Purpose of the position: Further implement and strengthen the Transparency & Accountability Policy which aims to ensure that all GAVI support at country level is managed in a transparent and accountable manner through systems that include appropriate oversight mechanisms and that support is used according to the programme objectives as outlined in individual country agreements.

Key results expected:
- Direct oversight of a portfolio of countries and support to related Country Responsible Officers on fiduciary issues;
- Fully operational in the execution as engagement leader of in-country oversight work and coordination of all financial management oversight work in the team;
- Effective design of tools to strengthen the framework of operating procedures of the TAP Team;
- Strategic execution and coordination as an engagement leader of Cash Programme Audits;
- Supervision of the periodic review of financial reporting and support of the Secretariat Grant Monitoring Activities;
- Robust contributions to training and capacity building in financial management and fiduciary matters of colleagues;
- Assist the Director in the day-to-day management of the team and act as the back-up in case of unavailability of the Director.
Strategic:
- Provide a leadership role within the TAP team with respect to financial management, under the direct supervision of the Director;
- Manage, coach, assess performance and develop supervised staff; Support and supplement the Director in the effective and efficient planning, implementation, monitoring and reporting on core TAP Team activities;
- Provide strategic advice to the Director on measures to support and improve financial management of GAVI cash grants in recipient countries, including the provision of specific assistance to countries with poor financial management capacities;
- Provide advice and assist in the development of strategies for harmonization of financial management approaches and alignment with other Development Partners engaged in the Harmonization and Alignment Agenda in the Health Sector;
- Attend events and meetings organized by peers in partners' agencies, as nominated by the Director.
- Perform analytical work on financial management and accountability issues in support of improving capacity in the country programme management unit;
- Coordinate the prioritization, planning, execution and reporting of all Financial Management Assessments (FMA) and when joint FMA is concerned, lead the discussions in the Secretariat, staffs, and with participating external stakeholders;
- Support the implementation of the new TAP policy for a better control of fiduciary risk and contribute into the regular refinement of the team's fiduciary related knowledge resources and tools;
- Contribute to procedures, templates and policy development in order to better improve and strengthen the implementation of TAP policy and the TAP framework of activities in the GAVI Secretariat and at country level;
- Undertake oversight work both through desk-based work and country level fieldwork, and supervise/assess work undertaken by supervised TAP staffs and consultants;
- Assess and report on the adequacy of eligible country's financial management systems and their ability to manage and monitor GAVI cash-based programs in a consistent manner;
- Monitor the implementation of agreed financial management recommendation by eligible countries;
- Supervise the drafting of Terms of Reference for annual external audits to be undertaken by recipient countries and closely monitor the selection, the performance and the termination of auditors;
- Provide support to the GAVI's monitoring and new proposal rounds by completing the pre-screening of application, financial reporting and audit information submitted by recipient countries;
- Support and conduct investigations into possible misuse of GAVI funds and propose corrective actions, if needed, to Senior Management.
Qualifications:
Academic:
- University Degree / Diploma in Accounting, Finance, Management, Auditing at Masters' level; A professional certification in Audit and/or Accounting (CIA, CPA, ACCA, CIMA) is desirable.
- Minimum 10 years of progressive work experience in an international public or private organisation with a strong presence or stakes in developing countries in the area of public financial management (PFM) and/or auditing. Specific experience includes:
- Supervising and developing teams;
- Strong experience of financial management practices in developing countries and particularly on development projects/programs;
- Knowledge and/or practice of PFM;
- Knowledge of assessment and capacity building approaches and techniques, including use of PFM diagnostic methodologies in developing countries;
- Sound knowledge of internal controls, internal audit, supreme audit institutions (SAIs) and risk management;
- Strong experience of working with bilateral and multilateral development agencies, including an aptitude for, and knowledge of, current issues in development;
- Experience of managing external consultants, especially in the context of outsourced critical tasks;
- Knowledge in fraud detection and a first hand experience in investigation;Desirable: Public and Global Health experience an asset.
- Able to manage a team to remain focused and motivated to deliver on expected results;
- Leadership and coaching skills to develop the capacity with the team; High level analytical and policy/procedures development skills;
- Strong negotiation and conflict management skills;
- Excellent oral and written communication skills including ability to captivate high-level audiences;
- Ability to exercise strategic judgement; Client orientation with internal and external stakeholders;
- Ability to work in a multi-cultural environment, with cross functional and multi-disciplinary teams in a collaborative style;
- Ability to work successfully in an international environment including in areas with sub-optimal security and with extensive travel;
- Strong computer literacy specifically with Microsoft office products (Word, Excel, PowerPoint);
- High standards of personal conduct and integrity.
- Written and spoken Fluency in English and French. Another international language an asset (e.g. Spanish, Portugese, Arabic, Russian).
