Background
The project Support to Anti-Corruption Efforts in Kosovo (SAEK) is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level.
SAEK takes an innovative and holistic approach towards anti-corruption by focusing both on the 'supply-side' and the 'demand side' of democratic governance and taking into consideration different levels of intervention, working directly with central government authorities, local/municipal actors, civil society and the citizens themselves.
Activities implemented under SAEK Component 1 will focus on strengthening the capacities of the Kosovo Anti-Corruption Agency (KAA) to become an effective external control mechanism for ethics, integrity and efficiency of the public administration. As identified as a priority by the EC in its Progress Reports, the project will also focus on enhancing active partnership and stronger collaboration and coordination amongst relevant stakeholders on anti-corruption issues, particularly amongst the KAA, prosecution and law enforcement.
SAEK Component 1 will focus on building the capacity of the KAA and providing the agency with the necessary tools to properly fulfil its corruption prevention role, with a specific focus on asset declaration and conflict of interest.
Capacity development activities will involve, but are not limited to, the following areas:
  • Conflict of interests, gift declaration and asset declaration;
  • Implementation of the Code of Ethics and disciplinary procedures;
  • Technical skills in investigation and information gathering;
  • Working with other public and CSO stakeholders on anti-corruption.
Interventions will be focusing on three levels:
1. The institutional level2. The sector level3. The municipal/local level Duties and Responsibilities
Summary of functions:
  • Provide support to the KAA and UNDP on anti-corruption matters.
  • Provide technical assistance to the KAA to develop and maintain effective public relations.
  • Support KAA and UNDP in establishing and maintaining partnerships.
Provide support to the KAA and UNDP on anti-corruption matters.
  • Provide technical assistance to UNDP for conducting anti-corruption evidence based assessments at the sectoral level, institutional and local levels.
  • Advice and assist in preparing and publishing analysis reports.
  • Assist in the preparation of terms of reference, training curricula and traings for the KAA;
  • Assist in organizing trainings, workshops, and conferences.
  • Assist follow up actions to support the KAA in developing and coordinating integrity management systems to monitor income and property of public officials and associations.
  • Assist in the completion of the process of declaration of assets of senior public officials
  • Support KAA and UNDP in organizing the Anti-Corruption Day.
  • Assist the Agency in the preparation of the KAA annual report.
  • Assist the KAA in implementing tasks arising from National Council on Anti-Corruption.
  • Develop a yearly analytical report containing information on the level of corruption in Kosovo, including penal prosecution (the report includes data collected by the Prosecution, Courts, Police, KAA, Customs, Tax Administration).
  • Develop a yearly analytical report on cases initiated by the KAA against public officials who did not declare their property and follow-up measures undertaken by the courts.
  • Provide advisory and technical assistance to SAEK project staff and counterparts.
  • Participation in training events, communities of practice, sharing knowledge, facilitation and organization of training for KAA staff.
  • Assist SAEK project in organizing Two Task Force Meetings on specific focus areas, involving all relevant stakeholders.
Provide technical assistance to the KAA to develop public and media relations programs:
  • Support capacity development for the KAA Media and PR Department, through on the job training and regular briefings.
  • Advice and assist in preparing and publishing reports and press statements.
  • Assist in maintaining and updating information on the KAA's website.
  • Assist in redesigning and reprogramming of the KAA website
  • Assist in planning, developing and implementing PR strategies for the KAA.
  • Strengthen the partnership with the media.
  • Assist in organizing public debates for the KAA.
  • Advice and assist KAA and UNDP SAEK Team in designing and implementation of awareness campaigns.
  • Evaluate UNDP SAEK project interventions and results, draw lessons learned and suggest measures for improvement.
  • Assist in the preparation of progress reports with the frequency and using the template recommended by the UNDP office.
  • Assist in the preparation of final project reports and papers.
  • Participation in regular meetings at the KAA and with the UNDP SAEK Team.
Support partnerships and advocacy activities:
  • Strengthen the partnership with anti-corruption bodies and in particular with the civil society.
  • Provide technical assistance in establishing contacts and promoting cooperation with the offices of related agencies in the region and beyond.
  • Maintain positive working relations with KAA and UNDP SAEK project stakeholders, including government authorities and agencies, international organizations, and CSOs.
