OBJECTIVES OF THE PROGRAMME :
Underlying Values and Core Functions of WHO
All the Member States of WHO in the South East Asia Region (SEAR) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
The seven point global health agenda contained in WHO's Eleventh General Programme of Work (2006-2015) includes: (i) investing in health to reduce poverty; (ii) building individual and global health security; (iii) promoting universal coverage, gender equality and health related human rights; (iv) tackling determinants of health; (v) strengthening health systems and equitable access; (vi) harnessing knowledge, science and technology; and (vii) strengthening governance, leadership and accountability.
WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.
The South-East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, including India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both the aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.
Mission of the WHO Country Office for India
Within the framework of WHO's Country Cooperation Strategy the mission of the WHO Country Office is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.
Purpose of the Position:
  • Promote and support the work of the WHO Country office for India activities related to Non Communicable Diseases and Social determinants of Health (including relevant activities related to Co-morbidities and Universal Health Coverage).
  • Help India better confront the new epidemiological reality, preventing and addressing NCDs as well as addressing CDs-NCDs co-morbidities and the determinants of health and, more specifically:
  • Helping strengthen the surveillance of NCDs and support research work on their risk factors as well as on the social determinants of health.
  • Assisting national authorities in the development of policies and strategies in the area of health promotion, prevention and control of NCDs, mental health disorders and injuries and the social determinants of health.
  • Facilitating the adoption of evidence based public health intervention in these areas and the integration of health promotion and NCD related services and activities.
  • Supporting national authorities in the monitoring and evaluation of NCD related policies and strategies, programmes and interventions.
Description of duties:
Under the overall guidance of WR, India, and in close relation with the Coordinator, Health Programmes, the incumbent will perform the following tasks:
  • Provide technical and managerial support to the WHO CO NDS team, facilitating the development and the implementation of the relevant work plans under the WHO-GOI collaborative programme and supporting the monitoring and evaluation of related activities.
  • Provide technical assistance and support for the development and adaptation to the country context of the WHO's normative work for the prevention and control (including the production and/or adaptation of reports, guidelines, SOPs..)
  • Liaise and coordinate with concerned technical units/ departments of MOH&FW, WHO/SEARO and WHO/HQ and with donor and development partners (UN and bilateral) to harmonise recommendations on policies and strategies related to NDS.
  • Promote the generation of evidence on NDS and contribute to informed policy level decisions by government and provide cutting edge policy advice. Help improve the information system for NDS and facilitate its integration.
  • Advise in advocacy on universal health coverage for NCDs to stakeholders and foster development of models on integrated service delivery for CDs and NCDs at ground level.
  • Advise in strengthening and integrating, innovative private sector engagement models, research and innovations in the prevention, diagnosis, treatment and care of NCDs in the world, with emphasis on convergence with CDs, in particular in the BRICs.
  • Technically review contractual proposals, make recommendations to the supervisor regarding WHO's support
  • Collaborate with MOH&FW in identifying niche areas in NDS and undertake a gap analysis; support capacity building in these deficient areas to ensure that priorities are fulfilled.
  • Support information brokering/exchange function of WCO India through contributions to the health information repository at the WCO India by collation, analysis and sharing of relevant health information and statistics.
  • Prepare administrative and technical reports and undertake any other tasks as may be assigned by the supervisors
REQUIRED QUALIFICATIONS
Education:
Essential:
  • University degree in Medicine or Public Health or Social Sciences from a recognized institute.
Desirable:
  • Postgraduate degree or combination of training and experience in public health/ community medicine equivalent to an advanced university degree in Management and/or public health and/or Public Health administration.
