EMSVA colleagues working mostly on migration-environment linkages, when the need arises.
      2. Capacity Building
      • Work closely with researchers, policymakers, negotiators and practitioners in developing countries to increase their capacity to assess and address loss and damage.
      3. Project Management
      • Coordinate work of UNU-EHS, including research-related work, fieldwork logistics, case study deliverables, reporting, activities in case study countries, any training needed, and budget management;
      • Coordinate with partners in developing countries on the recruitment of field staff, planning, and ensuring timely deliverables;
      • Ensure dissemination of joint research findings (analysis and messaging);
      • Provide technical support on international and national level advocacy (analysis and messaging);
      • Coordinate and co-organize research-related meetings, workshops and events;
      • Coordinate and support fieldwork implementation and related activities;
      • Coordinate project-related publications, dissemination and communication strategy;
      • Document and evaluate lessons learned from research activities;
      • Process, report on and summarize the findings of the research conducted including strategic summaries;
      • Contribute content to project websites.
      Required qualifications and experience
      • PhD degree in a social sciences field, preferably human geography, anthropology or development Studies with an emphasis on adaptation to climate change, livelihood, vulnerability and/or resilience, and a focus on developing countries;
      • Minimum five (5) years of internationally recognized scientific working experience related to climate impacts, adaptation, and/or risk management;
      • Minimum five (5) years of experience working in developing countries, especially in research/fieldwork;
      • In-depth knowledge of current debates on loss and damage and adaptation limits/constraints;
      • Strong record of publications in loss and damage and adaptation limits/constraints;
      • Proven experience with methods development and reporting (e.g. guidebook, toolbox);
      • Willingness and ability to work under harsh circumstances in remote and underdeveloped regions if the need arises (e.g., for fieldwork);
      • Demonstrated experience with social science methods and strong ability to use insights from the natural sciences (e.g. on climatic changes and physical impacts) as input to the research activities;
      • Proven experience with quantitative, qualitative and participatory research approaches (e.g., questionnaire surveys, focus group discussions, life histories, mapping, surveys);
      • Excellent communication skills with fluency in oral and written English and advanced knowledge of French and/or Spanish;
      • Strong ability to carry out work independently and in an international team;
      • Proven background and strong skills in managing projects in multicultural surrounding, preferably related to climate change impacts and adaptation;
      • Strong professional network;
      • Good team player with strong interpersonal skills;
      • Advanced computer skills (Microsoft Office, statistical packages (e.g., SPSS) and GIS).
      Desirable experience and competencies
      • Familiarity with UNFCCC climate negotiations;
      • Proven ability to attract funding for research projects (proposal writing);
      • Experience with website design/maintenance;
      • Experience with use of video;
      • Knowledge of German and other languages would be an asset.
      Remuneration
      Remuneration will be commensurate with qualifications and experience.
      Duration of contract
      This is a full-time employment on a two (2) year Personnel Service Agreement (PSA) contract with the possibility of renewal subject to requirements and satisfactory work performance, with the combined duration of appointments not exceeding six (6) years.
      This is a locally recruited post; no relocation expenses or allowances apply. The successful candidate will be employed under a local contract and will not hold international civil servant status nor be a 'staff member' as defined in the United Nations Staff Rules and Regulations.

Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the politicalprocess to address Climate Change. The Convention secretariat is supporting the Convention and itsKyoto Protocol by a range of activities, including substantive and organizational support to meetings ofthe Parties.The mandate of the Administrative Services Programme is the overall facilitation, support andguidance to programmes and the secretariat at large in the utilization and management of the human,financial and other resources for the continued implementation of the core work and the mandatedactivities of the secretariat to ensure efficiency, compliance and appropriate accountability, and thefacilitation of cross-cutting common services and functions. The role of Human Resources Unit (HRU) isto provide the full range of UN human resource activities, including policy, recruitment, classification, staffadministration, staff development, performance management, administration of justice and protocol.