  • Be familiar with the activities of other development projects in the sector, establish contact and keep up-to date with their work.
  • Support the partnerships and advocacy activities agreed by the KAA and UNDP office in the area/sector covered by the project.
  • Link up project activities with related and parallel activities both within government and external partner agencies.
Impact of Results
The work of the Consultant will have a direct impact on the implementation of KAA's mandate and SAEK. Specifically, the results will have an impact on the planning, implementation, monitoring and coordination of SAEK activities and resources (human, financial, material assets etc) in order to meet expected results, and contribute to the overall success and impact of the KAA and UNDP office work in Kosovo. EBRD Business Advisory Services (BAS) supports economic transition, by both achieving enterprise change in potentially viable micro, small and medium enterprises (MSMEs) and also by developing sustainable infrastructures of business advisory services in the EBRD countries of operations.
BAS intervention is systemic in that it targets a market system by acting as a facilitator for the use of private-sector consultants by MSMEs to obtain a diverse array of services. BAS operates on both the demand side and on the supply side. On the one hand, it stimulates demand by raising the understanding of MSMEs of the potential benefits of using external consultants. On the other, it directly increases the supply and quality of local advisory services.
BAS activities include assisting individual enterprises to engage with local consultants on narrowly-based, specific projects with a rapid payback. BAS supported projects typically last around four months. Additionally, BAS carries out market development activities. Examples of the latter include MSME and consultancy trainings, support to, and development of, existing relevant local institutions, visibility and dissemination, and informed contributions to EBRD policy dialogue.
BAS is implemented through a well defined field management structure, comprising BAS teams of local nationals in each country of operation.
BAS was established in 1995 and has since been active in 24 of the Bank's countries of operations, undertaking 12,000 projects and raising over €120 million in donor funding to finance its operations.
BAS at present operates in 25 countries in South East Europe, Russia, Central Asia, Southern and Eastern Mediterranean and the South Caucasus through 33 offices.
Key Responsibilities and Deliverables
Reporting to the relevant National Programme Manager, BAS Kosovo, the Project Officer's ('PO') key responsibilities include developing and maintaining the BAS client and consultant databases and assisting with the management of the BAS project flow of BAS Kosovo. The PO will recommend to the National Programme Manager, BAS Kosovo, project proposals with justification on the basis of the selection criteria established. All deliverables will be agreed with the SBS Head of Regional Programme and Manager, BAS through the National Programme Manager, BAS Kosovo.
The principal tasks of the PO include, but are not limited to, the following:
  • Develop and maintain the BAS client and consultant databases;
  • Assist with the implementation of the BAS project flow, including, but not limited to, sourcing, developing and monitoring project implementation; drafting of project proposals, completion and evaluation reports and other documentation as may be required;
  • Ensure that projects and consultants proposed meet all selection criteria following the established guidelines;
  • Assist with the implementation of market development activities in cooperation with the National Programme Manager;
  • Develop internal and donor progress reports for approval by the National Programme Manager;
  • Assist the National Programme Manager and the SBS Head of Regional Programme with all aspects of promotion of the visibility of the BAS Kosovo;
  • Provide and ensure effective financial administration of BAS in Kosovo, including but not limited to the preparation of the monthly financial reports and the monitoring of operational expenses, as well as required liaison with theBAS team in London in this regard;
  • Provide support to BAS in Kosovo, in particular to organise, maintain and be responsible for day-to-day office administration, including but not limited to:
  • Acting as an interpreter and translator
  • Maintaining comprehensive filing systems to ensure prompt retrieval of data, including handling of confidential department files
  • Arranging conferences, meetings and travel
  • Screening telephone calls and handling enquiries
  • Administering mail and preparing replies to correspondence
  • Liaising with enterprises, consultants and BAS London HQ as required
  • Assisting EGP Team Coordinators and Advisors with communication with enterprises and arrangements for their visits.
Essential Skills, Experience & Qualifications
  • Strong academic background with relevant degree from a leading university in the country of education (business administration, international relations, economics or finance);

