Background
UNODC with support of the US State Department and in partnership with the Ministry of Home Affairs, Government of Bangladesh is implementing a Project focused on providing 'Technical Assistance to the Government of Bangladesh in Strengthening the Responses to Human Trafficking''.
The Government of Bangladesh is making concerted efforts to counter human trafficking. Bangladesh ratified the United Nations Convention against Transnational Organized Crime (UNTOC) in July 2011 and has enacted a comprehensive legislation addressing trafficking for all forms of exploitation titled the ‘The Human Trafficking (Deterrence and Suppression) Act 2012. In light of these developments and in line with its proposed National Plan of Action (2012-2014) to counter human trafficking, the project aims to: assist the Government of Bangladesh in preventing human trafficking through effective and strengthened law enforcement capacities; provide protection and assistance to trafficked victims through establishment of national referral mechanisms and increased cooperation between the criminal justice system and civil society. This project is a joint initiative of UNODC and the Ministry of Home Affairs, Government of Bangladesh.It is felt that in many countries, there is lack of an environment that adequately assists and protects victims of trafficking. Similarly, many countries do not adequately recognize the need for protection of the rights of trafficked survivors and exemption from criminal liability as called for in the Trafficking Protocol. Through the provision of protection and appropriate referral procedures, trafficked survivors can gain the confidence and security to provide evidence against their traffickers during the criminal investigation. To ensure a victim-centred and human rights approach to the crime of trafficking in persons, there is a need to improve mechanisms for the identification of victims and establish adequate referral procedures to institutions providing support, assistance and reintegration. Moreover, it is of utmost importance to institutionalize – that is to clearly regulate and guide – the working relationship between the police and NGOs with a view to better assist trafficked survivors and create an environment in which they feel safe and secure to participate in the criminal investigation.The project intends to engage a consultant to undertake a comprehensive country assessment on the current status of victim support providers and criminal justice actors in Bangladesh, to be undertaken in close consultation with UNODC. This will pave the way for developing a strategic plan on establishing an adequate system of victim assistance, protection and referral mechanism for the country.
Duties and Responsibilities
MAIN OBJECTIVES, RESPONSIBILIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:
The consultancy is expected to carry out a comprehensive country assessment on the current status of victim support providers (Government, NGOs, Private sectors) and criminal justice actors on human trafficking in Bangladesh with a special focus on labor trafficking.
SCOPE OF WORK, RESPONSIBILIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:
The national consultant is expected to carry out detailed assessment of the current status of victim support providers and criminal justice actors and will have the following duties and responsibilities:
Duties and Responsibilities
  • Collect, review and analyze all the necessary documents to fully understand the ground situation of victim support providers and criminal justice actors. This will include both Government and NGO run service providers.
  • Collect, review and analyze all the necessary documents to fully understand all the relevant national and state legislations and policies that Bangladesh has signed which guarantee rights to trafficking survivors.
  • Collect, review and analyze all the necessary documents to fully understand the major court decisions and guidelines that reflect judicial approach in this area and precedent.
  • Compilation of relevant trafficking related data.
  • Carry out stakeholder analysis to bring out the roles and responsibilities of key players and institutions.
  • Carry out 'Gap' analysis to identify gaps in the institutional response (absence or inadequacy), respecting human rights of the victim and witnesses and gender responsiveness. This should include desk review, consultations and meetings with government officials, NGOs and civil society actors.
  • Make recommendations on how to bridge these gaps.
  • Produce a well-written and comprehensive country assessment based on the above, including recommendations for (a) civil society and criminal justice system cooperation and for (b) putting in place suitable victim assistance, protection and referral systems. This should include also a Resource Directory and mapping of all the relevant Government Departments / Ministries/ NGOs / Academic Institutions with focal points.
  • A detailed presentation will be made by the consultant on the key findings / recommendations of the assessment at a workshop
Deliverables/Outputs of the assignment/service:
  • Submit a detailed plan of the assessment along with inception report.
  • Organize consultation meeting for stakeholder analysis and Gap analysis.
  • Support to organize 1 workshop to validate the key findings of the assessment.
  • Prepare and submit a comprehensive assessment report (in English).
Tentative Payment Schedule:
  • 20% will be paid after submission of detailed plan of the assessment (within 2 weeks of commencement of the contract)
  • 30% will be paid after organizing consultation meeting for stakeholder and gap analysis (within 4 weeks of commencement of the contract)
  • 50% will be paid after support to organizing 1 workshop to valid the key findings of the assessment. Prepare and submit a comprehensive assessment report in English (within 4 weeks of commencement of the contract)
Final Deliverables: A comprehensive assessment report (in English)
PERIOD OF THE ASSIGNMENT/SERVICE:
This assignment is for Bangladeshi nationals only and is for a period of 30 working days (within 3 months). The assignment is likely to start in April 2014 and will include travel to the selected locations Bangladesh, in consultation with the UNODC project team. The Consultant will be hired as per the Individual Contract (IC) guidelines governed by UNDP. For the purpose of consultation and briefing by the project team, the concerned consultant will be continuously in contact with the Programme Coordinator of UNODC.
INPUTS: From UNODC:
  • UNODC will provide necessary logistics for the consultant.
  • UNODC will make arrangements (vehicle, security clearance) for official travel.
  • UNODC will ensure administrative supports, as appropriate, to the consultant for workshop/meetings.
From the Consultant:
  • All deliverables mentioned in this ToR as per work plan will achieved by time specified.
  • The Consultant should bring his/her own laptop computer.
IMPACT OF RESULTS:
This report will help mapping out the shelter homes and Rehabilitation services available in the country for better evidence-based planning.
SUPERVISION AND PERFORMANCE EVALUATION: The Programme Coordinator UNODC Bangladesh will be responsible for review/evaluate the performance and approve the Deliverables/outputs. The outputs will also be reviewed by the project Implementation Committee (MOHA).
REPORTS: The consultant will present the results to the UNODC project team and to the government from time to time to share the progress of activities under this contract and certifying that the works, tasks, assignment have been satisfactorily performed.

