TERMS OF REFERENCE
Advisor, Climate Change Finance
A. Background
The Global Mechanism (GM) is currently implementing a project funded by the European Commission entitled Integrating Climate Change Finance into Sustainable Land Management Investment Strategies which supports selected countries in increasing financing for SLM through relevant climate change financing instruments.
The overall objective of the project is to assist governments recognize the inter-linkages between climate change adaptation, mitigation and land degradation so as to ensure these are addressed in a synergistic manner to reduce vulnerability and improve resilience and food security .
The specific objectives are (1) to efficiently include climate change related financing into national processes leading to investment frameworks supporting SLM, (2) to build capacities to identify, formulate and implement financially feasible mitigation and adaptation projects in the agricultural, rural and land use sectors to benefit SLM and UNCCD implementation and to (3) make available expertise and knowledge on the applicability of current and/or emerging adaptation and mitigation financing mechanisms in Developing Countries to support the international UNCCD and UNFCCC policy dialogue. In this regard, the GM is seeking a consultant to act as project advisor to support the oversight and the coordination of the implementation of this EC funded project. Assignment description Under the overall supervision of the GM's Coordinator for Eastern and Southern Africa, who is the grant manager and overall coordinator for the project, and in close collaboration with the coordinators for Asia and the Pacific, West and Central Africa, and Latin America and the Caribbean, the consultant will perform the following specific tasks:
A. EC Climate Change Project
(1) Monitor the technical and financial aspects of the project including monitoring resource allocations to and usage by countries in collaboration with the project coordinator
(2) Provide timely advice on the preparation of country-specific work plans and budgets and submit these to the coordinator for review and endorsement
(3) Liaise with all regional desks involved in the project in order to ensure that activities are implemented in accordance with the project logical framework as agreed upon with the donor
(4) Liaise with regional desks involved in the project in order to ensure compliance of national and global level activities with the TOR of the project and provide advice on the development of country level activities
(5) Ensure timely and appropriate narrative and financial reporting to the donor
(6) Provide technical backstopping for various country level activities under the project, such as technical assistance in project development, capacity development workshops and related follow up activities, as well as general follow up of country requests (including related missions)
(7) Palestine: Facilitate the implementation of the EC project in Palestine

The consultant will provide support to the development and implementation of an IFS in Eritrea, including: providing inputs and technical backstopping to analytical work, working documents and reports and written communication with relevant stakeholders support the preparation, organization and follow up of meetings and workshops Produce an information note on the IFS process and lessons learned in Eritrea
B. The consultant will perform any other duty as required.
B. Expected outputs
A. Overall coordination and implementation of the EC-funded project ensured at all times
B. Project budget and allocations prepared and monitored
C. Liaison with regional desks ensured and activities planned and executed according to project agreement
D. Narrative and budget reports provided in a complete and timely manner
E. Country level activities in selected countries developed and technical backstopping provided
F. Project successfully implemented in Palestine
G. Documents and reports on the IFS implementation in Eritrea prepared and associated workshops organized/held
C. Organization of work and an indicative schedule
This consultancy service will be for the duration of 3 months from 1April 2014 to 31 June 2014. At the beginning of the service, the consultant will prepare a detailed organization of work and timetable and submit this to the GM.
D. Qualifications
Candidates must have advanced university education in one of the following areas: natural resources management, climate change, rural development, development economics, or related fields. Minimum of seven years working experience with at least three years within the United Nations system. Full command of English and fluency in another UN working language will be an advantage.
E. Contractual Terms
A contract will be issued for the period from 1April 2014 to 31 June 2014. Fees will be based on qualifications and the level of experience.