Responsibilities
The Human Resources Assistant (HR) posts are located in the central Human Resources Unit (HRU) ofthe Administrative Services programme. They report directly to the Human Resources Officer (StaffAdministration) team leader and receive overall guidance from the Chief, HRU. HRU is accountable forthe full range of UN human resource activities, including policy, recruitment, classification, staffadministration, staff development, performance management, administration of justice and protocol. Consultancy to Design a Sub-regional Financing Platform for SLMInitiatives for the Limpopo River Basin
A. Background
The United Nations Convention to Combat Desertification (UNCCD) and the Italian DevelopmentCooperation (IDC) of the Ministry of Foreign Affairs are cooperating in the realization of a project titledSpecial Initiative for Africa: Technical Support for the Sustainable Use of Natural Resources in theLimpopo Basin. The two-year project aims at promoting trans-boundary natural resource management(especially relating to water scarcity and drought) in the shared Limpopo Basin area and encouragingsynergies among the three Rio Conventions – UNFCCC, UNCBD and UNCCD. It is expected that theinitiative will also help the alignment process of the National Action Programmes (NAPs) of SouthAfrica, Botswana, Mozambique and Zimbabwe to the Ten-Year Strategy of the UNCCD through thegeneration of baseline biophysical and socioeconomic data, among other things.In the same area, along the three national borders of Mozambique, South Africa and Zimbabwe, theItalian Development Cooperation is funding the three-year programme 'Livelihood Enhancementthrough Trans-boundary Natural Resource Management in the Limpopo Corridor'. The project aims atcontributing to poverty reduction through the sustainable use of trans-boundary natural resources bydeveloping a Decision Support System (DSS), which is a software to help decision-makers to prioritizethe type and area of intervention. So far, the DSS has been applied to the Integrated Natural ResourceManagement (INRM) program in South Africa. (The INRM has the multiple institutional mandate ofcontrolling and managing the invasive alien plant species, conserving and restoring wetlands,controlling fires, avoiding land degradation, and restoring natural forests.)The DSS is thus the main instrument used in the Special Initiative for Africa project to improve thescientific decision-making process on the use of natural resources in the Limpopo Basin.
Challenge
The Southern African region represents a challenging and fragile environment where natural resourcesand diverse ecosystems are often separated by international borders. The process of desertification inthese areas is marked by soil degradation especially in arid and semi-arid lands. Characterized by highlevels of biological diversity, these ecosystems are constantly exposed to extreme climatic events andused beyond their capacity for sustained production. The rural communities occupying these remoteareas have often been marginalized by national development processes, resulting in low educationlevels, poor sanitation, unsustainable subsistence livelihood strategies and high unemployment rates.These complexities make the countries of the Limpopo Basin an exceptional ground to test innovativeplanning and management models fulfilling the Rio Conventions' objectives and integrating thepursuits of the three Conventions.
Project Components and Strategy
The general goal of this Special Initiative for Africa is to ensure the sustainable utilization of naturalresources in the Limpopo River Basin to benefit the livelihoods of populations living in fragile and/ordegraded landscapes.
The project's specific objectives or components are:
1. To improve the decision-making process in the trans-boundary area of the Limpopo River Basinwith regard to the use of natural resources
2. To upscale the scientific decision-making process from trans-boundary sub-regional level tonational level by supporting the alignment of National Action Programmes (NAPs) to the UNCCD10-Year Strategy
3. To strengthen the South-to-South SADC regional platform on resource mobilization forUNCCD/SLM1 and create linkages with other SLM platforms
Components 1 and 2 are being coordinated by the Technical Unit of the IDC, together with the UNCCDRegional Coordination Unit in Tunis and the local counterparts in Southern Africa, under the auspicesof the SADC Secretariat. Field work is on-going in the Limpopo Basin. The scientific and socio-economicdata gathered, together with the analyses and the maps produced, will substantially contribute toreporting and alignment of the NAPs of beneficiary countries, while enhancing trans-bordercooperation and promoting synergies among the three Rio Conventions. This is relevant to facilitatethe implementation of and integration into the Sub-regional Action Programme (SRAP).The Global Mechanism (GM) of the UNCCD is responsible for the coordination of Component 3 of theproject. 'Strengthening the South-to-South SADC platform on resource mobilization for UNCCD/SLMand creating linkages with other SLM platforms'. Expected outcomes from the implementation of thisproject component by the GM include:
1. The creation of a functional South-to-South SADC platform for resource mobilization andexchange of knowledge on SLM finance;
2. The promotion of South-to-South partnerships and exchanges among SADC countries andbetween SADC and other African sub-regions (the Great Green Wall2 countries in particular) tooptimize access to innovative financing for SLM; and
3. The strengthening of capacities of SADC Member States for the mobilization of resources,including innovative sources of finance;Given the above-mentioned project objectives, the GM has identified the need for a consultant toassist in carrying out activities under Component 3 of the Special Initiative for Africa. Under the overallguidance of the Programme Coordinator for East and Southern Africa (ESA) and the direct supervisionof the International Finance and Development Consultant for ESA, the consultant will carry out thefollowing specific activities.