TECHNICAL PROPOSALWhile submitting the Technical Proposal, the applicant shall, in particular, ensure to submit/attach the following documents through ONLINE application procedures:
  • Cover letter explaining why s/he is the most suitable candidate for the work
  • Detailed methodology and conceptual framework with expected deliverables and timelines, man days required etc (max 4-5 page)

FINANCIAL PROPOSAL
Lump sum contracts: A detailed Financial Proposal to be submitted including travel costs to several areas in Bangladesh to collect information. The financial proposal shall specify a total lump sum amount (including a detailed breakdown of costs for consultancy fees, travel and number of working days). Payments will be made in installments based upon outputs/deliverables specified in the TOR and upon certification of satisfactory work as per work plan and endorsed by the PC, UNODC.
Travel:All envisaged travel costs, to achieve the deliverables, must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In the case of unforeseeable travel not mentioned in the TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
EVALUATION of THE CANDIDATE:Proposal of Individual consultants will be evaluated based on the following methodologies:
Technical Evaluation: (Total obtainable score – 70)All proposals that passed through the preliminary evaluation will be scored out of 70 based on the criteria mentioned in the table below. To qualify in the technical evaluation a proposal must obtain minimum 70% of the total obtainable technical score or at least 49 points. Any proposal obtaining a score less than the minimum required score (49) will be technically disqualified. Proposals achieving 70% or more points in the technical evaluation will be considered for financial evaluation.
  1. Demonstrate knowledge on Human Trafficking issues, Laws, Human Rights or UN human rights mechanisms/instruments (15 marks)
  2. Experience and skills in conducting legal analysis/ research in the field of Human Trafficking and Human Rights (15 marks)
  3. Demonstrate experience of drafting report, facilitation and dissemination skills among relevant stakeholders (20 marks)
  4. Methodology, activities, Work plan, Team composition/experience and skills (10 marks)
  5. Demonstrate sound programmatic and financial track record (10 marks)
Applicants may also be invited for a face to face or telephone interview as part of the technical evaluation process. The interview shall not bear any additional score but shall be used to validate the scores given above by assessing the knowledge on the subject matter.

