The Aviation Officer will be reporting to the Chief Air Transport Officer and be responsible for the following key duties:
  • Establish, operate and maintain an aviation management structure, including accounting, budget and financial control system to facilitate the safe, efficient, cost-effective, responsive, client oriented air transport service for the air transportation of humanitarian personnel and cargo;
  • Implement UN regulatory, contractual and quality standards for humanitarian air transport services and safety programmes and processes;
  • Plan and coordinate the flight and safety aspects of air operations activities;
  • Liaise with relevant country authorities to facilitate air operations, custom documentation and immigration formalities/procedures, including the arrangement of flight clearances;
  • Coordinate logistics and administrative support for airlifts and other operations such as airdrops, including continuous supply and transportation of aircraft fuel and lubricants, provision of food and accommodation services, preparation of contracts and control/scrutiny of payments to suppliers;
  • Provide special flights to third parties on cost recovery basis and supervise the invoicing process;
  • Maintain records of all air operations activities and prepare regular and ad hoc reports;
  • Establish continuous flight information flow methodology for in-coming/outgoing flights;
  • Assist in the negotiations with local authorities on air operations tariffs, charges and taxes; and perform other duties as required.
Qualifications & Experience Required Education:
  • University degree in Business Administration, Engineering, Computer Science, Statistics, Economics (preferably Transport Economics), Quality Assurance or management related to air or surface transport management;
  • A recognised professional licence in one or more of the following: a professional Pilot Licence (i.e. ATPL, CPL), Engineering Licence, Air Traffic Controller Licence or Flight Dispatcher Licence.
Experience:
  • At least 5 years of postgraduate professional experience in commercial or government air transportation and ancillary sectors with at least two years of experience as a manager in commercial aviation, UN or NGO;
  • At least 2 years of experience in safety and quality assurance programs, air traffic management or chartering/ operations, of which at least one year was closely related to humanitarian operations or food aid related work.
Technical Skills & Knowledge:
  • Passenger and cargo handling procedures, airside security and safety, ramp management and apron control, load control, aircraft weight and balance, administration and handling of dangerous goods, cargo discrepancy investigation and reporting, data and information security;
  • Aircraft performance, scheduling, payload control and management, risk and threat analysis, hub-and-spoke operations, route structure design, traffic analysis, customer service, safety programme design and implementation;
  • Proficiency in Windows (MS Word, MS Excel) and some transport tracking system experience;
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is desirable. Desirable skills & Knowledge:
  • Good negotiation skills and ability to communicate effectively by radio;
  • Good knowledge of WFP-specific or any related software (SAP, Logistics Management System);
  • Safety certification(s) in Air Operations/Airworthiness;
  • Accident Prevention and Investigation;
  • Dangerous Goods/Cargo;
  • Universal Safety Oversight;
Competencies:
  • Strong organization and coordination skills;
  • Ability to analyse data, draw conclusions and recommend a course of action;
  • Ability to develop greater expertise through exposure to a range of logistics and aviation activities;
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the Sub Office;
  • Ability to deal diplomatically and tactfully with people of different national and cultural backgrounds;
  • Demonstrated ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
  • Strong writing skills and ability to draft clear and concise reports;
  • Ability to provide technical advice to managers;
  • Good interpersonal skills demonstrated by the ability to gain the assistance and collaboration of others in a team endeavour through demonstrated technical leadership.
Language:
  • Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP's working languages).
Terms and Conditions
Selected candidate will be employed on a fixed-term contract with a probationary period of one year and will be eligible for the Rest and Recuperation (R&R) scheme.
