The EIB, the European Union's bank is seeking to recruit for the Projects Directorate (PJ), Environment and Regional Development (ERD) Department, Natural Resources & Agro-industry Division (NARA) Divisionat its headquarters inLuxembourg a:
Sector Specialist (Agriculture and/or Mechanical Engineering) - Natural Resources & Agro-industry Division
Appointments will be made on the basis of a 4 years fixed term contract
Purpose
Due-diligence, within a multi-disciplinary team, of investment projects and programmes in agriculture, agro-food processing including drinks, packaging, biofuels, feed and related services. Investments will primarily relate to the production and processing of primary products, related R&D, and environmental impact. The due diligence comprises technical/environmental and commercial viability of investments
Operating network
The NARA Division covers the entire biomass value chain (including research initiatives, soil-, irrigation- and distribution as well as rural development, forestry and finance projects), both within and outside EU. The Sector Specialist reports to the Head of Division and works in close contact and collaboration with the other professional staff of theEnvironment and Regional Development Department, other PJ Departments and Bank staff, particularly those in Lending Operations. External contacts with firms, organisations, public authorities and EU institutions, as appropriate. If the need arises, the Sector Specialist should also display flexibility in supporting other sectors within the Division or Department
Accountabilities
  • Techno-environmental and economic assessment and monitoring of investment projects and programmes, with a focus on technology and environment related aspects within multidisciplinary teams, in the relevant sectors (to be decided in consultation with the Head of the NARA Division on the basis of qualifications and experience), including compliance with EU environmental and procurement policies, to the required quality standards
  • Special focus on implementation and operating issues concerning project risks
Qualifications
  • A degree at Masters level or higher, or equivalent professional qualification in a relevant engineering discipline (agriculture/mechanical/industrial or applied agricultural economics). A post graduate business qualification, such as an MBA, would be an advantage
  • A minimum of 5 years' experience gained after university graduation in the planning/design, assessment, implementation/management or supervision of investment projects and programmes in private sector companies in more than one country. Experience of consultancy practices either as a consultant in the commissioning of consultants would be an advantage
  • Experience in a position with either profit or budgetary responsibility
  • Knowledge of investment analysis, including financial modelling, as well as experience of production management, food/fish processing and irrigation projects would be an advantage
  • Excellent knowledge of English or French (*) and a good command of the other. Working knowledge of other Community languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not be yet proficient in one of the two languages. If they are selected, they are hired on the condition to build up rapidly knowledge of the relevant language, while they accept that their future career in the EIB is may be subject to reaching sufficient proficiency in both working languages.