  • Experience in working with Trafficking or other similar human rights-focused organizations.
  • Experience in collecting information, facilitating meeting, key informant interview/FGDs
  • Proven experience conducting assessment, writing analytical report
  • Knowledge and experience with Trafficking issues in South Asia region.

Background
The Union Parishad Governance Project (UPGP) and Upazila Governance Project (UZGP) are a part of the overall programmatic framework for UNDP and UNCDF support to the Government of Bangladesh in the area of Local Governance reforms, supported by the European Union, and the Governments of Switzerland (SDC) and Denmark (DANIDA). The timeframe for UZGP is from August 2011 to July 2016, while UPGP is being implemented covering the period December 2011 to November 2016.
Both the projects have 3 outputs that focuses on (a)strengthened Upazila Parishads & Union Parishad as more functional, democratic, transparent and accountable institutions; (b) Strengthened Planning and Budgeting system at UZP & UP with MDGs orientation for pro-poor service delivery mechanism; and (c) Strengthened technical capacity of Local Government Division for effective policy review, monitoring, lesson learning and capacity development of LGIs for improved Local Governance. Both projects are conjoined through the third output which is jointly pursued.
Currently, Local Government System in Bangladesh has separate systems for rural and urban areas. The rural system has 3 tiers whereas urban system is double tiered. The inter and intra institutional interface among these tiers is non-existent, despite complementary mandate especially within the perspective of funds, functions and functionaries. Similarly each tier has its own law and operational framework which are not mutually inclusive. All the tiers of LGS, be urban or rural, have generally been documented to be operational with each level having its share of institutional hiatus and subjected to legal iterations.
Therefore, neither there is a community of practice for institutional cooperation, citizen engagement and LGIs tier specific participatory local planning & development for service delivery; nor a unified legal framework that strengthen the Local Government System. Collectively, it effects on functioning and accountability of the respective LG tier. This establishes the need for undertaking a comprehensive national review and analysis of existing local government system to draw a comparative perspective and practices based analysis of the operational LGS having similar contextualization. The perspective and practice based analysis will focus at institutional (tier) and legal level. Duties and Responsibilities
Objectives:
The policy research will analyse gaps and challenges within the existing institutional and legal frameworks of LGS in Bangladesh. It will recommend policy options for the policy makers to further promote decentralization and strengthen local democracy through initiating appropriate policy and legal reforms, which will help eradicate poverty and expedite achievement of 'Vision 2021'.
The recommendation will be in the realm of administrative, legislative and institutional perspective to restructure, reorganize and connect existing tier based LGS. It will identify responsible partner/agency and a proposed time frame for realization of the proposed options. Gender will be used as a cross-cutting and integral theme of the entire study. The comprehensive report will be submitted to the Local Government Division to initiate appropriate policy reform.
Scope of work and expected outputs / deliverables:
The objective of the study, in line with UZGP programme output, is to‘Strengthen the Local Government Institutions (LGI) and local governance in Bangladesh through effective policy review and comparative analysis '. The Specific objectives of the study will be to:
  • Assess and review existing Local Government System, both urban & rural, in Bangladesh within its tier based institutional structure and corresponding legislative framework for each tier
  • Undertake comparative perspective and practices together with analysis of functionality and operationalization of LGS with at least two countries having similar context in the region; preferably India and the Philippines.
  • Recommend policy options for institutional streamlining and strengthening legal framework of LGS in Bangladesh
Following research dynamics will be the basis for critical evaluation, policy research and reporting for perspective and practices based comparative analysis:
  • Rural and urban LGS – a divide or interface;
  • Multi-tier or Single tier LG system;
  • Interface of local administration and local government in LGS with reference to funds, function and functionaries
