Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat is supporting the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties. The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI)
. The core responsibility Project and Entity Assessment Unit (PEA) is the provision of technical advice to the EB/JISC, and appropriate support bodies to ensure that project activities and Designated Operational Entities (DoEs)/Accredited Independent Entities (AIEs) comply with the applicable standards.
Responsibilities
This post is located in CDM Registry team of the Project Entity & Assessment Unit (PEA) of the Sustainable Development Mechanisms Programme. Under the general supervision of the Manager (P-5) and direct supervision of the Team Lead (P-4) the incumbent provides support to the CDM Registry team by reviewing and effecting changes to Modalities of Communication (MOC) documentation to ensure compliance with CDM rules and procedures, by ensuring smooth electronic processes on the CDM IS system and related databases, and by updating information on the CDM website on a regular basis.
The functions of the Registry Assistant include:
- Revision, checking and processing electronic submissions, ensuring compliance with CDM rules and procedures and liaising with focal point entities.
- Operation of web interfaces and databases related to the CDM registration and issuance process and the CDM Registry for statistical and reporting purposes.
- Provision of verbal and written guidance to external stakeholders and junior colleagues, including preparation of draft guidelines on internal procedures
1. Revision, checking and processing electronic submissions, ensuring compliance with CDM rules and procedures and liaising with focal points.
- Reviews for accuracy and completeness, ensures compliance with CDM rules and procedures, and processes electronic submissions of Modalities of Communication (MoC) documentation received through the CDM web interface; /…
- Confirms relevance of documentation received and provides written justification when deviation from a rule or an exception is deemed appropriate;
- Proposes solutions to complicated cases and takes initiative to clarify discrepancies or errors to facilitate prompt resolution;
- Conducts due diligence checks on requests to forward Certified Emission Reductions (CERs) from the CDM Registry in respect of CDM projects and Programme of Activities (PoA). Identifies errors or inconsistencies on submitted forms which do not comply with CDM procedures and proposes corrective action to the supervisor;
- Verifies identity of authorized entity representatives and the authenticity of specimen signatures prior to proposing CDM registry transactions for approval or changes in modalities of communication statements.
2. Operation of web interfaces and databases related to the CDM registration and issuance process, maintenance of CDM Registry information for statistical and reporting purposes.

- Reviews publicly available information regarding the current status of CDM project activities and takes action to display relevant information on the UNFCCC CDM website and related extranets
- Performs routine checks and implements quality control procedures in relevant databases and supports and maintains automated and manual tracking systems where appropriate;
- Liaises with ITS on system efficacy and provides feedback and input to the development and acceptance testing of databases and related electronic workflows;
- Maintains information on output of work from CDM Registry for statistical and reporting purposes for inclusion in CDM Map and various internal and external reports;
- Monitors and updates tracking tables for different internal projects and produces line and pictorial graphs to demonstrate results;
- Processes and files documentation on CDM registration and issuance procedures that are supported by the CDM Information System.

3. Provision of verbal and written guidance to external stakeholders and junior colleagues, including preparation of draft guidelines on internal procedures
- Liaises independently with project participants and focal points including providing verbal and written guidance, to facilitate the correct submission of information;
- Reviews feedback received from stakeholders and actively seeks to meet client needs;
- Coordinates effective distribution of work between team colleagues to facilitate optimum output of work within a consistent timeframe;
- provides guidance to junior colleagues on the interpretation of documentation and demonstrates leadership and best practices on how to handle and maintain large volumes of information for ease of reference within the team;
- Provides input to establishing best practices, contributes to the revision of internal processes and procedures, and suggests options to optimize the management of data through workflow improvements.
- Prepares draft guidelines on internal procedures and quality management system documentation.
Requirements (Only candidates who meet the essential requirements stated below will be considered.)
Educational Background:
- Completed secondary education required. Administrative/secretarial training or equivalent highly desirable.
Experience:
- At least five (5) years of experience in an office environment required;
- Work exeperience with databases required;
- Working experience on electronic workflow systems is an asset;
- Experience in administrative environment and/or international organization is desirable.
Specific professional knowledge:
- Excellent knowledge of computer skills in a Windows environment including word processing, spreadsheet and presentation software, e.g. Word, Excel, Power Point required. /…

- Ability to extract, compile and present information from various sources;
- Ability to use a workflow based system or similar system.
Language requirements:
- Fluency in oral and written English is required. Working knowledge of another UN language an asset.
