Basic purpose
This position, reporting to the HRS Director based in the Philippines, operates at a HRS specialist level, and is responsible for partnering with IRRI supervisors and managers based in The IRRI Bangladesh office (IBO) to ensure the delivery of high quality human resource services in a cost-effective, efficient and timely manner. The successful candidate will work to ensure that IRRI attracts and hires quality candidates; liaises with national and international employees, supervisors and managers to establish and maintain good workplace relationships; oversees IRRI's compensation and benefits operations; ensures an accurate and timely HRS reporting function; and provides a consistent and structured approach to learning and career development for IRRI's workforce.
Roles and responsibilities
Administer the HRS board-approved policies and procedures at IBO Ensure that all staff are aware of IRRI's mission, values, and principles, including appropriate professional behavior, fairness and equity, and IRRI's policy on harassment and discrimination Manage the front line communications Coordinate with Government bodies as required, such as Department of Labour and Employment etc; Prepare an annual regional HRS budget for discussion with HRS Director Develop and maintain a collaborative working relationship with the Manager, Corporate Services to facilitate the implementation of HRS initiatives and to ensure that staff of the IBO are conversant with and understand their HRS obligations and responsibilities.
Work with HQ HRS as necessary including;
a. preparing and submitting a monthly HRS report to the HRS Head
b. holding monthly conference calls with HQ to share information and identify concerns;
c. participating in job evaluation, classification and promotion processes as required;
d. ensuring efficient and timely submission of documentation; and
e. perform other HRS related activities as required.
Staffing Services Provide high quality and timely professional Staffing Support and advice to supervisors and managers Develop a staff approach to recruitment which clearly reflects IRRI's commitment to gender and diversity and develop the IBO's awareness and commitment to IRRI's Gender Strategy In conjunction with the HRS Administrator, Employee Communications, establish and maintain a user friendly recruitment web presence Workplace Relations Maintain a close connection to the employee community so as to identify factors that affect employee's morale, motivation, and efficiency, by holding monthly employee HRS advisory sessions in each of the CO locations (by skype or teleconference as appropriate) to allow employee access to HRS; Develop and implement an Employee Suggestion Program which allow employees to contribute new ideas; Develop a program of general employee informational activities Keep up to date with current regional employment legislation and ensure that HRS HQ and regional supervisors and managers are effectively briefed on any relevant changes; Support resolution of performance-based concerns, in conjunction with the HRS Head and relevant manager, as necessary Coordinate grievance procedures to handle complaints arising from employees, and provide dispute resolution services as required; Conduct interviews with all exiting employees and provide written feedback to the HRS Head of Human regarding trends revealed in the exit interviews; Compensation, Benefits and Reporting Implement and sustain a clear, transparent, consistent and competitive pay philosophy through annual benchmarking of existing IRRI remuneration strategies, policies and procedures; Ensure efficient documentation and completion of salary increase processes and transactions, including annual, market-related, merit and inflation; Oversee the implementation, administration and analysis of employee benefits programs Update and maintain confidentiality of all employee files Learning and Development Create and implement a regional annual calendar of technical training and personal development programs for staff at all levels in conjunction with HQ HRS; and Conduct quarterly training sessions on the performance management process and distribute materials to support the implementation process
Qualification requirements
Bachelor's Degree in Human Resource Management, Personnel Management, Industrial Psychology, or another discipline which provides suitable basic knowledge Minimum of 5 years relevant practical experience required in an international setting Significant experience in policy interpretation and in labour law compliance Proven ability to resolve conflicts and diffuse workplace related issues and concerns Experience in use of external vendors and alternative sourcing methods Strength in developing and maintaining customer-based relationships Self-motivated and capable of working independently Ability to multi-task and work in a fast-paced environment Ability to effectively establish priorities and meet deadlines