  • Exclusive tier specific legal provisions for LGIs or unified legal framework for LGS.
A comparative international perspective and analysis of practices of decentralization process will also be integrated in the study to reflect on policy options for Bangladesh. The study is expected to focus on LGS in India and the Philippines. The study will:
  • Analyze historic evolution of administrative, institutional and legal frameworks focusing LGS in Bangladesh;
  • Evaluate existing LGS tiers: its level of decentralization & fiscal flow patterns, complementarity and gaps. (funds, functions & functionaries);
  • Evaluate existing legal framework/provisions for each of the LGI tiers: its level of mutual inclusiveness and gaps
  • Co-relate and validate secondary data analysis and findings through desk and literature review, filed visit, expert views and stakeholder consultation;
  • Compare edifice of decentralization, its process and operationalization of system with at least 2 countries (preferably India and the Philippines) to recommend good practices.
The policy research will integrate all LGI perspectives and stakeholders through range of research tools. The secondary research tools will be employed to focus on reports of earlier governmental review commission & committees and any similar work of the civil society. The tier specific legal framework inclusive of all its iterations will also be reviewed. The critical research(s) of at least last 5 years, which are complementary to the objectives of the current research, will also be consulted along with the selective work of development partners to Bangladesh.
The primary research tools will be used to bring in operational ground realities and existing legislations in perspective both in terms of challenges and opportunities for the LGS tiers. The stakeholder perspective will also be integrated from Central to all LGIs level focusing existing institutional mandates and delivery mechanism in terms of funds, functions and functionaries to identify gaps and way forward towards the policy reform and re-organization
Research team & Responsibilities:There will be 2 separate procurement processes for engaging (a) a team of national consultants and (b) international consultant. Since hiring of the international consultant and team of national consultants will be done separately, UNDP will follow due process in informing and introducing both the international consultant and the national consultants team right after the completion of the procurement process for instant linkage and coordination. The International Consultant (IC) will lead the policy research and will be supported by a team of 3 national consultants. The IC and team of national consultants will be separately hired under linked TOR by UNDP. The expected operational details and coordination requirements, as elaborated in this section, are to inform prospective IC about the proposed national team composition and working arrangements. IC that will take part in bidding process under the existing TOR will have no role and/or responsibility in connection to hiring of the national team. The details in this section & TOR are to ensure that the IC is well informed about the expected team dynamics. International Consultant (to be hired under exiting TOR )
The International Consultant (IC) will lead the policy research. S/he will be engaged for a period of 42 working days spread over 3.5 months. The International Consultant, in close coordination with the national team, will have the lead responsibility of designing policy research, developing methodology, tools, work plan and reporting. The IC will prepare research design, methodology, tools and propose timeframe. With national team's input it will be translated into an inception report. In parallel to the inception report, IC in close coordination with national team will prepare a coordination matrix to implement the assignment highlighting respective roles, responsibilities and oversight mechanism. This matrix will have time bound milestones for both national team and international expert. The matrix will highlight both virtual and in country based input and level of engagement of international consultant along with mode of interaction. The agreed milestones will be linked to the financial delivery of both IC and national team members. The Project designated focal person will oversee coordination (see institutional arrangement section). The selected international consultant will be required to pay at least 2 visits to Dhaka i.e. at the beginning to ensure smooth initiation of assignment (ref operationalization of approved inception report and at the end for finalization of analysis, first draft and presentation to key stakeholders. Among the engaged national team IC will designate one member to be the interlocutor with the international consultant and team coordinator. Team of National Consultants (separate procurement process & linked TOR)
