Background
The Structured and Corporate Finance Department (SCF) of the Inter-American Development Bank has primary operational responsibility for the Bank's financing of non-sovereign investment in infrastructure and productive sectors and for the development of domestic and regional financial markets, including the development of international trade and regional integration through the implementation of a trade finance program.
SCF has embarked on a strategy to drive its operations toward the realization of specific vision targets aimed at improving the living standards, addressing climate change and broadening access to finance of SMEs.
The Strategy Management Unit (SMU) oversees SCF's strategy execution and has a team of professionals to facilitate greater social impact and climate friendly investment in SCF operations, as well as to originate and execute private sector transactions in social infrastructure sectors of health and education. The Unit is currently searching for a candidate to be hired in Washington DC, as an Energy Efficiency Investment Consultant to work on the team dedicated to identifying, designing and executing private investments in different aspects of Energy Efficiency.
With the financial support of The Nordic Development Fund (NDF), SCF created a new $50 million Energy Efficiency Finance Facility to lend to Latin American and Caribbean companies for investments in energy efficiency and small-scale, self-supply renewable energy projects that will reduce their energy costs and greenhouse gas emissions.
The $50 million Energy Efficiency Finance Facility is a platform to offer IDB debt financing to energy efficiency projects, enabling implementation with low transaction costs, long tenors and minimal collateral requirements, as well as concessional pricing as necessary with support from NDF in the form of credit enhancements. NDF will also provide €1 million in grant financing to help reduce transaction costs and to expand the engineering feasibility technical assistance services described above. Eligible private projects may be sourced from any of IDB borrowing member countries.
Consultancy Objectives
The Energy Efficiency Investment Consultant will be dedicated to the Energy Efficiency Finance Facility work of SMU, working with the Senior Climate and Energy Officer on executing high-impact loans under the Facility.
Main activities
Reporting to the SMU Unit Chief, working under the day to day supervision of SMU's Senior Climate and Energy Officer, the incumbent will support the execution of the Energy Efficiency Finance Facility, including the following main activities:
  • Support Senior Climate and Energy officer in the design and execution of technical assistance and loans under the Facility
  • Research and engage potential clients to develop a pipeline of projects, which includes conducting credit analysis on potential borrowers, reviewing technical studies provided to clients to identify energy efficiency and renewable energy opportunities, and developing financial models.
  • Assess investments' terms and conditions to match those of the Facility, in particular, efficient allocation of credit enhancements to investments as well as demonstration ofclimate benefits and financially additionally
  • Contribute to structure the loan financing and collaborate on producing all required documentation throughout the loan approval process from eligibility to closing.
  • Tracking Facility investments to report the Facility's impacts, monitoring any claims paid, and liaising with portfolio management and development effectiveness teams.

Qualifications
Qualifications
Education: Graduate degree in Business Administration, Finance, Economics or related field.
Experience: Minimum 2 years of relevant experience in finance; must include financial analysis and demonstrated ability to develop financial models; energy and climate change investments analysis is a plus; ability to write and speak clearly and concisely, including analytical documents and to adapt communication style to different audiences; demonstrated ability to contribute to multidisciplinary and multicultural project teams.
Languages: Proficiency in English and Spanish
Competencies
Technical Expertise: Experience with financial modeling and corporate lending, working with private sector clients. An understanding of the economics of, and the cost and risk barriers to, renewable energy and energy efficiency investments is a plus.

Payment and Conditions of Employment: The work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined commensurate with years of experience and Bank regulations and consultant criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded.
Consanguinity: Individuals with relatives working for the IDB within, and including the fourth degree of consanguinity and the second degree of affinity are not eligible for employment as staff, consultants, or contractors through firms or agencies. Candidates must be citizens of a member country of the Inter-American Development Bank.