Skills:
Functional Skills and Knowledge:
  • Broad based knowledge of the country's needs and priorities in various areas of NDS, good administrative knowledge of functioning of ministries and other related departments/ agencies;

The Twelfth Plan seeks to achieve ‘Faster, Sustainable, and More Inclusive Growth'. While striving for faster and more inclusive, growth, the Twelfth Plan also pays attention to the problem of sustainability. The plan states that no development process can afford to neglect the environmental consequences of economic activity, or allow unsustainable depletion and deterioration of natural resources. Unfortunately, the experience of development in many countries, including India past experience in some respects, suggests that this can easily happen unless appropriate corrective steps are taken at early stages. The Twelfth Plan strives to devise a strategy of development which effectively reconciles the objective of development with the objective of protecting the environment. The vision outlined in the 12trh FYP related to environment, forestry and wildlife section highlight the need of Managing Environment, Forests, Wildlife and challenges due to Climate Change for faster and equitable growth, where ecological security for sustainability and inclusiveness is restored, equity in access to all environmental goods and ecosystem services is assured through institutionalization of people's participation; and that A future in which the nation takes pride in the quality of its environment, forests, richness of its biodiversity, and efforts by the State and its people to protect, expand and enrich it, for intra and inter-generational equity and welfare of the local and global community.
The Plan further states that India will be one of the countries most severely affected if global warming proceeds unchecked and as such appropriate domestic action is necessary. A National Action Plan for climate change has been evolved with eight component Missions. Implementation of these missions should be an integral part of the Twelfth Plan. Policies should be closely monitored to ensure that we achieve the stated objective of reducing the emissions intensity of our GDP by 20 per cent to 25 per cent between 2005 and 2020. Achievement of rapid and sustainable growth is critically dependent on India's ability to manage its natural resources effectively.
The plan also states that in recent years, the deficiencies in the way in which natural resources are managed have come under increasingly critical scrutiny. Agitations around land acquisition, deforestation, water use, air and water pollution, and also the response to natural disasters, have become more common. The plans firmly states that these are no longer peripheral issues: They are issues which demand mainstream attention and pose challenges which the Plan must address squarely.
The UNDAF Outcome 6 is devoted to Sustainable Development. The outcome statement highlights that natural disasters and extreme events severely impede development gains. While India is a large economy with a relatively high capacity to respond to disasters, most of its poor have very low coping capacity to deal with natural calamities. The National Policy on Disaster Management, 2009 recognizes the challenges in the coming years and the need for more synergies in strategies for climate change adaptation and disaster risk reduction.
The proposed study's goal is to review five key flagship programs closely linked with the sustainable development agenda and identify gaps and opportunities for mainstreaming disaster risk reduction and climate change adaptation measures aimed at promoting community resilience and ultimately lead to sustainable development.
Duties and Responsibilities
The objective of the study will be to support advocacy for risk informed development planning. The study will analyze key selected flagship programs to identify opportunities for mainstreaming of disaster risk reduction and climate change adaptation considerations in development planning. The findings of the study will also support mainstreaming of DRR/CCA considerations within UNICEF's and UNDP sectoral strategies.
Schemes to be reviewed are:
  • Jawaharlal Nehru National Urban Renewal Mission (JnNURM);
  • National Health Mission (NRHM) - Integrated - Rural and Urban;
  • Indira Awaas Yojana (IAY - Housing - rural poor);
  • Integrated Child Development Services (ICDS);
  • Integrated Child Protection Scheme (ICPS).
Relevance:
DRR and CCA considerations at present are not clearly articulated in major flagship programs, therefore specific measures to address impact of disaster /climate change on development (e.g. nutrition, health, housing) and improve community resilience are not mainstreamed, relevant budgetary allocations are not part of these schemes and therefore sustainable development is compromised. The study is specifically targeted to support GoI efforts in mainstreaming DRR and CCA in development planning as outlined in the country's 12th FYP.
The study is a joint activity to be implemented by UNDP and UNICEF and is also part of the UNDMT work plan for 2013-2014, as well as part of the UNICEF work plan.