Under separate TOR services of 3 national experts are being hired, through competitive bidding, to support the IC in this assignment. The team will work in close coordination and under the lead of IC as explained above. Supervision and Performance Evaluation. The International Consultant will have following institutional arrangements:
  • Project Manager for project based institutional, operational and field support. The Project Managers of UPGP and UZGP will ensure availability of support and cooperation from the National Project Directors, Focal Persons and other relevant officials from the Local Government Division of Ministry of Local Government, Rural Development & Cooperatives, as required, along with the UNDP and the UNCDF. UZGP Project Manager will receive the progress update as will be stipulated in Coordination Matrix and will supervise the consultant;
  • International & National Technical Advisors will maintain technical coordination and feedback, as required, with the designated Project Manager in the loop;
  • National team coordinator as elaborated in research team section above will be the primary interlocutor among national team and will ensure coordination as elaborated in the coordination matrix. Besides, IC will keep close contact with all national team members to ensure timely completion of the assignment.
The estimated duration of the assignment is 42 working days spread over 4 months from the date of signing of the Contract. The principal working location to execute policy research (duty station) will be in Dhaka. However, identified projects locations outside Dhaka will be visited as per work methodology area as required by the assignment.
The selected International Consultant will be required to pay at least 2 visits to Dhaka i.e. at the beginning of the assignment to ensure research design & methodology, meet stakeholders and agree on coordination matrix with national team; and at the end of assignment for finalization of analysis, preparation of draft report and presentation to key stakeholders. Time Frame & Deadlines:
Expected Outputs:
  • Desk review literature and prepare initial research design in collaboration with national team (5 Days)
  • Meeting with key government officials, UNDP, UZGP-UPGP project staff and members of national team to finalize research design, para-meter, processes, working relationships and its approval (6 Days);
  • Inception Report & Coordination Matrix and Reporting deadline will be at the end of 2nd week of assignment. (4 Days);
  • Virtual & in-situ support for roll out of research, field research, data collection, analysis, etc. and Interim Progress Report will be submitted at the end of 7th week of assignment. (20 Days);
  • Draft report & presentation of key findings will be submitted at the end of 13th week and final report will be at the end of 15th week. (7 Days).
The estimated duration of the study is expected to be 42 working days spread over 3.5 months tentatively covering the period 23 March 2014 to 06 July 2014.
The principal working location (duty station) will be in Dhaka. However, identified projects locations outside Dhaka will be visited as per work methodology area as required by the assignment. Reports: In line with institutional arrangement specified in Section (d) and (e) above. The IC will be expected to submit the following in close coordination with national team:
  • Detailed research methodology & design for the assignment – Inception Reports at the end of 2nd week
  • Coordination Matrix detailing roles & responsibilities, timelines, work plan with national team at the end of 2nd week ;
  • Interim Progress report – end of 6th week;
  • Draft report – end of 12th week;
  • Presentations to stakeholders – 13th week;
  • Final Report – end of 15th week.
All reports will be shared in 3 hard copies along with Word Format soft copies in CD and through email. In case of any discrepancy the hard copy will be considered as final. The language of communication and reporting will be English. All research tools will be prepared in English and translated into Bangla for field application, as required. The final report will have a certified Bangla translation. The cost of reports production and translation will be part of IC financial bid. IC will ensure quality of reporting, linguistic consistency and standards for English.
Inputs: UNDP through its projects (UZGP & UPGP) will provide back-support as elaborated in section d above. It will provide key project documentation and in-house research. It will introduce the team to LGD counterparts and facilitate critical meetings.

