Background
The Structured and Corporate Finance Department (SCF) of the Inter-American Development Bank has primary operational responsibility for the Bank's financing of non-sovereign investment in infrastructure and productive sectors and for the development of domestic and regional financial markets, including the development of international trade and regional integration through the implementation of a trade finance program aimed to support private sector companies in the region.
SCF has embarked on a strategy to drive its operations toward the realization of specific vision targets aimed at improving the living standards, addressing climate change and broadening access to finance of SMEs.
The Portfolio Management Unit (PMU) of SCF is currently searching for candidates to be hired as Consultant to fill several positions in Washington, D.C., to support the Unit's monitoring of its Infrastructure (INF) loan portfolio.
Consultancy objectives
The overall minimum responsibility of the successful candidates is to monitor, from signature to repayment, a portfolio of loans and guarantees to private sector and non-sovereign guarantee corporate and project finance counterparts, under the supervision of the Head of PMU. The portfolio assigned will depend on the successful applicant's prior experience. The monitoring will require regular and ad hoc analysis of the counterparts' financial performance and reviews of the loan documentation to ensure compliance with contracts, covenants etc. The successful applicants will be the central point of contact for the clients assigned to their portfolio, identifying breaches and proposing solutions to resolve contractual events, thereby ensuring the stability and solidity of SCF's portfolio of outstanding loans and guarantees.
Main activities
- Work autonomously and with PMOs in overseeing a portfolio of loan and guarantee transactions with project finance counterparts.
- Obtain and analyze information to assess counterparty compliance with financing agreements and to mitigate risk.
- Conduct financial statement analysis, analyze financial projections, prepare risk rating proposals and periodic supervision reports to assess the credit standing of the Bank's counterparts.
- Assess status / events affecting loans and guarantees and, where necessary, disseminate information / prepare recommendations for appropriate action and next steps.
- Engage directly with borrowers, shareholders, Bank's B-lenders and co-lenders as well as agents and internal counterparts.
- Lead monitoring visits.
- Follow on-going developments in the relevant industry sector(s).
- Ensure that assigned counterparts comply with IDB internal risk policies and guidelines liaising closely with the Bank's risk management, legal and finance departments.
- Propose and support actions to improve and streamline internal processes.
- Produce high quality periodic monitoring and credit risk reports for transactions monitored, including detailed financial statement analysis.
- Prepare periodic risk rating updates.
- Respond and bring to closure requests for waivers and amendments of provisions of the financing agreements.
- Contribute to the development and assessment of developmental effectiveness indicators.
- Collect and disseminate loan/guarantee credit risk information.
- Lead strategy objectives of the department as requested by the Unit Chief.
- Provide effective feedback to investment officer originating transactions.
- Participate in credit meetings representing the Unit, as requested.

Qualifications:
- Academic Degree: Master's degree, Licenciatura, or equivalent
- Years of professional Experience: A least 5 to 7 years of professional relevant experience, preferably in the credit assessment and/or rating of project finance counterparts, gained within a bank, financial institution and/or rating agency.Experience with large infrastructure project financings with a focus on large power plants including renewables and standard fossil fuel technologies will be taken into consideration. In addition, consideration will be given for a candidate with engineering experience.
- Language: Proficiency in English and Spanish or Portuguese; both written and oral.
- Areas of expertise: Business Administration, Accounting, Finance, Engineering or other relevant fields.
- Review / analyze financial reports.
- Strong ability to understand, anticipate and provide sound judgment on a variety of credit and legal issues
- Strong organizational capability with an ability to carry out multiple and detailed tasks.
- Strong communication skills, both verbal and written.
- Team player, with ability to contribute to multidisciplinary and multicultural project teams.
- Ability to take initiative to assist others, and share knowledge and information.
- Aptitude to deliver reviews and notes under time pressure.
- Ability to coach junior members of the team.
Consanguinity: Individuals with relatives working for the IDB within, and including the fourth degree of consanguinity and the second degree of affinity are not eligible for employment as staff, consultants, or contractors through firms or agencies. Candidates must be citizens of a member country of the Inter-American Development Bank.