  • Proven, strong analytical and numerical skills, with the ability to interpret complex data for use in operational planning;

Background
Under the overall guidance and supervision of the Security Adviser (SA), the Local Security Associate assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.
Duties and Responsibilities

  1. Monitors the regional and municipal police stations and provides advice on measures towards ensuring compliance with applicable international and European human rights standards;
  2. Identifies and reports on specific human right cases, trends and issues;
  3. Raises awareness of the police within the regional police headquarters and relevant municipal police stations for the respect of human rights and sustainable human rights capacity and compliance;
  4. Identifies human rights related capacity building needs and advises the regional and municipal police stations on actions, strategies and policies that address those needs;
  5. Provides specific recommendations, when appropriate, to the relevant police institutions;
  6. Drafts thematic and performance reports;
  7. Liaises with other teams;
  8. Performs other duties as required.

An Analyst/Associate Banker is required to work in a role dedicated to EBRD's business in the sector Financial Institutions (FI) and Micro-Finance Institutions (MFI) in Kosovo; in particular, this role will be responsible for overseeing the existing portfolio of EBRD with Kosovo's banks and micro-finance enterprises, as well as working on the projects' pipeline in this sector. Republic of Kosovo is a Member and a Country of Operations of EBRD since end 2012. EBRD (or the 'Bank') currently has €38 million of total outstanding portfolio to the private sector in Kosovo, of which approximately €11 million to local banks and micro-finance enterprises. Recently signed projects include the €12 million Kosovo Sustainable Energy Project (KoSEP) with TEB, AfK and KrK, as well as an equity participation in Banka per Biznes. Further initiatives are in development, such as the extension of the KoSEP and a potential Agriculture Facility for the FI sector. Big part of the Bank's portfolio and pipeline work in the sector in Kosovo is being conducted from the Resident Office (RO) of the Bank in Pristina in close co-operation with the Sector Team 'Financial Institutions', based in London. The key focus of the role will be on portfolio management of the Bank's exposure in the FI/MFI sector in Kosovo, with specific focus on financial analysis, compliance monitoring and regular reporting to the EBRD headquarters in London. Further tasks will include developing and implementing the Bank's pipeline of projects in the sector in Kosovo. Special responsibility will be assigned to financial modelling and analysis but the Analyst/Associate Banker will be expected to participate in all aspects of project development and implementation. The role can progress to more complex aspects of transaction processing, progressively gaining more responsibilities, including directly liaising with clients, developing the future pipeline of the Bank and contributing to the structuring of transactions.   • Minimum of 5 years of relevant experience for Associate Banker and 3 years for Analyst, preferably in Kosovo or Albania - from major international financial institution, business advisory or public agency, where he/she must have acquired high level analytical skills and demonstrable expertise in supervising and supporting operations in the banking and the MFI sector.

Tasks and Responsibilities
The Head of the Office of Political Affairs (OPA) provides support and advice to the Head of Mission (HoM) and Deputy Head of Mission (DHoM) on all major policy issues. Under the supervision of the HoM, the incumbent performs the following functions:
  • Manages a team of political advisers and ensures the quality of political reporting;
  • Advises the HoM and the DHoM on policies and major issues affecting the implementation of the OSCE Mission in Kosovo (OMIK) mandate under Permanent Council Decisions;
  • Reviews, approves or submits for approval strategies, concepts and approaches to meet new challenges, prepares detailed proposals on policy issues related to the priorities of the Mission at Headquarters, in the Regional Centres and Field Offices;
  • Co-ordinates co-operation and work on major policy issues falling under the mandate of the Mission with local institutions, political parties and entities, communities, regional and international stakeholders; participates in inter-agency meetings and advises on issues of common concern;
  • Provides up-to-date analysis;