Academic Qualifications:
  • Master degree in social sciences preferably in Political Science, Development Studies and/ or Law.
Experience:
  • Have 10 years of comprehensive working experience on research, reviews & evaluations focusing local governance, local government and institutional & legal development. Working experience in South Asia will be an asset;
  • Have demonstrated research, review, evaluation experience in social sector especially Service delivery reform, Health and Education for at least last 5 years. A list of work should be enclosed with the bid with title of report and client's name;
  • Specific experience carrying out research/studies on local governance systems in developing countries is desired;
  • Having experience of working with government and local government representatives preferably in South Asia. Similar understanding of the local governance system & institutes in Bangladesh will be value addition. Details must be listed;
  • Computer literacy is must especially for MS Word applications. The CV must state the level of expertise in the usage of computer and office software packages (MS Words, MS Excel, Power Point etc.).
Language Requirement:
  • Fluency in English (Written and Oral).
Evaluation of the Candidate:
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum 70% mark (49 out of 70) in technical evaluation will be considered eligible for financial evaluation.
Technical Evaluation Criteria (Total 70 Marks):

Financial Evaluation (Total 30 Marks):

Technical Proposal:
A detailed CV entailing comprehensive work / assignment details will suffice for technical proposal.
Financial Proposal:
Financial Proposal will be prepared on lump sum basis and would include:
  • The Financial Proposal shall consist of a comprehensive budget. The budget will be prepared in USD and would include all fees and associated costs, i.e. professional fee, travel cost, living allowances, printing costs, Secretarial support cost for printing & logistic coordination of national team, etc.;
  • In order to assist UNDP in the comparison of financial proposals, the financial proposals will include a breakdown of this amount disclosing the key assumption employed in costing the tasks.
The Budget of the successful bidder will be fixed, therefore, comprehensive and all inclusive budget should be prepared. The assignment will be time bound and no extension and/or financial addition is expected to be provided. The price should take into account all HR costs and professional fees, travel costs, living allowances, subsistence and ancillary expenses.
UNDP shall effect payments, by bank transfer to the successful bidder's bank account, upon acceptance by UNDP (in consultation with LGD) of the deliverables as specified in the ToR. Payments will be made in tranches based on the following percentages and milestones.
  • 1st Payment: 30% of total contract value will be paid after submission of inception report;
  • 2nd Payment: 30% of total contract value will be paid after submission of interim progress report;
  • 3rd Payment: 40% of total contract value will be paid after submission of final report.
Terms:
  • The selected IC shall prepare and submit the work plans for approval and submit reports as stipulated in the section 'd & e' of this ToR;
  • Payment for services of the contractor will be made upon satisfactory certification by the Local Governance (LG) Cluster of UNDP and will be remunerated by the UPGP and UZGP Project;
  • All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources;
  • In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Background
Climate change already increased serious threats to the coastal development of Bangladesh. The combined effects of sea-level rise and subsidence, changes in upstream river discharge, increased frequency and intensity of tropical cyclones, and erosion of coastal embankments pose a different to the natural resource base and associated livelihood opportunities of coastal communities. The ‘Community Based Adaptation to Climate Change through Coastal Afforestation in Bangladesh (CBACC-CF)' project is being implemented in four coastal district (Barguna, Bhola, Noakhali and Chittagong) by the government of Bangladesh towards enhance the resilience of both coastal communities and protective ecosystems through community led interventions that focus on coastal afforestation and livelihood diversification.
The project commenced field operations since 2010 under the financial support of GEF, UNDP, EKN and SDC. The Ministry of Environment and Forest is the leading implementing partner of the project including the Forest Department (FD), Department of Agricultural Extension, Department of Fisheries, Department of Livestock, Bangladesh Forest Research Institute (BFRI), Ministry of Land and Bangladesh Water Development Board as different executing agencies for afforestation and livelihood related training and demonstration activities.
Coastal afforestation is one of the key activities in the project which currently requires monitoring and evaluation of impacts at ecosystem level. Considering the sustainability of afforestation in the project sites, the result-evidence will be important to determine the impact in land stabilization process, increase forest coverage and capacity to sustain in changing climatic risks of coastal areas. More visualization of afforestation progress and impact can be done through field observation and application technical tools like GIS. In accordance with UNDP/GEF procedures, UNDP-Bangladesh is hiring a M&E Expert to develop a reporting system of afforestation programme that is evidence based, outcome oriented and easily measurable of the impacts.
