Background
Under the guidance of the Programme Specialist/Head of Programme Unit, and direct supervision of the governance and DRR Programme Analyst, the Programme Associate provides leadership in execution of services in the CO Governance Unit, supports the design, planning and management of the country programme by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.
The Programme Associate works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.
Duties and Responsibilities
Summary of Key Functions:
Administration and implementation of programme strategies, adaptation of processes and procedures
Support to management of the CO programmeAdministrative support to the Programme Unit Support in creation of strategic partnerships and implementation of the resource mobilization strategy Facilitation of knowledge building and knowledge sharing
1. Ensures administration and implementation of programme strategies, adapts processes and procedures focusing on but not limited to the achievement of the following results:
- Presentation of thoroughly researched information for preparation of CCA, UNDAF, CPD, CPAP,
- Effective application of Results Based Management (RBM) tools and establishment of management targets (BSC) related to Governance portfolio and regular entry in the Enhanced Results Based Management platform
- Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.Presentation of information/ reports for identification of areas for support and interventions. Implementation of the CO partnerships and resources mobilization strategies, preparation of reports.
- Presentation of thoroughly researched information for formulation of country programme related to governance and DRR portfolio
- Preparation of project documents' drafts, work plans, budgets, proposals on implementation arrangements.
- Initiation of a project, entering project into Atlas, preparation of required budget revisions.
- Provision of guidance, support and follow up to the executing agencies on routine implementation of projects, including recruitment and procurement procedures, preparation/obtaining of related documentation as necessary
- Tracking use of financial resources and continuously provide executing agencies with financial reports (Atlas regular reports)
- Provision of guidance to the executing agencies and project teams on routine implementation of projects,
- Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
- Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
- Preparation and presentation of programme/project related information as required
- Provision of support to the preparation and conduct of audit of NEX projects, implementation of audit recommendations.
- Follow up on closing of recent and old projects
- Provision of effective support to the oversight of ongoing programme/projects including organization of project visits, project boards, timely receipt of quarterly progress reports, , and follow up on project deliverables as advised by supervisor and head of programme unit.
- Proper control of the supporting documents for payments, review of NEX projects Financial Reports (FACE form).
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; initiation of e-requisitions, as required.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
- Organization and preparation of minutes of meetings/events and drafting correspondence with executing partners, project teams, and programme as requested by the supervisor and/or head of programme.
- Provision of effective support to the Programme Unit as a whole, where necessary, that may be requested by the Head of Programme Unit
- Maintenance and update of a proper filing system for the governance portfolio and for the programme unit, where required
- Present information/ reports for identification of areas for support and interventions coming out of ongoing projects
- Analyze information on donors, preparation of donor's profile and database, establishment of contacts with donor counterparts.
- Maintain proper documentation on mobilized resources and donor agreements and contributing to relevant reports required by donors or other cost sharing partners
- Organization of trainings for the operations/ projects staff on programme.
- Synthesis of lessons learnt and best practices in Governance programme.
- Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:
Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Law, Political or Social Sciences would be desirable, but it is not a requirement.
Experience:
Minimum 7 years of programme administration and/or relevant experience at the national or international level for holders of non-university degrees and minimum of 5 years for holders of university degrees. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
Fluency in Arabic and English.