The study is initiated to inform development of targeted five year advocacy and program strategies to promote the inclusion of DRR/CCA measures in India development planning and identify baseline and milestones against which to measure results at the end of the United Nations Development Actions Framework (UNDAF) and country program.
Strategic use:
  • Support GoI efforts in mainstreaming DRR and CCA in development planning;
  • Inform the development of targeted five year advocacy and program strategies to promote the inclusion of DRR/CCA measures in development planning;
  • To identify baseline and milestones against which to measure results at the end of the UNDAF/ country program cycle and 12th FYP cycle;
  • To inform targeted sectoral approach towards risk reduction in India development process and major flagships.
The study will support the implementation of UNDAF DRR strategy for the period 2013-2017
The expected outcome will be:
  • Sustainable risk informed development planning and program implementation (at both government and UN level) Improved resilience of communities in face of climate and disaster impact challenges;
  • The TOR has been discussed, with the Ministry of Home Affairs and National Disaster Management Authority. The Ministry of Home Affairs in due course will be organizing consultations with various ministries and identifying entry points for mainstreaming DRR and CCA in development planning. The current study will feed into this process.
The study will be implemented by United Nations Development Management Team (UNDMT).
Scope of Research Activity: The study will adopt the following methodology: Desk review of existing schemes as outlined as above. Key focus of the desk review will be:
  • General overview of the schemes (goals, strategies and current achievements);
  • Analysis of gaps and opportunities for mainstreaming disaster risk reduction and climate change adaptation;
  • Key recommendations for mainstreaming and suggested approaches.
Interview with key stakeholders (government representatives from ministries in lead of the selected schemes, non-government and civil society organizations and academia). Feedback from Solution Exchange network will be sought as well. Key state government representatives will also be consulted.
Methodology:
The bidders are expected to propose a detailed methodology for the study.
Mostly qualitative data will be collected. However, where possible quantitative data especially linked with the results achieved by schemes will be required.
The study will be done from Delhi. Possible trip to states for interview with stakeholders will be agreed in consultation between the contractor, UNDP and UNICEF. Particular scheme review, especially in what concerns the overview of results achieve, will provide specific examples for well faring and poorly faring states. There are no specific ethical considerations arising from this study. Competencies

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight - 70%;
Financial Criteria weight - 30%. Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Criteria for Technical Evaluation would be as under:

OVERVIEW OF THE FUNCTIONS OF THE POST
I. Background,
The Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) is UNESCO's first education-related category 1 institute in the Asia and the Pacific region towards the development and promotion of new approaches to education for a more peaceful and sustainable world. The Institute aims to contribute to the conceptualization, design and formulation of regional and sub-regional strategies in education for peace and sustainable development, in particular through South-South and triangular North-South-South cooperation.
This post is concerned with the education for peace and sustainable development in the formal sector including areas such as curriculum studies, teacher training, capacity building and evaluation approaches.
II. Duties and Responsibilities
Under the overall authority of the Director of the Institute, the direct supervision of the Team Leader and in close cooperation with staff in other programme sections, the incumbent will serve as Associate National Project Officer for Education for Peace/Sustainable Development/Human Development and Global Citizenship.
The incumbent will work within the framework of Institute's Mid-term strategy, Biennial programmes and budget consistent within overall UNESCO framework for action. S/he will perform the following tasks:
1. Analyse, evaluate and contribute to the development of the Institute's programme for Education for Peace within the overarching principle of Education for Peace and Sustainable Development. This would involve region wide approach/approaches and strategies for promoting Education for Peace and Sustainable Development in the formal education sector;

IFC South Asia is seeking a Regional Industry Manager (RIM) to lead IFC's business for the Infrastructure Group across the South Asia Region. Duties and Accountabilities
Key job objectives will include:
  • Lead and manage a specialized infrastructure team consisting of regional and industry staff and ensure the team is high-performing, well-motivated, well trained, has clear deliverables and is committed to the success of IFC in South Asia.
