Background / General description:
HRD Shared Services Operations (HRDSO), which is part of HRD Shared Services Delivery, currently operates in Washington, DC and Chennai, India.
HRDSO provides centralized HR shared services to the World Bank Group and is an integral component of streamlined HR service delivery to its client base which includes managers, staff and retirees. To this end, the Operations Team is continually seeking to improve the way HR Services are delivered to clients. These services include being the front line for providing Tier 1 support and Tier 2 consultation on HR policies and procedures via telephone, email or walk-in visits to the Washington, DC office, as well as administration of HR transactions. The team collaborates closely with other key partners including Payroll, Tax, Global Mobility, and the HR Officer community.
The Analytics Team within HRDSO provides strategic and analytical inputs to senior management, HR Teams and COEs, to support evidenced-based decision-making. As the central repository of workforce intelligence, the Analytics Team works closely with other central units in the Bank, and is often called upon to participate in institutional strategic initiatives, including:
(i) talent reviews;
(ii) global practices;
(iii) diversity and inclusion; and
(iv) strategic staffing. In addition, the Analytics Team delivers and interprets the Bank's staffing data through the preparation of institutional reports, and in its direct consultations with clients.
The Analytics Team's most visible deliverables are the annual Staffing Update Paper, the Quarterly Business Review Report. Analytics Team members work seamlessly across the unit's different portfolios and the culture within the team is results-driven, reform-minded, and highly supportive. Due to its privileged access to confidential HR information, the Analytics Team observes the highest standards of integrity.
Duties and Accountabilities:
The Program Manager, HR Analytics will lead the HR Analytics team to deliver the unit's analytics work program, including:
  • Supports the Human Resource leadership team to identify business challenges and use data analysis to help influence changes to the HR process or programs.
  • Provides management support to the Human Resource function in the areas of people metrics, and advanced and predictive analytics.
  • Communicates findings to senior management via formal presentations, standard management reporting artifacts on periodic/quarterly/annual basis.
  • Creates, maintains, and ensures quality assurance of key human resources data sets, reports, and metrics in partnership with HR Strategic Staffing team.
  • Collaborates with subject matter experts across the HR CoE's and HR Business Partners to promote data governance and stewardship, and to improve overall strategic and operational performance and insight.
  • Provide expert level consulting to identify and support HR and business reporting and data needs, initiate and prioritize reporting tool enhancement.
  • Build partnerships with development teams - work closely with internal technology teams and HR Reporting team to deliver tools and system solutions, provide regular review and assessment of the business solution performance and adoption
  • Provide leadership in the identification and description of analytical reports required to achieve client, program, and business objectives for resource optimization.
  • Lead the interpretation of human data in order to identify significant differences, relationships, and trends in data, as well as factors that could affect the results of research.
  • Identify statistical analysis techniques required to deliver HR insights.
  • Advance the use of complex analytical techniques and statistical thinking across Human Resources Development team
  • Serve as an active participant on cross-functional project teams and provide guidance and training to teams in asking appropriate questions, interpreting data, and translating into action.
  • Develop and maintain appropriate benchmarks with other organizations.
  • Serves as the domain expert for human capital analytics.

OTHER SELECTION CRITERIA:
A Master's Degree in an Information Systems or mathematical field such as Statistics, Operations Research, Actuarial Science or Applied Mathematics is required for this position.
  • Strong quantitative and analytical skills
  • 8+ years of related experience required
  • Demonstrated ability to build complex statistical models needed to understand issues at a detail level and forecast impacts of change
Preferred Qualifications
An additional qualification or experience in Human Resources is preferred.
