Notes: Notes: This Temporary Job Opening is through 31 December 2017, with possibility of further extension.
A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.
A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further 'stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…' Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as 'retirement.' Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
The expression 'Internal candidates', shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Organizational Setting and Reporting
The positions are located in the Office of the United Nations Assistance Mission in Afghanistan in Faryab & Pul-e-Khumri. Faryab & Pul-e-Khumri are classified as 'E' hardship and non-family duty stations. The incumbents report to the Chief of Staff. UNAMA is a special political mission that: provides political good offices to support the peace and reconciliation processes in Afghanistan; monitors and promotes human rights and the protection of civilians in armed conflict; supports the Government's reform agenda, such as in the areas of security, governance and rule of law; and supports regional cooperation. Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties
  • Lead, direct and coordinate the personnel and activities of all civilian Mission components in the area of operation, in line with the mandate and strategic guidance provided by Mission Headquarters, as well as applicable principles, rules and regulations. In consultation with the substantive components at Mission Headquarters, direct the activities of the substantive teams, which may work in the following thematic areas: political affairs, governance, human rights, rule of law, electoral assistance and public information. Develop and lead the overall implementation of a comprehensive programme of work for the Field Office, in accordance with the mandate, results-based budget and Head of Mission's strategic guidance; pursue a coherent and integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the Field Office.
  • Identify, analyze and monitor local developments and emerging issues with respect to Mission priorities; assess implications and make recommendations to the Mission leadership and partners on possible strategies, policies and other measures to address issues of concern, and to advance mandated objectives and UN principles and values; monitor, evaluate and report on outcomes. Develop and maintain productive relationships with authorities, political and community leaders and civil society actors, the UN family and other national and international partners on coordination and policy matters.
  • Ensure regular, timely and high quality reporting to Mission leadership on pertinent developments and issues; manage the preparation of summary and analytical reports, including situation reports, briefing notes, notes to file and draft code cables.
  • Oversee the preparation of contextual information materials, such as background notes and profiles. Ensure an effective system of information management designed to guarantee accessibility and utility of information.

Education
  • Advanced University degree (Master's degree or equivalent degree) in political science, international relations, social science, public administration, law, management or a related field.
  • A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
  • A minimum of seven years of progressively responsible experience in political science, diplomacy, international relations, civil or humanitarian affairs, conflict resolution, human rights, law, security, programme management or a related area is required.
  • Experience working in an international organization or non-governmental organization in a conflict or post-conflict setting is required.
  • Experience in programme management, coordination, outreach, facilitation, analysis, advice and reporting is required.
  • Experience managing interdisciplinary teams in a multi-cultural setting is desirable.
Languages
  • English and French are the working languages of the United Nations.

Description of duties:
As part of the HRSP project team, the incumbent provides a variety of secretarial and administrative services in support of the project/programme activities:

OBJECTIVES OF THE PROGRAMME :
Purpose of the position : As part of a team, the incumbent performs a variety of secretarial, financial, administrative, coordinating and monitoring services to ensure the efficient daily running of the Health Reform Support Project (HRSP) and in support of project/programme activities.
Description of duties:
As part of the HRSP project team, under the general supervision of the Sr Advisor, the incumbent performs a variety of financial, administrative, coordinating, monitoring and secretarial services in support of the project's activities. This includes the following main duties:
  • Provides support with the management of the Imprest account, financial documentation, records and reporting as well as cash/advance reconciliations, overseeing cash and bank balances and checking all payments authorized thereof. Monitors income and expenditure recording, receives and distributes funds to WHO counterparts, makes accounts reconciliation within the project and with EURO. Organizes vendor payments, processes and monitors all requests for payments (travel advances and claims, payment requests, payment orders, internal commitments, etc.) against PTAEO numbers provided. Monitors financial transactions between the relevant bank/s and the project and makes regular cash and bank transfer reconciliations. Maintains regular contacts with national banks and other financial institutions to obtain day-to-day information on exchange rates, changes in procedures and regulations.
  • Using the GSM, monitors availability of funds for project/programme budget levels and financial expenditures, according to the approved country work plan. Provides support during all planning, monitoring and evaluation exercises.
  • Provides administrative coordination of financial and, as required, administrative and logistical aspects of the organization of meetings held in connection with the project.
  • Establishes and maintains an on line monitoring tool for the oversight of on-going project collaboration with counterparts, WHO Collaborating Centres and other international organizations.
  • Provides general administrative support as appropriate, including calendar coordination and preparation of official correspondence.
  • Assists in the preparation of standard contracts (APW, DFC, etc.), recruitment of consultants and temporary advisers, designation/redesignation of WHO Collaborating Centres, and arrangements of study tours and duty travel.
  • Advises, briefs and trains local staff on all financial issues pertaining the office.
REQUIRED QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in economics, trade law, business administration, international relations or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in trade-related economic research, and analysis and/or policy formulation, and application of trade best practices and trade facilitation-related economic principles in development programmes or related area.
Languages
Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of Greek is an asset.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

-Appointment against this post is on a yearly basis. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