Project Description:
The project uses a four-pronged approach to reduce the vulnerability of communities and ecosystems in coastal zones. First, community-based adaptation measures at the local level will assist the diversification of livelihoods, strengthen natural barriers against climate change-induced inundation and erosion, and improve community warning systems to protect livelihood assets and facilitate the flow of climate-related information. Second, institutional capacity will be strengthened to incorporate climate risk reduction into coastal zone development and management at the national and sub-national levels. At the sub-national level, capacity building efforts will focus on the four Coastal Forest Districts (CFD) of Patuakhali (Barguna), Bhola, Noakhali and Chittagong. Third, the policy framework regarding coastal zone management will be assessed, and recommendations for climate-resilient policies will be developed, particularly regarding land use in coastal areas. Finally, knowledge gained through the project will be shared through the UNDP Adaptation Learning Mechanism with other areas and countries facing similar climate change threats in coastal communities. This strategy forms an additional component on top of existing and pipelined project activities under various ministries and departments.
The coastal afforestation programme of the project has already taken mangrove and non-mangrove plantation in four project sites to enhance the protective capacity of coastal ecosystem. With the support of FD, mangrove plantation has been completed in 8500 ha. Mound and dyke plantation with non-mangrove now covers 332 ha and 112 ha respectively. Strip plantation has been completed in 680 km. Besides, 150 ha of model demonstration with mangrove species have been completed by BFRI. The project trained 12,200 people on coastal afforestation programme including nursery establishment and maintenance. The overall achievement of the afforestation programme is expected to contribute to strengthen protective ecosystems while reducing severity of impacts from natural disasters in adjacent areas.
Duties and Responsibilities
Objectives:
The objective of the assignment is to develop evidence based monitoring and evaluation report visualizing impact of coastal afforestation in the project.
Scope of Work and Expected Outputs/Deliverables:
The key responsibility of the expert is monitoring and evaluation of all types of afforestation to prepare results based monitoring mechanism and prepare high quality knowledge product based on coastal afforestation implemented by the project.
Within the framework of this ToR, the expert is expected to perform the following tasks and duties:
  • Develop, implement and maintain the Results-based M&E system for this assignment as needed;
  • Establish routine monitoring and evaluation procedures and systems to enable visualizing of all afforestation activities of the project;
  • Collect, enter and analyze all data related to the implementation of coastal afforestation and progress towards planned activities;
  • Prepare GIS based map, delineate site map of all plantation plots focusing current and previous plantations in each site.
The proponent will be responsible for producing the following deliverables to address the objective of the assignment:
  • Develop monitoring and evaluation plan for coastal afforestation with plantation specific measures and guidelines;
  • Collection of data, application GIS tools and preparation of maps indicating forest areas with respect to site specific conditions;
  • Develop GIS map on afforestation sites and analyse the progress against targeted planning;
  • Prepare result based monitoring and evaluation reports on afforestation activities of the project;
Supervision and Performance Evaluation:
The Monitoring and Evaluation Expert-Coastal Afforestation will work under the direct supervision of the Project Manager (PM)/National Project Director (NPD). S/he will work in close collaboration with Climate Change, Environment and Disaster (CCED) Cluster of UNDP and wide range of stakeholders related with coastal afforestation.
Timeframe and Deadline: The duration of the assignment is four (4) months commencing from 13 March 2014 to 13 July 2014.
Payment Schedule: The following timeline will be followed for payment:
  • First Month: Preparation and submission of monitoring and evaluation plan completed-(1st Payment 20% of the total amount);
  • Second Month: First draft of monitoring report on coastal afforestation after field visit in all project sites completed (2nd Payment 25% of the total amount);
  • Third Month: First draft of GIS mapping of afforestation including analysis of site specific progress completed-(3rd Payment 25% of the total amount);
  • Fourth Month: Final report of monitoring and evaluation of coastal afforestation visualizing all plantation plots (including mapping for each site) completed and submitted-(4th/final payment-30% of the total amount).