Background
Equality, Non-discrimination, and Anti-trafficking (ENA) Section's 2012 monitoring of the right to freedom of expression identified that the civil society is silent when it comes to reporting on freedom of expression and potential cases of violation of this right. Many cases of incitement of hatred through the media, or using public speech are being unreported. ENA will organize one two-day training workshop for 20 representatives of human rights NGOs on the topic of freedom of expression and hate speech.
The main topics of the training will be international standards on freedom of expression, freedom of expression in the media, and in the social networks, case-studies from the region. The targeted audience will be representatives of civil society organizations active in the field of human rights.
Objectives of the workshop
The workshop will have the following objectives:
  • Participants develop a solid understanding of freedom of expression;
  • Participants develop a solid understanding on identifying hate speech;
  • Participants acquire the essential skills needed for monitoring and reporting right to freedom of expression and hate speech;
  • Participants develop a solid understanding of international standards relating to freedom of expression as well as Kosovo legislation.
Tasks and Responsibilities
Objective
ENA requires the services of an experienced expert to deliver training on freedom of expression and hate speech to civil society organizations from Kosovo.
Under the supervision of the Equality, Non-discrimination, and Anti-trafficking Section (hereinafter: project manager), the lead expert/trainer shall prepare and conduct training on freedom of expression for approximately 20 representatives of civil society organizations active in the field of human rights in November 2013. He or she shall in particular:
1. Prepare training syllabus and provide materials to be printed as package hand-outs for participants.
2. Prepare PowerPoint presentations, material for workshops and examples relating to freedom of expression and freedom of speech. The main topics of the sessions/broken down in two days will be:
  • International standards and national legal framework on freedom of expression
  • Freedom of expression in the media and in the social networks
  • Monitoring and reporting on freedom of expression
  • Hate speech, cases of hate speech, how to identify hate speech
  • Monitoring and reporting on hate speech cases in the media
  • The role of civil society on promoting the right to freedom of expression
  • Case studies: reporting violation of the right to freedom of expression
  • Case studies: reporting on hate speech
3. Conduct one two-day workshop on right to freedom of expression and hate speech in Prishtinë/Priština
4. During both days of the training, actively engage in and facilitate discussion among participants.
Necessary Qualifications
Education
University degree in human rights, political science, social science, law, or other relevant subject
Work Experience
  • Minimum six years of experience in training on human rights issues, ideally freedom of expression
  • Experience developing training packages for civil society
  • Experience in training civil society organizations on identifying violation of human rights
  • Relevant experience working with UN agencies, international organizations and NGOs
  • Experience working on freedom of expression and hate speech
Key Competencies

Tentative timeframe of engagement
The lead expert will be hired for three days in October/November 2013. The hiring process should start as soon as possible, given that the lead expert will need to deliver all the materials to the OSCE in advance for the consultation and approval process. The final plan of the training, with approved content, needs to be available two weeks before start of the training, planned to take place in the second half of November 2013.
Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.

Background
Under the overall guidance and supervision of the Security Adviser (SA), the Local Security Associate assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.
Duties and Responsibilities
  • Assists SA in collecting, updating and communicating information regarding the security situation in Kosovo;
  • Under the guidance of SA, provide assistance during security related incidents and accidents affecting UN staff, assets and operations by mobilizing and coordinating response of local security forces; 
  • Assists in maintaining the Security Plan, including updating staff lists;
  • Supports the SA with the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Organizes and delivers training courses on security awareness and preparedness;
  • Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS) and office safety, and security preparedness;
  • Provides general administrative assistance to the SA.
Assists the SA in collecting, updating and communicating information regarding the security situation in Kosovo:
  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA;
  • Communicates information on security to the heads of United Nations agencies and provides security advice to UNDSS in the absence of the SA, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • May be requested to provide technical assistance at SMT meetings, in the absence of the SA.
Assists in maintaining the Security Plan, including updating staff lists:
  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.
Assists the SA in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.  Also assists with the compilation of data required for the MOSS Self-Assessment Programme.
Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report.
Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
Provides general administrative assistance to the SA:
  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation Kosovo’s security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
Performs other security-related tasks assigned by the SA:
  • Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force;
  • Perform any other security task requested by the SA.