B. Consultant's Tasks
The consultant will perform the following specific tasks:1. Report existing investments and financing opportunities to address land degradation andclimate change impacts in the Limpopo River Basin area. This should include:(i) Identify and categorize completed and current initiatives addressing the impacts ofclimate change and unsustainable land management practices in the Limpopo Basin andof the stakeholders involved, both national and global;Sustainable Land Management(ii) Identify financing mechanisms that the 4 beneficiary countries may access for thepromotion of climate-smart sustainable development of the natural resources of theBasin;
(iii) Formulate a sub-regional financing strategy for the integrated development of the
Limpopo River Basin. This should include options to improve the use of countries' GEFSTAR allocations;2. Propose and design an appropriate sub-regional financing platform for the beneficiarycountries, with a view to later extend to all SADC member states. This should include:(i) The roles and responsibilities for various groups (governments, local authorities, privatesector organizations, farmer associations, civil society organizations, etc.) within theplatform;
(ii) A resource mobilization strategy for the platform;
(iii) Training of up to 20 persons from the beneficiary countries and the SADC secretariat to
implement the resource mobilization strategy;3. Develop a project proposal linking sustainable land management and climate change finance forimplementation within the Limpopo Basin.C. Expected Outputs
1. A report detailing existing investments and financing opportunities in the Limpopo River Basin;
2. A project proposal to seek funding for SLM, and climate change adaptation;
3. A resource mobilization strategy for SLM investment in the Basin;D. Organization of Work and Indicative Schedule
1. The consultancy assignment will be undertaken under the overall guidance of the ProjectCoordinator and the direct supervision of the International Financial Expert. The assignment willtake 4 person months from the signing of the consultancy contract.2. It is expected that the consultant will submit the following reports and updates to the GM at thespecified periods during the full duration of the assignment:
(i) Inception Report: This report is to be submitted to the GM and the UNCCD NFP two (2)weeks after commencement of the assignment (signing of the contract). (ii) First Progress Report: This report will be submitted 8 weeks after the submission of theInception Report. It will provide an update of the key findings based largely on literaturereview and initial interviews, as well as potential investment areas that will be analysedfurther.
(iii) Second Progress Report: This will be submitted 8 weeks after the first progress report.The report will include the draft strategy for the sub-regional financing platform and adraft project proposal for the SLM-climate change adaptation initiative and hence shall bevery comprehensive, addressing fully the Terms of Reference of the assignment. Thisreport will be the basis of the validation workshop.
(iv) Final Report: This will be submitted at the end of the assignment period and it wouldhave integrated all comments received on the draft report.E. A minimum of 10 years working experience, five of which must be within the southern Africasub-region;

IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms of renewable energy. In order to do so, IRENA will facilitate access to all relevant renewable energy. IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint RD&D and provision of information about the development and deployment of national and international technical standards in relation to renewable energy.
REMAP 2030 is a project with the objective of developing pathways, characterizing potentials cost and benefits of renewable energy technology options and identifying international cooperation opportunities to operationalize the aspirational objective of doubling the global renewable energy share by 2030, as defined under SE4ALL. IRENA cooperates closely with its member countries in REMAP and the dialogue is a core and growing component of this activity.
Under the supervision of the Director of IITC, the Senior Programme Officer, Renewable Energy Roadmaps will:
  • Lead and manage the REMAP project team;
  • Coordinate REMAP development, and review the assessments of issues and trends, preparation of studies, analyses and other documents;
  • Direct research and analytical work and present information gathered from diverse sources. Supervise and ensure systematic collection of cost and performance dat. Manage the development and analysis of scenarios and cost curves;
  • Draft analytical reports on different aspects of REMAP and draw conclusions for policy makers;
  • Establish and maintain collaboration and partnerships with key officials at all levels inside and outside the organization, including with REMAP country experts and country focal points;
  • Coordinate activities related to REMAP budget and funding and ensure preparation of related documents and reports.