Academic Qualifications:

  • A solid understanding on coastal Bangladesh particularly on coastal afforestation and adaptation to climate change and environmental management with a focus on participatory processes, joint management and gender issues;

  • Broader experience on using GIS/GPS, particularly in preparing GIS based map, delineating site map of the plantation plots;

Evaluation of the Candidates: Individual consultants will be evaluated based on the following methodology:
Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. UNDP Bangladesh's Early Recovery Facility (ERF) promotes national ownership of the post disaster early recovery process through the fullest possible engagement of national and local authorities in the planning, execution and monitoring of recovery actions with UNDP assistance. It mobilizes resources to prepare, plan, and implement interventions to ensure that people affected by disasters recover and seek development gains. ERF supports national and local government in developing policies and plans for full recovery. Such support will is provided through systematic assessment of recovery needs, coordination amongst various agencies, preparation of an early recovery plan / framework, and human resource support wherever necessary. ERF promotes equity, social inclusion, and transparency in promoting recovery policies and plans. It advocates people's participation in recovery planning, and promote policies and programmes which do not discriminate on the basis of gender, ethnicity, religion, age, disability, etc. ERF supports and strengthens the Early Recovery Network and Early Recovery Cluster in Bangladesh, an overall recovery preparedness planning, and advocates for the allocation of resources in support of early recovery activities.

ERF does not seek to replace the existing capacity with its own. The Monitoring and Evaluation Specialist works in close collaboration with UNDP Country Office operational units, as well as a wide range of other disaster management related stakeholders. Duties and Responsibilities
  • Establish/manage a results based monitoring mechanism for the project
  • Enhance capacity of all concerned project consultants/experts/staff/project partners in the use of Results Based Monitoring and other approved programme monitoring system
  • Develop appropriate project monitoring indicators for the activities
  • Establish routine project monitoring procedures and systems to enable all activities to be regularly and effectively monitored
  • Prepare regular and timely project monitoring reports for GOB/UNDP/donors/other concerned agencies.

Job Profile
  • Disease Surveillance: Carry out initial screening for study participants for different research protocol under supervision of study doctors; Counsel the study participant; Take informed consent from the study participant; Complete the study questionnaire; Maintain periodic visit schedule for enrolled participant in order to conduct the disease surveillance in different health facilities in Mirpur area including icddr,b Dhaka hospital and Mirpur Treatment Centre.
  • Nursing & study patient care: Greet patients; Take history and perform physical examination; Provide treatment to the study patient for diarrhoeal illness; Observe the general condition, nature of purging and vomiting; Reassess patient condition and report to the study doctors; Provide hydration to dehydrate patients through oral or intravenous fluid; Provide care as per standard patient management guideline; Check weight, height and vital signs; provide care as per standard patient management guideline in order to manage the study patient.
  • Sample collection: Receive informed consent from the study participants; Collect sample from study patients after proper counseling; Store different study related samples (blood, stool and urine) properly; Ensure the transportation of the samples maintaining the standard to icddr,b main lab; Maintain sample transport log; Collect the report and inform to the study doctors; Report to the supervisor in case of any emergency in order to collect and manage different study related sample as per the requirement of the protocol.
  • Documentation: Adhere strictly to the GCP guideline during patient assessment; Prepare study related documentation maintaining the GCP standard; Follow standard operating guideline in measurement of vital signs (weight, height etc); Maintain study related documentation properly in order to administer the documentation of the study related activity smoothly.
  • Training and Supervision: Arrange training for the health workers on sample collection and documentation; Carry out post training evaluation on the staffs improvement of performance; Supervise and monitor the junior staff, health workers and other supportive staff as and when required in order to develop the performance of the staff.

Basic purpose

Roles and responsibilities
