Background
Background:
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations (UN) helping a range of partners implement aid and development projects every year. UNOPS mission is to expand the capacity of the UN system and its partners to implement peace building, humanitarian and development operations that matter for people in need. The UNOPS South Sudan Operations Centre (SSOC) works under difficult circumstances - in a post-conflict situation with fragile governance structures, insecurity and cultural norms that are highly repressive of women's rights. SSOC’s 2012-2013 Mission Statement is to sustainably improve the livelihood of the people of South Sudan through innovative economic development and social empowerment. Achieving this mission requires a gender aware analysis of the context and explicit attention to the differential needs of girls/women and boys/men in the agency's core mandate areas: project management, infrastructure and procurement.
In May/June 2013, SSOC conducted a Participatory Gender Audit (PGA) in collaboration with UN Women, South Sudan. The main objective of the exercise was 'to promote organizational learning at the individual and operational levels on how to practically and effectively mainstream gender in policies, programmes and structures'.  UN Women recommended the gender audit as a first stage to identify gender practices that will harmonize its programmes and projects with the overall UNOPS corporate gender policy. The PGA among other things highlighted SSOC’s achievements with regards to gender mainstreaming and gaps that need to be addressed.
The PGA report outlined key recommendations on each core mandate area and human resources in addition to some general issues that arose during the exercise. Some of the recommendations included:
  • Regularly sensitize contractors and suppliers on the importance of/requirement for gender mainstreaming;
  • Make gender training mandatory for staff;
  • Develop a SSOC Gender Strategy.
SSOC in collaboration with UN Women is scaling up the PGA conducted in Phase 1 with the second Phase designed to address some of the gaps highlighted by the PGA.
Duties and Responsibilities
Purpose:
The purpose of the consultancy is strengthen UNOPS institutional capacity to undertake gender equality mainstreaming in its programmes and operations.
  • Strengthening the process of gender mainstreaming throughout the procurement process for contractors including contractors’ engagement with UNOPS;
  • Support in identifying appropriate checklists to the facilitation of gender mainstreaming in project development and management;
  • To establish a set of gender sensitive indicators to guide UNOPS programmes and operations;
  • To develop a Gender Practice for SSOC that enables it to meet the UNOPS Gender Policy requirements;
  • In line with UNOPS corporate gender policy and the recommendations made to SSOC by the gender audit, support develop concrete steps that can help the South Sudan office meet the UNOPS global requirements;
  • Collate and share guidelines on gender sensitive guidelines;
  • Support in identifying indicators for measuring the gender impact across projects and programmes.
Scope and Tasks to be performed:
The consultant is expected to perform the following activities among others
  • Training of trainers workshop for selected UNOPS and UN Women staff on gender. (These trainees will serve as in house trainers for UNOPS, UN Women and the wider UN System in South Sudan);
  • Facilitate participatory workshops to conduct a gender analysis of UNOPS core mandate areas (project management, infrastructure, procurement and human resources) and develop checklists on gender mainstreaming;
  • Facilitate participatory workshops to identify appropriate output, outcome and impact level indicators for UNOPS work;
  • Draft a Gender Practice for SSOC that enables it to meet the UNOPS Gender Policy requirements.
    Expected Deliverables:
    The key deliverables will be the following:
  • Desk review/analysis;
  • Development of training needs assessment tools and adaptation of training modules;
  • Conduct Gender ToT for UNOPS staff;
  • Workshop on Gender  Practices.

Required Skills and Experience
Education:
  • Advanced university degree in social sciences, political or international affairs with emphasis on gender related issues.
Experiences:
  • At least 10 years work experience in either, Human rights, humanitarian issues, rehabilitation, gender and development, economic security, strategic planning with a specific focus on gender, working in countries in post-conflict contexts;
  • Technical Expertise,  Gender Audits, Gender analysis and mainstreaming in programming and implementation, knowledge of legal and policy framework on women's right/roles and analytical skills particularly in post conflict environment and peace building;
  • Experience working with UN joint programming frameworks and result-based management systems is a particular advantage;
  • Experience with international organizations, the UN system, government agencies and civil society organisations is particularly desirable.
Language :
  • Fluency both written and spoken English.
